Position Purpose:
- To deliver on four keys roles: Steward – protect and preserve the assets of the organization; Operator – balance capabilities, costs and service levels to fulfil the finance organization’s responsibilities; Strategist – provide financial leadership in determining strategic business direction and align financial strategies; Catalyst – stimulate behaviours across the OD to achieve strategic and financial objectives.
- To lead and manage the financial accounting, taxation and fixed asset functions of Transnet Property (TP) by establishing & maintaining a holistic financial service & business support on financial transactions in accordance to TP business objectives, Transnet strategy, PFMA, IFRS and relevant statutory requirements.
- Provide leadership and guidance that will ensure the highest level of corporate governance and compliance, while ensuring that adequate controls are in place to mitigate Financial Accounting related financial, operational and administrative risks within Transnet Property.

Position outputs:
- Ensure that all Financial and Taxation systems and records are managed effectively and data is accurately processed and information and submissions are timeously supplied to all stakeholders (including Group) to enable effective decision making and ensure compliance.
- Ensure that there is alignment between the objectives of the Financial Accounting support sections and the broader strategic objectives of Transnet and the Finance Department. Assist the business to interpret and integrate direct and/or indirect financial accounting and taxation processes into their strategies and processes. Conduct technical analysis of business issues that are raised to ensure compliance with company policies and procedures Ensure qualitative and timeous
- Month-end processes, Interim and Year-end Financial reporting and analysis including taxation, cash flow, statutory and management reporting shared timeously with relevant stakeholders to monitor and drive Transnet Property and Finance forward.
- Drive all cost saving initiatives in Transnet Property, while making sure that suppliers paid timeously.
- Ensure all reconciliations are complete and signed off on time.
- Calculate monthly/annual tax provisions (current and deferred), compile and submit the tax pack to Transnet, ensuring the provision of supporting tax calculations for Annual Financial Statement purposes.
- Review VAT returns, ensuring that they have been accurately calculated and are timeously submitted.
- Assist and advise the Group regarding VAT matters so that the best possible advice and options are provided. Refine and update the accounting policies to ensure that they remain compliant with the requirements of any changes in accounting standards.
- Ensure that changes are adequately operationalized and communicated to the business areas.
- Ensure the Investment Property and Asset register is accurate, complete and update.
- Ensure the accurate valuation of Investment Properties.
- Manage the role out of any update or changes to the Transnet Property financial processes (ito standards/ policies/ SOPs and/or automation initiatives). Ensure proper change control procedures are followed, users trained and changes adequately embedded in standard procedures.
- Provide workshops, training and technical updates to the business on any relevant issues that may arise on financial accounting issues (Eg: PFMA issues; control failings); tax rules and regulations (Eg: poor application of VAT codes; clarification on tax allowances); and SAP transactional issues.
- Lead the external audit process, ensuring that service levels are adequate and result in the timeous delivery of a signed statutory pack aligned to the Transnet reporting requirements. This includes managing audit fees and costs, timing and schedules and the overall audit approach.
- Own and manage both internal and external audit processes from Financial Accounting, Taxation and Reporting point of view
- Ensure that issues related to statutory reporting in the external audit management letter or in the internal control reports are dealt with promptly and in a satisfactory manner and that there are no repeat occurrences.
- Ensuring all financial accounting and taxation related internal controls including Critical Financial Reporting Controls are reviewed and implemented and sustainable throughout reporting period in TP and any related audit findings are responded to, monitored and addressed within an acceptable period of time.
- Establish an internal control process with effective mechanisms that deliver a high level of corporate governance. This will include the identification of improvements to be made to business processes and controls, as well as monitoring that the business areas are compliant and are completing the monthly control sign-offs.
- Manage the tax audit process and review the audit report to ensure that audit recommendations are implemented. Oversee the follow-up of any tax-related issues in the external audit management letter or in the internal control reports and ensure that they are dealt with promptly and in a satisfactory manner and that there are no repeat occurrences.
- Support Transnet Property CFO in other non-Financial and non-departmental roles as required to achieve a truly business partnering function.
- Manage subordinates by allocating work, assessing progress, coaching, training, motivate and inspire to ensure productive utilisation of staff in line with their role objectives. Instil a performance culture within the department to ensure overall operational efficiency and customer satisfaction. Ensure talent management, succession planning and recruiting are done timeously and training targets are met.
Qualifications & Experience:
- Professionally registered as a CA or Equivalent
- 8 years’ experience working within Finance of which +3 years is spent at Management level.
- Strong understanding of process excellence and experience delivering Continuous Improvement required

Position Purpose:

Position Purpose:

- Ensure that all Finance Standard Operating Procedures are updated regularly, communicated to the whole finance community, and documented.
- Ensure qualitative and timeous Month-end processes, Interim and Year-end Financial reporting and analysis including taxation, cash flow, statutory and management reporting shared timeously with relevant stakeholders to monitor and drive TP and Finance forward.

- Responsible for cashbook management including cashflow forecasts, and maintenance of bank accounts

Position Purpose:
To develop a standardised governance management methodology in terms of Transnet Port Terminals portfolio of supply chain management policies and procedures. To review current practices and facilitate standardisation of templates
RFX/Tender documents. To develop and review standard operating procedures for Transnet Port Terminal SCM in order to align it to Transnet’s policies and procedures. To lead, direct and provide oversight to the SCM function, in terms of best tendering and contract approval practices through continuous training.
Position outputs:
- Analysing, identifying noncompliance with SCM policies and processes across the Division and provide training to close the gaps. To lead appropriate governance structures to ensure compliance with the PPPFA, PFMA and all related regulations.
- Provide formal and informal training on SCM processes to SCM team, internal and external stakeholders and AC Secretariats by means of workshop and formal Training as and when required.
- Provide training in order to promote compliance to SCM processes and reduce audit findings.
- To develop and review TPT’s SCM standard operating procedures to align with Transnet’s policies and procedures
- Provide operational support in terms of Governance to the Sourcing team DACs and LACs.
- Reviewing of templates for submissions to the Acquisition Councils to cater for the different scenarios which may be presented. Evaluating and resolving Tender, Contract and DAC procedural Governance issues.
- Assisting with implementation of Governance Improvement Plans Assisting with monitoring of compliance to SCM Control framework across the Division.
- Assisting with monthly compilation of Governance COE dashboard.
- Adhere to reporting templates and timelines for governance and ensure that all reporting requirements are met;
- Collate and consolidate regular reports on governance for TPT in line with specified reporting templates;
- Analyse and report on performance pertaining to supply management compliance within the TPT structures;
- Highlight achievement of compliance targets on a monthly, quarterly and annual basis at the terminal level;
- Collect and share governance successes.
- Active participation on the Governance COE;
- Continuous stakeholder management to share the Division’s governance plans and strategies, achievement against plans and strategies for legal and regulatory compliance; and
- Participate in relevant governance forums to keep abreast of subject matter trends and contribute thought leadership to current debates.
Qualifications & Experience:
A relevant NQF Level 7 in Legal or Supply Chain or related Commercial Qualification
ª At least 5 years’ experience in Supply Chain Management in the supply management function on a governance.

ª Detailed knowledge of the PPPFA, BBBEE Policy
ª In-depth knowledge of Supply Management / Procurement processes and systems;
ª Sound knowledge of Public Sector Supply Management legislation and regulations;
