Branch: Planning, Profiling & Urban Management
Designation: Manager: Profiling & Information Management
Salary Range: R39 055.92 pm (basic salary excluding benefits)
 
Appointment Requirements:
• Degree/NQF level 7 in the Built Environment - Urban Planning, Development Planning, Project Management, Geographic Information System or Statistical Studies; • 5 — 7 years relevant management experience, preferably with a good background in Local Government and Public Sector within profiling environment with an understanding of programme management, urban planning, development planning, analysis, GIS and project management; and • Ability to work under stressful conditions and meet deadlines;
 
 
Primary Function: To ensure timeous and integrated profiling of the Region in order to maintain high quality Ward Based Regional data and a detailed profile. This will allow for informed City planning as well as ensure realignment and integration of the City Delivery Agenda. Profiling must be aligned to and inform Community Based Plans. Profiling entails researching the local community and various built environment aspects to develop ward profiles. This will inform ward plans and allow for the monitoring of developmental progress. This profiling process will articulate the regional baseline profile of urban context and will establish the bedrock of the urban management process.
 
Key Performance Areas: Provide profiling and information management in the Region. Develop and manage a monitoring and evaluating system in the Region. Financial Control and Risk Management.

• B Com Degree in Business Management/Law/Commerce or related qualification at NQF Level 7; 7 - 9 years' experience in stakeholder management and compliance or related environment;
• Computer literacy MS Office;
Knowledge of the local, provincial and national political and legislative framework and dynamics, public policy, the City's rules and procedures and Batho Pele philosophy, principles intent (Culture of Citizenship); and
• Code 8 Drivers license.
 
Primary Function: Lead and render strategic and specialist legal and compliance support to the Public Safety Department, representing the Department at meetings, providing guidance on legal and compliance process and consulting on legal matters arising.
 
Key Performance Areas: Render legal assistance, support and services to the Department. Oversee the developments and monitoring of a set of process, rules, tools and systems used by corporate legal departments to adopt, implement and monitor an integrated approach to organizational problems. Develop tighter uniformity and synergy between legal process and Management. Lead stakeholder engagement and management. Manage all aspects of the finance in the control of Legal Advisory Services including, but not limited to, revenue, expenditure, assets and liabilities, in accordance with the legislative framework as well as the City's policies and procedures. Manage and coach staff in the Unit to ensure that all staff met the Department's objectives in line with broader organizational objectives and requirements. Manage and monitor assets and resources of the Directorate. Control, consolidate, analyse and submit various reliable reports. Practice god governance and management of risk.

This will ensure implementation of an integrated information management system, which will be used for benchmarking, monitoring and analysis of both local and international cities and working to ensure that relevant units within Public Safety are kept abreast of developments.

4. Department: Transport
Branch: Transport Transformation
Designation: Specialist: Public Transport Operations
Salary Range: R27 494.16 pm (basic salary excluding benefits)
 
Appointment Requirements:
• Three-year National Diploma/Degree in Transport Management or associated discipline;
• At least 2 - 3 years' experience in a technical/specialist function in the transport management environment within the management consulting or municipality environment; and
• Understanding of approaches, processes and techniques associated with participatory and collaborative forms of planning in relation to public transport operations.
 
Primary Function: Provide specialist support in terms of the road-based public transport (bus, minibus taxi, metered taxi and other new modes of public transport) operations in the City. Ensure that road-based public transport is efficiently and effectively regulated and that public transport facilities are efficiently and effectively managed in the interest of users. Facilitate the transformation of the public transport industry in the City.
 
Key Performance Areas: Provide specialist support with regards to the enablement and facilitation in the interest of users of various modes of operations in the City. Provide technical support with regards to legislative requirements and interpretation of comments on applications for operating licenses and cross border permits. Develop and provide technical public transportation data for inclusion in operational plans and project management documents. Analyse programming and planning data, policies and procedures. Provide specialist support in the management of operations. Contribute to planning, developing, monitoring, evaluating and advice on public transport management policies. Provide feedback in the form of progress reports.
