Purpose of the job
To provide leadership, vision, direction, and structure to the supply chain management function internally. To drive commercially inspired supplier intelligence, build and run a value-adding demand management capability, and work with broad stakeholders in refining and modernizing the entire supply chain management system of the state. Facilitate the transformation of the IT industry through supply chain management to ensure the development of Small, Medium, and Micro Enterprises (SMMEs).
Key Responsibility Areas
- Develop and lead the implementation of the annual supply chain management strategy that is aligned to the government and SITA Act
- Drive the transformation and implementation of the procurement business model by refining and modernising supply chain management processes within SITA and government – wide
- Lead internal supply chain management function (contracts management, demand management, Centre of excellence and procurement) and facilitate government-wide procurement of IT goods and services
- Build and run a value adding demand management capability that will enable the state to exploit the purchasing of IT goods and services
- Develop and implement overarching policies, procedures, systems, structures and frameworks for customer and vendor management to deliver best practice procurement and contract management solutions
- Drive a commercially inspired supplier intelligence function that enables the state to fully exploit the local and international supply market
- Use inherent capability of the state system to transform the IT industry with a particular focus on empowerment within the marginalized sectors of the country
- Ensure effective management of resources (i.e. budget/finances, asset) within the Unit
- Ensure effective Human Capital Management (Leadership)
- Manage compliance management processes within the department
Qualifications and Experience
Minimum Requirements: Bachelor’s degree in supply chain management, Business Management, Economics, Finance, Operations, Engineering. Certification Preferably belong to appropriate professional body / association (e.g. CIPS)
Experience: A minimum of 12 years commercial experience in supply chain management and 3+ years working experience at an executive management level including exposure to the following: Strategic leadership (managing a complex business/organisation successfully). Strategic Financial Management. Strategic People Management / development. Strategic operations management. Strategic stakeholder management. Strategic policy formulation and successful implementation. Developing and implementing sourcing strategies for multiple supply categories. Strategic transformation (change management).
Technical Competencies Description
Knowledge of: Management systems. Research, information gathering, investigative and report writing skills. Excellent vendor management skills. Purpose of the job
To lead the design, implementation, debugging, documentation, release and maintenance of software-based solutions, write code and enhance software/systems in accordance with ICT standards and the enterprise architecture for Government.
Key Responsibility Area
• Lead the design and development of new features for the software systems, and improvement of the existing ones.
• Implementation, debugging, documentation and release of the software solutions.
• Provide maintenance and enhancement support of the existing systems.
• Perform software systems coding assignments.
• Supervision of the Software development team.
Qualifications and Experience
Minimum: 3-year National Diploma/ Bachelor's degree in ICT (Computer Science, Information Systems, Technology and Engineering) or related field.
Experience: 6 - 7 years’ experience with full software development lifecycle (SLDC), including solution development, operational responsibility in a large corporate/public sector organisation. The experience must include. Good solid programming Skills and understanding of the Java language, Eclipse IDE, Spring MVC framework and Oracle database is essential and required. Extensive experience with working on multiple tasks and report status. Experience in interacting with customers.
Technical Competencies Description
Understanding of user requirement process Knowledge of Java development process and its technologies computer science including algorithms, data structures, operating systems and databases. Knowledge to design and develop test plans and software simulator to facilitate different levels of testing. Knowledge to report the results of different levels of testing report, the discrepancies between the software and its related documents. Development methodologies (e.g. RUP, OpenUp, Agile), SDLC COTS (Commercial of the Shelf) Products Security (Software and Technologies). Comprehensive knowledge of software testing techniques and tools Comprehensive knowledge and experience with one or more of the major database systems Oracle. Comprehensive Team-working experience.
Technical Competencies: Application Development, Application Maintenance and Support, Database Administration.
