SENIOR MANAGER: SUPPLY CHAIN AND CONTRACTS MANAGEMENT
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ Senior
Manager: Supply chain and Contracts Management, who will report directly to the Chief Financial Officer and be based at the Head Office: Centurion.
Grading: (Role Band: D5)
Key Scale: R1 679 753 (Total Cost to Company)
The role of this position is to:
To lead, the Supply Chain Department within W&RSETA to support the strategic objectives of W&RSETA as well as to comply with the Public Finance Managing Act (PFMA), this includes all Treasury Regulations; Preferential Procurement Policy Framework Act; overseeing all activities relating to Procurement Committees. To ensure that all W&RSETA contracts are properly managed, legally sound, do not expose W&RSETA to any unnecessary legal issues and that W&RSETA gets value for money on all its contracts.

The role of this position is to:

Key Performance Areas will include but are not limited to the following:
- Relationships developed and enhanced to optimally service business needs in accordance with W&RSETA strategic plan and taking cognisance of all stakeholder and legislative requirements
- Management advised on compliance-related issues; guidance provided as per client request and in accordance with developed Standard Operational Procedures (SOPs)
- SCM strategies developed, compliant and supportive of NSDS and W&RSETA strategic business plan
- Strategy implementation monitored, measured, reported on, corrective actions recommended and implemented
- Senior Management advised regarding appropriate action steps to support strategy roll out and complying with PFMA
- Relevant policies, procedures and systems identified, developed or reviewed and implemented as required in accordance with legislation and best practice.
- Quality Management System (QMS) implemented, monitored and functioning optimally in department
- Supply Chain strategy implemented and aligned with W&RSETA strategy and legally compliant e.g., BEE requirements.
- Contracts are drafted in compliance with the best legal practice and principles in line with all other applicable legislation.
- Statutory reports compiled and submitted in accordance with legislative requirements, on time, complete and accurate
- Management reports compiled and submitted in accordance with business requirements
- Financial control measures developed, implemented and monitored, corrective action taken to ensure audit compliance, adhering to good governance principles and the PFMA
- Oversee the effective running of the supply chain unit to ensure compliance and enhanced service delivery
- Oversee the effective running of the contracts management unit, ensuring that the legal contracts are vetted, aligned to the TOR, in compliance with laws and regulations
- Provide support to the contract management process and give guidance where required
- Provide support to end-user departments to effectively manage their contracts and performance of the service providers
- Budget development meets requirements in respect of strategic roll out and set in accordance with PFMA and other guiding legislation
- Monthly budget monitored, variances identified, reported and rectified as per W&RSETA financial guidelines
- Cost benefit analysis carried out and expenditure optimally structured
- Capacity building and information sharing initiatives implement and carried out against objectives and as per client requirements
- Team performance managed as per performance contracts and set targets
- Team developed and appropriately skilled to perform optimally
- Other departments engaged to adhere to relevant policies and procedures in the utilisation of support services to ensure good governance
- Keep up to date with latest job-related information by attending short courses, workshops, reading, visiting websites and engaging with peers to broaden knowledge
Minimum Qualifications and Experience
- Bachelor’s degree in Supply Chain Management or an equivalent NQF level 7 qualification.
- Honours Degree in Supply Chain Management or an equivalent NQF level 8 qualification.
- Seven years’ experience at a management level, developing and maintaining controls & policies in Supply Chain Management.
- Experience Required: Supply Chain Management Experience and Contracts Management and Administration.

SENIOR SPECIALIST: OPERATIONS
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Senior Specialist: Operation, who will report directly to the Chief Operations Office and be based at the Head Office: Centurion.
Grading: (Role Band: D2)
Salary: R998 251 (Total Cost to Company per annum)
The role of this position is to:
Efficient To assist and support the COO with the successful implementation of the Operational, Strategic and Annual Performance plans as per DHET targets, NSDP and stakeholder needs and requirements for the Wholesale and Retail Sector.
