Position Purpose
The MC&I Mechanician is responsible for maintenance, fault-finding and repair of all instrumentation, metering/measurement, and control equipment in accordance with Transnet Pipelines policies and procedures and to International Standards, in classified hazardous locations and potentially explosive atmospheres to ensure safe, efficient and effective custody transfer and transportation of petroleum products.  The MC&I Mechanician Is also responsible for minor installation of MC&I equipment.
 
Position Outputs
Routine maintenance-ensuring optimal availability of equipment. Fault finding-to perform effective repair to the pipeline infrastructure Administration-SAPPM-record information, obtain information regarding maintenance small projects and minor installations-to standard and according to work instruction Maintenance contract-supervise and manage process to ensure conformance to requirement and standards Safety-perform work safely to protect self, the environment, and others from harm Adhere to policies, procedures and work instructions-ensure uniformity and consistency
 
Qualifications and Experience
Successfully completed apprenticeship (3 years) in process Instrumentation and 3 years on the job experience in an instrumentation environment OR a formal technical qualification (minimum N3 at a TVET) in process instrumentation with related training and 4 years on the job experience in an instrumentation environment and relevant training in the following fields. Position Purpose
To ensure that efficient day-to-day service in managing all project-related documentation provided to TPL. All project-related records and documentation must be compiled, tracked, stored and retrieved in an organized and systematic manner. Develop a resource plan to meet programme and project service requirements. Manage processes and procedures to ensure effective service and product delivery to customers.
 
Position Outputs
1. Ensure that all documentation/correspondence, both technical and nontechnical generated on a project is properly managed in terms of identification, registration, approval, distribution and filing.
2. Liaise with Project Director/ Principal Project Manager, Senior Project Manager, Project Manager and Engineering Managers to ensure all documentation requirements/deliverables for the project comply with requirements of Project Execution Plan (PEP)
3. Provide expert input to the project on the documentation requirements and deliverables
4. Regular interaction with internal and external stakeholders to ensure professional service is delivered and that all contractual requirements are being met
5. Ensure adherence to and the effective use of tools, Transnet systems and procedures
6. Ensure effective documentation management from project initiation, planning, execution, control to close out
7. Ensure adherence to quality standards and compliance with the requirements of Project Lifecycle Planning
8. Prepare and present detailed status reports and all required reports to the Project Management Team
9. Responsible for setting up Document Control requirements of a Project and implementation of Database Management system
10. Overall document management of the assigned project including mobilization and demobilization and day to day management of project document control staff.
11. Ensuring single point interface for all document control activities on a project for client, vendors and subcontractors
12. Provide necessary procedural and database management training to the project document control staff and the project team.
13. Develop Project Master Distribution Matrix including project numbering, archiving and defining various media of distributions.
14. Under the guidance of Project Management: a. Familiarize with Project Contract Scope of Document Control b. Co-ordinate with various project personnel in establishing document control procedures and systems viz, Subcontractor etc. c. Establish project procedures and capture mandatory document properties to support project commissioning, close out etc. d. Interact with the client and provide necessary reports.
15. Establish platform for tracking and exchanging of data between client, vendors and subcontractors.
16. Interpret project document control requirements and ensure compliance
17. Ensure access and guidance to all project personnel on project networks and location of various important procedures and standards.
18. Implement lessons learned system.
19. Co-ordinate with other design offices and site offices for project data management system
20. Familiarize with the project/client requirement on project close out, data retention and archiving, As-builts, Vendor Manufacturing Record Book and develop necessary work process.

Qualifications and Experience
• Matric (Grade 12) plus relevant certificate or National Diploma • A minimum 5 years' experience in document control and management environment of infrastructure projects • Minimum of 5 years' experience in managing of and controlling of documentation and information Standard Job Requirements • Driver’s license code 08 • Travel as required and approved.

Position Purpose
To ensure development, effective implementation and management of quality assurance and control in the Operations of Transnet Pipelines. Responsible for managing all quality assurance functions such as quality control planning, preventive action, non-conformance control, corrective action, management of change, audits and project quality reporting and review. Co-ordinate the establishment and implementation of a Quality Management System within Transnet Pipelines projects in accordance with the ISO9001:2008 standard requirements. To maintain and optimize the Quality Management System on a continuous basis on projects. To give inputs and assistance to colleagues that will ensure quality processes and therefore quality products. Customer relationship management to ensure partnerships and alliances.
This position reports to the Senior Manager SHQ within the organization and reports to the Manager SHEQ on project.
 
Position Outputs
1. Establish and maintain a Total Quality Management, and Assurance System at Transnet Pipelines: • Planning, documenting, implementing and monitoring the Quality requirements in TPL as a whole: • To establish and maintain a quality management (assurance/Control) system in order to provide consistent quality products and services. • Lead implementation of all quality management activities at TPL. • Optimizing methods and equipment for QC. • Set up and manage the Quality plan and Audit programme. • Provide reports related to quality to management on a regular basis to keep management informed and to initiate corrective actions, • Form Quality Management System Steering Committee • Propose, implement and review Quality Management System Documentation to senior management
2. Product Assurance for customer satisfaction: • Coordination of customer feedback process and cross-functional review of results to identify improvement areas to reduce amount of claims and cost of concessions. • Give inputs and assistance to processes and Operations staff in order to provide quality products and services to their customers; and
3. Improve quality culture at Transnet Pipelines: • Guide and facilitate the Transnet Pipelines management teams on projects, in effective implementation of quality management systems; • Provide necessary support and information to operations stakeholders to facilitate ongoing quality management competence and awareness at Transnet Pipelines; • Ensure the effective communication of necessary information throughout Transnet Pipelines • Promote a quality management culture at Transnet Pipelines; develop the competence of TPL employees on quality of projects
Coordinate with stakeholders on inputs into various matters such as – reports, policies, procedures, Standards, regulations and other related legislation etc. • Participate in future products specification SANS working groups with other stakeholders to keep abreast with future products specification changes in the country. • Ensure the implementation of ISO 17025 standard at Transnet Pipelines laboratories in order to ensure acceptance of products quality by the stakeholders
4. Managing Budget: • Analyse the strategic plan of the Quality Assurance function to determine the financial requirements to deliver on strategic outputs in line with budget prescripts from the CFO. • Compile a comprehensive budget indicating the financial requirements for each element of the strategic plan and submit the budget for approval in accordance with policies and procedures. • Monitor the expenditure against the budget and ensure that spending occurs within the budget and ensure that only authorised overspending is approved in accordance with procedures; and
5. Human Capital Capability Development: • Manage project staff within the function in order to provide quality service and to maximize job satisfaction. • Agree performance measures (SPOs), on-going performance management and appraisal for direct reports. • Drive capability development initiatives for direct reports. • Drive the values and behaviours required to create a positive motivational culture in the project.
6. Ensure Governance Compliance and Reporting: • Analyse relevant governance principles, policies and internal control to develop action plans for ensuring compliance; • Comply with reporting requirements in terms of structure, timelines and project quality.
 
Qualifications and Experience
Mandatory Qualifications, Experience & Inherent Job Requirements • Bachelor’s degree in engineering or equivalent degree. • ISO/SABS Accredited QA qualified person. • Qualified system auditor according to ISO 9000 or ISO 9000 (9001:2008) implementation experience. Minimum Years Relevant Experience: • 10+ years of quality management experience in petroleum or similar industry and / or major engineering projects; • Experience in the deployment of a enterprise-wide Quality Management Systems in a pipeline or petroleum industry environment.
