The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:

1. Job Summary:
To provide strategic leadership in terms of all Financial, Commercial, Marketing and Supply Chain Management (SCM) matters at the South African Weather Service (SAWS), to ensure that the organisation delivers on its mandate and generates self-funding mechanisms for long-term sustainability.
The incumbent must assess the financial, commercial risks and opportunities, and is responsible for setting and tracking financial, commercial and marketing goals, objectives and budgets on a proactive basis, while ensuring compliance with GRAP, the PFMA and all other related legislative prescripts.
 
2. Key Performance Areas:
 
2.1 Financial, Commercial, Marketing and Supply Chain Management Strategy
• Ensure that the organisation’s Financial, Commercial, Marketing and Supply Chain Management (SCM) strategies align to the SAWS mandate, the SAWS Strategic Plan and the Annual Performance Plan. Ensure compliance with the government policies and National Treasury regulations.
• Develop Finance, Commercial, Marketing and SCM Operational plans supported by systems and controls, policies, and procedures to minimise risk and ensure timeous decision making for achievement of the SAWS strategic objectives.
• Manage the cash flow and financial planning, and analyse the organisation’s financial strengths and weaknesses and making the necessary recommendations
• Ensure that all transformation imperatives and legislative requirements are met and aligned to the SAWS strategic plan.
• Proactively manage the capital expenditure budget needed for SAWS’ products and services, as well as related projects. Ensure accurate information and budget projections are available for decision making on a monthly basis.
• Provide accurate and complete budget forecasts on a monthly basis to inform decision-making for adequate utilisation of resources.
• Lead, manage and report on the implementation of a financial system for the organisation, which will enhance operational efficiency, ensure real-time availability of information and reduce turn-around times in service delivery.
• Collaborate with the other divisional executives in identifying revenue growth opportunities and assist executives with financial modelling or feasibility studies that enable the realisation of the identified growth opportunities.
• Oversee the SAWS’ treasury function - the organisation’s liquidity, debt, and assets, including any investments that the entity may have, whether physical assets, such as buildings and equipment, or financial investments.
• Any other related matters.
 
2.2 Governance, Risk & Compliance
• Ensure that the SAWS adheres to all the relevant statutory submission deadlines, assist with developing the aviation, and other tariffs within the prescribed timeframes.
• Improve the financial system of reporting through constant monitoring and evaluating of all reporting processes and ensuring compliance with the Generally Recognized Accounting Practice (GRAP) requirements.
• Draft and implement measures such as contract management guidelines for proper Supply Chain Management in order to improve the SAWS’ procurement processes.
• Provide guidance on Supply Chain Management processes and relevant prescripts / guidelines, including for Bid Committees meetings to ensure compliance.
• Evaluate the content, conclusions, and recommendations emanating from the audit report. Lead and manage the implementation of corrective actions that are required.
• Submit the audit report (internal and external) to the CEO and other stakeholders with commentary and recommendations, pertaining to the findings and identified control weaknesses.
• Conduct ongoing follow up, monitoring of compliance with implemented controls and procedures.
• Ensure that any reported irregular or fruitless and wasteful expenditure is addressed, following the National Treasury prescripts or guidelines
• Lead and manage the Loss Control Committee in line with PFMA requirements and ensure monthly reporting in this regard to EXCO.
 
2.3 Reporting
• Direct the preparation of monthly management accounts, budget forecasts and estimates, all financial statements, including income statements, balance sheets, shareholder reports, tax returns, and governmental agency reports.
• Submit the quarterly reports and Annual Financial Statements to the DFFE and National Treasury, congruent with regulatory and legislative requirements (Companies Act, Public Finance Management Act and GRAP guidelines).
• Ensure compliance with corporate governance – King Report on Corporate Governance, and all legislative provisions.
• Lead all financial processes i.e., preparation, analysis, and presentation within finance division e.g. financial, accounting, audit, and Board feedback
 
2.4 Commercial Revenue
• Manage the generation of commercial revenue and ensure that targets are met and exceeded.
• Document and implement a revenue turn-around strategy.
• Actively drive and report on the implementation of revenue generation opportunities, activities and projects.
• Ensure timeous invoicing for revenue generating activities.
 
2.5 Marketing
• Manage the marketing initiatives and ensure that targets are met and exceeded.
• Document and implement a Marketing strategy.
• Actively drive and report on the implementation of the Marketing Strategy and ensure that marketing efforts provide a return on investment.
 
