The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Forestry, Fisheries, and the Environment (DFFE) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government.

The SAWS is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of: 
 
CHIEF EXECUTIVE OFFICER

Job Summary: 
  • To provide strategic leadership and direction to ensure that the SAWS discharges its legislative mandate and obligations consistent with applicable national and international standards and deliver commercial services for the long-term sustainability of the organisation. 
  • The role also ensures that the SAWS, on behalf of the Republic of South Africa, fulfils a range of international obligations under the Convention of the World Meteorological Organisation. 
 
Key Performance Areas: 
Strategic Leadership 
  • Provide strategic leadership, for the organisation and identify opportunities for growth and sustainability under the guidance of the SAWS Board. 
  • Oversee the development of the SAWS Strategic Plan, aligned to the SAWS mandate in terms of the South African Weather Services Act (Act No. 8 of 2001), the strategic objectives of the Department of Forestry, Fisheries and the Environment (DFFE) and National priorities. 
  • Implement the required action plans and resource allocation to ensure achievement of the SAWS strategic objectives. 
 
Financial Management 
  • Identify new markets and opportunities for commercial revenue generation to ensure the financial viability of the organization. 
  • Oversee financial management of the organisation to ensure optimal resource allocation for delivery against the mandate. 
  • Ensure minimal over / or underspending against the approved budget. 
 
Annual Performance Plan (APP) 
  • Ensure the development of the SAWS Annual Performance Plan (APP), aligned to the SAWS mandate in terms of the South African Weather Services Act (Act No. 8 of 2001) and the strategic objectives of the SAWS. 
  • Drive and report on organisational performance against the Annual Performance Plan targets. 
 
Stakeholder Management 
  • Oversee the monitoring, evaluation and reporting of the SAWS service delivery on its regional and international responsibilities to various stakeholder e.g., DFFE, DIRCO, MASA, SADC, AU, WMO, ICAO, EUMETSAT and so forth. 
  • Ensure strategic representation and participation of the SAWS and/or the country in various regional and international meteorological bodies. 
  • Coordinate and provide some thought leadership in bilateral and/or multi-lateral engagements, e.g., WMO, ICAO, SADC, UNFCCC, IPCC, MASA and so forth. 
  • Develop and maintain strategic partnerships with the local, regional, and international bodies/institutions with the aim of improving the SAWS public good and commercial offering. 
  • Enhance staff morale, organisational performance and SAWS’s good public image and reputation. 
 
Capacity and Capability Building 
  • Drive Human Capital Development, education, and awareness in the sector in response to the SAWS’ mandate. 
  • Oversee the provision of world-class Aeronautical and Marine Meteorological Services to the aviation and marine industry users, both domestically and internationally. 
  • Provide strategic leadership and ensure that the SAWS is positioned as the regional leader and has world-class research and forecasting capability. 
  • Ensures efficient and effective Corporate Services. 
  • Provides guidance, coaching and mentoring of the executive team and other subordinates. 
 
Governance, Risk & Compliance 
  • Accountable for overall governance of risk and driving culture of risk management within the entity by setting the tone at the top, promoting accountability, integrity and other factors that will create a positive control environment. 
  • Manage risk and drive a culture of risk management to ensure sound financial management of SAWS’ operations, minimize risk exposure for the organisation. 
  • As the Accounting Officer of the SAWS, ensure that all revenue, expenditure, assets, and liabilities are managed efficiently and effectively. 
  • Ensure that the organisation complies with all relevant legislation and submits all the relevant statutory reports according to the prescribed timeframes. 
  • Ensure organizational adherence to world class corporate governance practices. 
  • Oversee the implementation of the SAWS’ Transformation (BBBEE and Culture) Strategies. 
 
Required Minimum Education / Training 
  • A relevant Master’s Degree at NQF Level 9 
  • An MBA (as a specialised management Master’s) will be an added advantage. 
 
Required Minimum Knowledge and Work Experience 
  • A minimum of eight years’ experience at an Executive level 
  • Previous experience as CEO would be an added advantage 
  • Solid knowledge of corporate governance in South Africa 
  • Good understanding of Public Finance Management Act (PFMA) and Treasury Regulations 
  • Understanding of SAWS mandate and applicable regulations 
  • Proven track record in building and leading highly successful and motivated teams 
  • Proven track record in leading transformation, ideally within the public sector 
  • Communication, networking, and stakeholder management experience 
  • Experience in managing diversity within a complex environment

Job summary: The Meteorological Technician provides essential services to ensure the optimal delivery of the office’s outputs by delivering high-quality climate data and analysis, ensuring compliance with national and international standards, verifying and maintaining remote automatic stations. 
 
