ASSISTANT COMPANY SECRETARY

Main Purpose of Role
• To assist and support the Company Secretary in ensuring effective statutory and corporate governance, as required by the SAWS Act, PFMA, Companies Act and SOE regulatory framework.
• Ensuring that the Board and its Committees receive the support and advice necessary for them to discharge their duties.
Key Performance Areas: Board Secretarial Support
• Acts as the first point of contact in all matters relating to Governance and Company Secretarial work.
• Advising the Board/ relevant committees/EXCO with guidance as to their legal obligations, duties, responsibilities, and powers
• Facilitating and organising of shareholder, Board, Board committee and EXCO meetings and providing the requisite administrative duties
• Ensure that filing systems and records within the Secretariat are well managed and archived appropriately Trademarks/Property/Intellectual Property
Company Secretary Support
• Coordinate the submission of all committee packs and quality check them before distribution within the prescribed timelines.
• Keeping abreast of all legislative, regulatory, and corporate governance developments that might affect SAWS and ensure the board committees are fully briefed on such and that they take it into account when making decisions.
• Maintain the Board and Board Committee Charters and Terms of Reference by reviewing these, identifying relevant amendments in line with the PFMA, Companies Act and KING IV Code on Corporate Governance and other good practices, drafting amendments, and preparing and submitting amendments for review and approval as required.
• Compile and distribute explanatory papers to Board and / or Board Subcommittees by receiving information, drafting documentation, distributing, and addressing any queries within the deadline.
• Schedule Board induction workshops for new Board members based on new Board member information.
Records Management
• Maintain an accurate, updated, and secured filing system for the office of the Company Secretary.
• Proper recordkeeping of and filing of signed Board and Committee meetings minutes.
• Maintain and an accurate record of assets/ resources allocated to the Board and the Company Secretariat
Minimum Requirements and Attributes:
• At least 5 years relevant experience (ideally within a complex environment)
• A Legal Degree
• Minute- or report-writing experience in English.
• Understanding of the PFMA, the Companies Act and the SOE regulatory framework.
• Sounds knowledge of the fourth King Code of corporate governance and its relevant principles.
• Experience in using the board portal system namely, DOXIT or any other system.
• Chartered Governance Institute of Southern Africa (previously Chartered Secretaries) would be an added advantage.

Global Atmosphere Watch (GAW)

Job Summary:
The Scientist: Global Atmosphere Watch (GAW) will be responsible for various trace gas research activities and assisting the Senior Scientist GAW in this regard. A special focus will be on data quality and QA/QC procedures according to WMO GAW protocols. The Scientist will participate in research, scientific, operational and administrative activities within his/her section. The suitable candidate should have at least university-level project experience in weather-climate sciences, and atmospheric / air pollution aspects of remote sensing and possess good communication skills necessary to contribute to the advancement of the SAWS GAW mandate.
Key Performance Areas:
- As a Scientist: GAW within the Research and Development Department of SAWS, the incumbent will be responsible for:
- Conduct research and innovation under the guidance of the senior scientist, to ensure sustained and continuous long-term systematic monitoring and processing/evaluation of atmospheric chemistry data within the GAW programme, towards the support of the SAWS operations and services, in order to meet the SAWS strategic goals and obligations.
- Participate in the research, development, installation, upgrading or maintenance of the scientific instruments/systems relevant to atmospheric chemistry monitoring and research at the Cape Point GAW station.
- Participate in research programmes, projects or activities related to Greenhouse Gas (GHG) observations.
- Assist the senior scientist in GHG data analysis, calibrations and verification as well as maintenance of data sets.
- Participate in the support of all relevant GHG products and systems.
- Support senior scientist any new projects undertaken, both in cooperation with other SAWS divisions and sections and well as with external institutions.
- Keep abreast of latest GHG measurement technology, methods and techniques so as to improve overall productivity and service delivery.
- Assist senior scientists to publish and present research findings to others on a national and international level.
- Participate in enhancing and building the national/international positioning of SAWS through scientific collaboration and engagement (presentations, meetings, workshops, etc.)
- Support senior scientists to foster strategic partnerships and collaborations with stakeholders, collaborators
- Support and attend to ad-hoc Supply Chain Management requests.
- Keep administrative processes up to date (Research Management Framework, monthly reporting etc.)
- Participate in all activities related to the implementation and/or maintenance of the SAWS SHEQ system, ensuring quality output and customer satisfaction

Minimum Requirements and Attributes:

Job Summary:
The Forecaster is tasked to ensure provision of highest standard forecasting products and services to General public, commercial clients and Aviation Clients in line with national and international standards as well as best practices in support to the safety of life and property.
Key Performance Areas:
- The successful candidate will be expected to work shifts (including weekends and public holidays).
- Issue weather and climate information including accurate and timely warnings and forecasts, to the public and other clients, served within the Western and Northern Cape region or any area of interest as may be deemed necessary.
- Provide specialized services such as aviation forecasting, severe weather forecasting to local disaster management structures, forecasts for the agricultural fraternity, sports and recreation, the marine industry, and all other weather-sensitive sectors that may require specialized forecasts from time to time.
- Monitor weather events, analyse, and evaluate local synoptic and mesoscale weather observations available from observation networks while on duty.
- Support commercial contracts, including the provision of weather forecasts and warning services for Koeberg Nuclear Plant operations.
- Ability to disseminate weather information through various channels, e.g radio stations, TV, and on SAWS social media platforms.
- Promote the SAWS brand within the Western and Northern Cape region at various organized activities such as presentations, exhibitions, and television & radio interviews.
- Work closely with other regional offices within SAWS and the National Forecasting centers for Public Weather Forecasting, Aviation Weather Centre, and Marine Forecasting Centre to drive the SAWS mandate.
- Process, analyse, and quality control meteorological data required for compilation of meteorological products and services.
- Self-Development (Keep abreast of new forecasting theories and techniques developed in weather services).
- Assist with the implementation and compliance to the requirements of the SAWS Quality Management System.
Minimum Requirements and Attributes:
- BSc Hons degree in Meteorology or Honours in a relevant Atmospheric Science (i.e., Basic Instruction Package for Meteorologists compliant – WMO BIP-M) with Forecasting Training.
- Extensive knowledge, skills and experience in all spheres of operational meteorology.
- Ability to interpret numerical weather products.
- ICAO AMF competency certificate.
- Ability to analyse and interpret weather charts, weather observations (surface and upper air) and weather codes, satellite imagery, T-phi, and radar imagery.
- Computer/ programming literacy will be an added advantage as the individual will also work with media software.
- Must obtain a valid driver’s Licence within 3 months of employment

CHIEF METEOROLOGICAL TECHNICIAN

Key Performance Areas:
- Provide supervisory and technical oversight of Meteorological Observations activities performed within the Office.
- Ensures that all systems and processes involved in Meteorological Observations are performed according to prescribed criteria and that all staff involved are informed of the most current methods and equipment that is employed for these purposes.
- Provide training of staff on the operations of network nodes and instrumentation with the aim of enabling competence in routine maintenance and use.
- Develop and maintain documents to support activities mentioned above and maintain the necessary records to prove system adherence and compliance with documented requirements.
Observation:
- Perform routine weather observation duties that include:-
- Visual weather observation and compile routine reports,
- Providing special reports for changes in weather.
- Providing observation reports timeously as per schedule or as per the timeliness of the client’s request
- Downloading of remote observation station data
- Collection and quality control of manual rainfall station
- Quality control of AWS and ARS data and transmission thereof to central data base
- Second level quality control of data on Quality control done by meteorological Technicians
- Upkeep of the infrastructure maintenance plan
- Perform routine and ad hoc maintenance of SAWS Observations infrastructure (Thorough understanding of Automatic Weather Stations is required)
Internal and External Customer Relations:
- Liaise with clients as per office plan.
- Represent SAWS at Stakeholder meetings as per plan.
- Financial and General Administration:
- Assist in the control of acquired stock levels required for operational activities.
- Assist in the effective use of assets and key infrastructure.
- Perform routine office administration practices including lodging claims, leave processing, overtime, transport admiration, periodic reporting, administration of registers etc.
- Training, Development and Knowledge Management
- Assist in all training activities related to weather observation within the office.
- Provide mentorship, skills transfer and training to meteorological technicians.
Total Quality Management
- Apply prevention and corrective action procedures on all findings related to weather observation.
- Promote a quality culture amongst the staff within the office.
- Promote the SAWS Quality Policy and integrate into day-to-day activities of the office
- Provide assistance during audits of the Regional office as required.
- Perform regular inspections to ensure all work done is according to documented requirements.
- Ensure that the work environment complies with legislative requirements relations to OHS.
Minimum Requirements and Attributes:
- A Grade 12 Certificate with Maths and Science.
- Weather Observers certificate and a valid AMO competency certificate.
- Five years’ experience in observation as a Senior Meteorological Technician.
- Ability to read, analyse and interpret written request for weather data and information.
- Knowledge of international standards such as WMO and ICAO.
- Advanced knowledge of all observation tools.
- A valid code 08 driver’s license or higher.