Key Performance Areas will include but not limited to the following:
- Continuous oversight of the Annual Performance Plan (APP) on a national basis ensuring the COO is informed and up-to-date with operational performance, potential risks and challenges
- Develop and implement streamlined processes to drive cross functional, provincial, cluster team collaborations
- Evaluate, assess and analysis strategic proposals and prepare recommendations, motivations, business cases for consideration by COO for potential submissions to EXCO and/or the Board
- Prepare communications detailing reasons for non-consideration of a proposal ensuring stakeholder relationships are not compromised
- Overall administrative expense oversight of the Operational budget nationally ensuring cost effective utilization and control of the Operational budget
- Close working relationship with Senior Regional Managers on key strategic programmes and projects to ensure alignment to objectives, deliverables and timelines
- Review and assess all Operational policies and procedures before submission to COO for approval
- Assist with effective stakeholder relationship management across the provinces and regions to support delivery on the NSDP and to amiably resolve complaints ensuring all feedback loops are completed
- Close working relationship with Research and Innovations, Strategic Planning and Performance Reporting to ensure optimal integration of SETA functions in all Operations
- Statistical analysis of all formal, standard reporting and feedback provided by SPPE in order to ensure accurate, up-to-date reflection of performance status per region and province
- Identify, coordinate, manage and schedule strategic stakeholder management feedback sessions
- Liaise with the CEO’s office to ensure alignment of offices and optimal integration and streamlining of efficiencies and effectiveness of operations
- Assist with preparing and consolidation of operational reports for COO Office submissions to the Board and other Committees
- Provide secretariat services to Internal Projects Evaluations Committee (IPEC) meetings
- Ensure adherence to W&RSETA policies, procedures, PFMA and relevant legislation
- Continuously track, monitor, measure and statistical analysis of the provincial and regional results and performance against set standards and targets (‘the number’) in order to timeously implement viable solutions to maintain or exceed targets
- Review and validate integrated reports for submission to governance structures before COO final approval
- Effective utilization of research, up-to-date knowledge and intelligence to continuously support service delivery, programme and project implementation and improve SETA performance
- Support a close working relationship between Operations, SPPE and Finance to enable optimal SETA performance
- Knowledge-sharing, documentation of information and supporting an Operational team that is informed and up-to-date with developments in the sector
- Assist the COO to build, maintain and grow relationships across the provinces ensuring stakeholder needs are understood, appropriate time allocation per territory and opportunities are optimally exploited
- Assist with implementing sound corporate Governance in all aspects of the SETA’s operations ensuring the integrity of SETA operations
- Professional visible representation of the SETA, ensuring all behaviours and conduct are aligned with the company values
- Effective, professional communication and dialogue with all Stakeholders, and also between Management, Staff and external Stakeholders
- Effectively plan, coordinate, manage and execute ad hoc projects
Minimum Qualifications and Experience
- Nation Diploma/Bachelor Degree in Public Management/ Public Administration/ Business Management.
- 5-7 years’ experience in a specialist position with exposure to various functions in the SETA environment
- Sound knowledge and understanding of the Wholesale and Retail sector, legislation and policies and procedures
- Proven track record in driving execution and optimizing performance
- Up-to-date knowledge and understanding of new developments and strategies in the sector
- Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape

SENIOR SPECIALIST: QUALITY ASSURANCE REPORTING
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) seeks to employ a Senior Quality Assurance Reporting, who will report directly to the Chief Operations Officer and be based at the Head Office: Centurion.
Grading: (Role Band: D1)
Salary: R807 094 (Total Cost to Company per annum)
The role of this position is to:
Develop and design the Quality Assurance framework, policies and procedures and standards for the SETA ensuring alignment with the Annual Performance Plan and optimal delivery on quality standards and requirements. Responsible for consolidating W&RSETA Quality Assurance reports and submit to relevant structures as required.