2.6 People Management
• Effectively lead and manage the Finance, SCM, Commercial and Marketing divisions by maintaining a motivated team to deliver on the SAWS mandate within its allocated resources.
• Promote a culture and practices that reflect the SAWS values and manage the team’s performance.
• Determine human resource requirements, taking into consideration operational needs, resource capability and any other relevant factors
• Keep abreast of industry developments and best practice, and ensure that the teams are up skilled and adjust their processes and procedures accordingly.
 
2.7 Stakeholder Management and Communications
• Pro-actively guide and advise the organisation on critical trends, financial environmental changes, changes in legislation and National Treasury regulations, financial, commercial and marketing risks.
• Liaise and or collaborate with the Regulators, DFFE, Portfolio Committee, AGSA, National Treasury, other entities’ CFOs, and other stakeholders as mandated.
• Collaborate with the EXCO Team, SAWS management, and the Board in an effort to deliver on the SAWS mandate.
 
3. Required Minimum Education / Training
• CA(SA). This requirement is not negotiable.
• MBA or equivalent (added advantage)
 
3.1 Required Minimum Knowledge and Work Experience
• At least 10 years’ experience in Finance, and Supply Chain Management environments.
• Commercial and marketing experience will be an added advantage.
• Minimum 5 years’ experience at an Executive Level as a Chief Financial Officer, preferably within the public sector.
• Proven track record in building and leading highly successful and motivated teams.
• Proven track record to achieve and maintain clean audit outcomes.
• In-depth knowledge of Generally Recognised Accounting Practice (GRAP) and International Financial Reporting Standards (IFRS)
• Comprehensive knowledge of the PFMA, Treasury Regulations, and related public sector legislation.
• Extensive experience and knowledge of implementation of the irregular expenditure framework.

SENIOR EMPLOYEE RELATIONS BUSINESS PARTNER

Job summary: The Senior Employee Relations Business Partner provides strategic partnership and subject-matter expertise on all employee and labour relations matters. The role works closely with executives, HR Business Partners, and line leaders to foster a positive employee relations climate, ensure compliance with labour legislation, and manage constructive engagement with unions and employee representatives. This position plays a pivotal role in mitigating ER risks, enabling organisational change, and strengthening the overall employee experience. 
 
Key Performance Areas: 
Strategic Business Partnership 
  • Partner with executives and business leaders to align ER practices with organisational goals and culture. 
  • Influence senior leadership decisions through proactive ER advice and risk mitigation strategies. 
  • Support business transformation and restructuring initiatives by ensuring ER alignment and compliance. 
 
Union & Stakeholder Engagement 
  • Develop and sustain positive relationships with trade unions, employee forums, and other stakeholders. 
  • Lead or support collective bargaining and wage negotiations, ensuring business and employee interests are balanced. 
  • Act as the key liaison between management and unions to facilitate constructive dialogue. 
 
Case Management & Dispute Resolution 
  • Provide expert guidance on complex ER matters, including grievances, disciplinary actions, incapacity, and retrenchments. 
  • Represent the company at CCMA, Labour Court, and other dispute-resolution forums. 
  • Ensure consistency, fairness, and compliance across all ER processes. 
 
Policy, Governance & Compliance 
  • Develop and implement ER policies and frameworks in line with legislation and best practice. 
  • Ensure compliance with collective agreements, internal policies, and statutory requirements. 
  • Partner with HRBPs and Legal to ensure alignment and consistent application across the business. 
 
People Management and Leadership 
  • Provides guidance and coaching to line managers on handling ER matters confidently and correctly. 
  • Builds and maintains trust-based relationships with managers, employees and union representatives. 
  • Acts as a role model for fairness, professionalism, and constructive problem solving in employee relations. 
  • Influences decision-making to ensure consistent and lawful application of policies and procedures. 
  • Supports a positive working climate by promoting open communication and early conflict resolution. 
  • Facilitates knowledge transfer by training managers and HCM colleagues on ER processes and labour law basics. 
  • Demonstrates emotional maturity and resilience when dealing with conflict or sensitive matters. 
 
Required minimum education / training: 
  • NQF 7 Degree, BTECH in Human Resource Management, or Law or related fields 
 
Required Minimum work experience: 
  • 6–8 years’ experience in Employee Relations, with exposure to unionised environments. 
  • Proven experience in union engagement, collective bargaining, and representing employers in dispute forums.