Observation:
  • Perform routine weather observation duties that include: - 
    • Visual weather observation and compile routine reports,
    • Providing special reports for changes in weather. 
    • Providing observation reports timeously as per schedule or as per the timeliness of the client’s requests

METEOROLOGICAL TRAINER: REGIONAL TRAINING CENTRE

Job Summary: 
The position of Meteorological Technician Trainer is mainly responsible to facilitate meteorological training within the South-African Weather Service (SAWS) Regional Training Centre (RTC). Meteorological training includes theoretical and practical training based on the Basic Instruction Package for Meteorological Technicians (BIP-MT) of the WMO, comprising of Meteorological concepts, circulations Coding synoptic and aviation messages, as well as WMO competencies, quality control of climate data and research related training. Training will be conducted according to the specifications of the qualifications: Occupational Certificate: Meteorological Technician, Occupational Certificate: Aviation Meteorological Observer and the National Certificate: Weather Observations. The incumbent will also conduct continuous training of meteorological personnel within SAWS and beyond. The Meteorological Trainer is further expected to develop and enhance the courses according to WMO qualification and competency requirements, ICAO competency requirements, and the needs of internal and external stakeholders. 
 
Key Performance Areas:
  • Deliver theoretical lectures and practical training to students of the Regional Training Centre 
  • Develop and enhance courses of own responsibility within the National Certificate: Weather Observations of SAWS and to assist in other courses of the National Certificate: Weather Observations, when required 
  • Design, develop and deliver online, face to face or blended learning courses to commercial clients 
  • Design, develop and deliver short courses and blended courses for the continuous training of personnel in Meteorology. 
  • Transfer all courses of responsibility onto the Moodle distance learning platform for online training delivery and keep them updated. 
  • Manage the administration of courses of own responsibility, including commercial courses, on the SAWS online learning platform. 
  • Receive and respond to meteorological enquiries. 
  • Identify risks within RTC and needs for procurement, etc. 
  • Network with other external stakeholders, especially training institutions, and with internal stakeholders, where applicable. 
  • Actively participate in the continuous training/training needs analysis of Meteorological Technicians in South Africa, South African Development Community (SADC) region and beyond 
  • Administrative duties, including training needs analysis, student and monthly training reports sent to the Qualification Manager: Observations. 
  • Knowledge of all Regional Training Centre regulations, WMO competency requirements for Meteorological Technicians, as well as South African National Qualification Framework prescripts under the relevant Quality Council. 
  • Stay abreast with developments in the meteorological environment. 
  • Perform scientific research in the field of interest, to become a specialist in a certain Meteorological field. 
  • Act as research leader for students within the National Certificate: Weather Observations course. 
  • Participate in Assessor and Moderator training and any other training required as per personal development plan. 
  • Assist to maintain the Total Quality Management platform of RTC with respect to courses of own responsibility and for other areas when required to do so. 
  • Be actively involved in other research and international programmes because of the person’s expertise. 
  • Represent the Regional Training Centre in an area of specialization on the activities of Regional and International Meteorological bodies when required to do so. 
  • The incumbent shall keep abreast with the developments in SAQA and relevant Sector Education and Training Authority (SETA) as well as the Quality Council for Trades and Occupations (QCTO) and be actively involved with the above-mentioned process. 
  • As part of a WMO recognised RTC, stay abreast with the latest developments in the field of Meteorological Technician such as all relevant Meteorological Technician competencies to be able to give effective training. 
 
Minimum Requirements: 
  • An appropriate 4-year tertiary qualification in Atmospheric Sciences or Meteorology, i.e. a BSc (Hons) in Meteorology or Atmospheric Sciences. 
  • A minimum of 2 years’ work experience within the meteorological observation practices. 
  • Excellent knowledge and proficiency in weather observations, including Aviation Observer Competencies, and quality control of climate data. 
  • Fluency in English. 
  • Knowledge of electronics would be an added advantage.

Job summary: Logistics Officer provides logistics and administrative support within the Supply Chain Management unit, including inventory control, warehouse operations, purchase order processing, and invoice coordination. Ensures compliance with SCM regulations and maintains accurate records while supporting internal stakeholders and suppliers to ensure efficient service delivery. 
 
Key Performance Areas: 
Governance and Compliance
  • Assistance provided with the generation of Purchase orders on the ERP System and copies mailed to suppliers/service providers. 
  • Supervisor advised to cancel expired/old purchase orders. 
  • Goods received, accurately captured on the ERP system and sent through to Supervisor for reviewing.
