SENIOR ADVISOR: IGR AND STRATEGIC RELATIONS Based in Northern Cape (Kimberley) Ref: 24/02/16 Cluster: Municipal Capabilities and Governance Remuneration package: A competitive salary package with benefits ROLE OVERVIEW Reporting to the Provincial Director of Operations, this role will manage the externally focused role as head of the provincial office in the IGR, International and Strategic Relations space and to build the image of Local Government locally and internationally THE CANDIDATE PROFILE ▪Stakeholder Management and Influencing skills; ▪A dynamic, motivated self-starter with high levels of emotional maturity; ▪High integrity and ethics QUALIFICATIONS AND EXPERIENCE ▪Relevant Post-graduate qualification at Hons level in Public Admin, Law, Policy, or equivalent field ▪At least 7 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organisation; ▪Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels. ▪A Valid Drivers License and frequent travelling ▪Sector Knowledge and an understanding of the policy, legislative and regulatory frameworks governing the sector; and in particular those applying to the LG Sector ▪Ability to manage in a broad scoped environment is essential KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS ▪Research and Benchmarking: Conduct analysis on the effectiveness of the IGR Structures in the Province and provide guidance in respect of possible improvements; provide ongoing analysis of the key challenges, needs and trends in area of specialisation, to ensure that local government strategies and programmes are appropriately implemented; Under the guidance of the Director of operations conduct and interpret research in area of specialisation and create a learning and sharing platform to improve municipal efficiency in area of specialisation.; Be a key repository of knowledge and information on local government and matters relating to the area of specialisation and support the strengthening of municipal profiles in the central repository ▪Governance, Compliance and Risk Management: Ensure compliance with organisational policies and procedures Support the identification and mitigation of organisational and operational risks identified in the area of responsibility/ professional discipline; Develop and maintain programme risk register and ensure that mitigation steps are applied; Assign values to risks in order to understand financial implications of risk ▪Representation at IGR & Other Fora (Lobbying and Advocacy): Represent SALGA and municipalities at various Provincial and sometimes national IGR, governance and other Fora to protect the interests of Local Government; and to disrupt structural form, policy or legislative frameworks, where it hinders municipal performance; Understand the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in the area of specialisation.; Understand Parliamentary and Legislative Processes; Provide inputs to and develop content on a number of complex issues relevant to a SALGA position for mandating; Provide inputs on Policy and Legislation relevant to IGR and Strategic Relations; Provide technical support and advice to the Chairs of working groups and facilitate tracking and implementation of resolutions. ▪Support Advice and Capacity Building: Guide, support and provide professional advice to municipalities in the areas of focus/professional discipline – refer issues of strategic importance to the Provincial Director of Operations; Provide hands-on support to strengthen municipal capacity/ improve programme implementation; Facilitate peer learning sessions in the areas of focus/ professional discipline. ▪Monitoring and Evaluation: Support the development and implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance and programmatic implementation in municipalities; Maintain records as per SALGA policy and ensure that all project records are uploaded into the company knowledge management system; Create a high performance culture on all projects and report on progress against milestones ▪Programme / Project Management: Implement appropriate project management methodologies and disciplines; and manage full project cycle on assigned projects including M&E; Plan and integrate programme roll-out to municipalities; Develop terms of reference for identified programmes; Ensure that projects are implemented against contract specification and payments are based on agreed milestone; Identify spin-off projects and opportunities from the programme ▪Stakeholder Management: Ensure appropriate and timely communications with all stakeholders; Build partnerships with relevant stakeholders to ensure programme success and to increase SALGA’s capacity to make an impact; Support municipalities with international relations and protocol matters; Create reports to communicate about the programme and provide updates for website Identify key role players to create a link to sustainability and handover of programmes and implementation Financial and expense Monitoring: Assist with the preparation of annual budgets and monitoring of the monthly expenditure in area of accountability; Assist in the identification of potential revenue sources in area of responsibility (where applicable) ; Participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes; THE CANDIDATE PROFILE ▪ Ability to work and manage in a multidisciplinary environment. ▪ A dynamic, motivated self-starter with elevated levels of emotional maturity ▪ Ability to draft, analyse and interpret reports in a professional and quality manner. ▪ Have Stakeholder Management and Influencing skills. ▪ Have strong Business Communication and writing skills. ▪ Computer Literate (MS Project Management is advantageous) ▪ Results driven individual. ▪ Strong analytical ability coupled with sound problem-solving skills. ▪ Have a sound understanding of policy and legislative frameworks in area of responsibility. QUALIFICATIONS AND EXPERIENCE ▪ A Degree in Policing; Community Safety or Security Management or other field of study relevant to the scope of the position; (a post graduate qualification will be an added advantage); ▪ A Valid Code 08 drivers’ license and own vehicle; ▪ At least 5 years’ relevant experience of which at least 3 years have been at an equivalent level within a medium to large sized organisation; and, ▪ Knowledge of government policies, legislative processes, policy research, analysis, monitoring, and evaluation. Be a key repository of knowledge and information on local government and matters relating to the sector/ area of Community Safety, Policing and Enforcement. . In consultation with management conduct research on the best practice developments across the world using new and innovative technologies to improve service delivery. In consultation with management conduct analysis on municipalities and provide guidance in respect of implementing improvement on Community Safety, Policing and Enforcement. ▪ Represent the interests of Local Government Sector: Support management through representation on key platforms related to the development of integrated communities. Provide high quality advice on the legislative and regulatory framework of local government, and of the role and impact of the other spheres of government at the local level, on those issues pertinent to area of Community Safety, Policing and Enforcement. Support management by representing SALGA and municipalities at various IGR and other Fora to protect the interests of municipalities/ Sector; and to disrupt structural form, policy, or legislative frameworks in a particular sector, where it hinders municipal performance. In consultation with management develop content on several complex issues relevant to a SALGA advocacy position for mandating on Community Safety, Policing and Enforcement. Understand and effectively manage relationships with the national and provincial governance structures of SALGA and the institutional structures of the Sector/ Professional discipline and key role players in Community Safety, Policing and Enforcement ▪ Support, Advice and Capacity Building of Municipalities: Provide management, legal and constitutional advice, and support to municipalities. In consultation with management guide, support and provide professional advice to municipalities in the areas of focus/ professional discipline. In consultation with management provide hands-on support to strengthen municipal capacity/ improve programme implementation. . In consultation with management facilitate the implementation of the capacity building strategy and associated programmes in municipalities; and facilitate training programmes/ peer learning sessions in the areas of focus/ professional discipline. In consultation with management, develop guidelines to assist municipalities in complying with applicable legislation and policies. ▪ Stakeholder Management and sponsorships: Assist management in the development and maintenance of sound relationships with relevant stakeholder groups (including civil society organisations, locally and internationally). Identify and target potential donor organisations that could partner effectively with SALGA and develop and in consultation with management prepare fundraising proposals and support in the overseeing of local government/provincial/national government interface in relation to the area of Community Safety, Policing and Enforcement. Assist management in developing and maintaining relevant networks (internal and external) and build partnerships with relevant stakeholders to ensure programme success and to increase SALGA’s capacity to make an impact. Assist management in creating reports to communicate about the programme and provide updates for website. ▪ Business and Programme Planning: Assist management in co-ordinating all the business unit reporting requirements and ensure reports are delivered on time and are accurate. In consultation with management undertakes review and evaluation as required for current work areas and any related projects/ programmes. In consultation with management identify and develop innovation projects/ programmes that further the strategic intent of the area of Community Safety, Policing and Enforcement and the cluster. ▪ Monitoring and Evaluation: In consultation with management conduct impact assessments of municipal programmes. In consultation with management develop and implement monitoring and evaluation process to track the progress on implementation of policies, legislative compliance, and programmatic implementation in municipalities. . In consultation with management monitor and review municipal compliance to Policy and legislative frameworks. Monitor and Review municipal performance. ▪ Financial and Expense Monitoring: Assist management in actively saving costs in the area of responsibility. In consultation with management develop terms of reference for identified programmes and participate in procurement committees as required and adhere to procurement requirements and deadlines for identified programmes. ▪ Governance, Compliance and Risk Management: Uphold sound corporate governance principles in the day-to-day operation of the area of responsibility. Ensure compliance with organisational policies and procedures. Support the identification and mitigation of organisational and operational risks identified in the area of responsibility/ professional discipline. Identify project/ programme risks – organisational, economic, stakeholder, political and social. ▪ Multidisciplinary Teamwork: Work as a multi-disciplinary and integrated team to find viable solutions to complex challenges in municipalities. Uphold sound leadership practices and comply with policies and procedures. Support organisational priorities and the implementation of resource mobilisation systems and processes. In line with the SALGA organisational culture, role model and educate peers and seniors on the importance of alignment of personal and organisational values for improved performance. Support the Executive and Senior Management Team in building a high-performance culture in SALGA. Implement the performance management and development processes in SALGA to drive high performance on an ongoing basis.