Key Performance Areas will include but not limited to the following:
- Develop and design the Quality Assurance framework, policies and procedures for the SETA ensuring alignment with the annual performance plan, SETA standards and requirements.
- Consolidate all Quality Assurance reports on a monthly, quarterly, six monthly and annual basis ensuring the report is an accurate reflection of SETA’s Quality Assurance performance nationally.
- Subject matter expert on quality assurance for the SETA and proactively provide advice at all levels of operations.
- Monitor the overall performance and status of Quality Assurance nationally and propose strategies, actions and recommendations to improve Quality Assurance for the SETA.
- Close working relationship with the Senior Regional Managers and Provincial Managers to ensure Quality Assurance standards are maintained in all provinces.
- Ensure enough pool of external moderators in support of skills development programmes in the wholesale and retail sector.
- Sign off on accreditation letters / recommendation for accreditation to QCTO.
- Guide and support the Quality Assurors on quality assurance related matters including compliance with WBLP regulations on workplace approval processes.
- Develop and analyze quality assurance related reports for the COO.
- Update ETQA Policies, SOPs and templates with the assistance of QAs and PMs.
- On request of provincial managers assist with amiable resolution of quality assurance challenges or problems.
- Facilitate ETQA website updates through marketing and communication.
- Liaise with Qualification Development Coordinator on QCTO and other SETA related queries with regards to unit standard based qualifications.
- Facilitate resolution of appeals related to external moderation / accreditation / learning programme evaluation / assessor and moderator registration.
- Monitor QAP function in line with the QCTO delegation for unit standard based qualifications, skills programmes and unit standards.
- Provide required record reports for performance reporting purposes as required monthly, quarterly, six monthly and annually, to support overall consolidated SETA reporting.
- Manage the certification of learner and accredited providers as well as issuing of records of achievements to learners who complete registered qualifications as per SAQA and QCTO guidelines and quality assurance requirements.
- Manage the effective certification of learner processes, as per WRSETA MIS (LMS) system, as well as issuing of records of achievements to learners who complete registered unit standard as per SAQA qualification criteria and guidelines and all quality assurance requirements.
- Assist the COO with the achievement of APP completion targets on a quarterly basis.
- Manage accreditation and monitoring of skills development providers as per SAQA guidelines and all quality assurance requirements.
- Validation and final approval of batch reports and certificates.
- Validation and issue of all W&RSETA full award certificates as per the SETA’s MIS requirements.
- Keep COO informed of the status of Quality Assurance nationally and Continuously asses and investigate opportunities to improve performance delivery on certification and training provider accreditation performance and provide innovative smart solutions to existing challenges.
- Inform COO of project progress of learning interventions and the monitoring of learning i.e. accreditation of delivery as per LMS requirements is carried out and information is accurate and consistent.
- Liaison between provinces and Senior Regional Managers with information, reporting, queries on certification, extension of scope with regards provider accreditation and liaison with other SETA(s) cross SETA extension of scope.
- Central monitoring of provincial adherence to accreditation, programme approvals and extensions to QA processes and policies, as set out by SETA.
- Supervise, guide, motivate, performance manage and inspire team.
- Ensure a close working relationship between the different divisions to ensure the continuous delivery on SETA’s performance targets.
- Ensure that the synergy between the different divisions is utilized to continuously support SETA’s performance and delivery against set objectives.
- Ensure adherence to W&RSETA policies, procedures and relevant legislation.
- Maintain professional and technical knowledge and best practices.
- Communicate effectively and professionally with all Stakeholders.
- Effectively plan, coordinate, manage and execute ad hoc projects.
Minimum Qualifications and Experience
- National Diploma/Bachelor’s Degree in Public Management/Public Administration/Human Resource
- 5 Years’ experience of which at least 3 in a Quality Assurance and reporting
- Excellent knowledge and understanding of National Skills Development Plan (NSDP)
- Thorough understanding of the South African landscape including the challenges faced by learners in general
- Knowledge, understanding and appreciation of regulatory and legislative framework within the SETA landscape
