The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environment, Forestry and Fisheries (DEFF) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. South African Weather Service (SAWS) strives to be a Weather and Climate Centre of Excellence providing innovative solutions to ensure a weather-smart region, sustainable development and economic growth.
The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:

Job Summary:
To effectively manage Human Resource operations in line with the Human Resources strategy by effectively partnering with business to achieve the South African Weather Services (SAWS) strategic objectives.
Key Performance Areas:
Assist with development of Human Resource Management Labour Relations, Disciplinary, Grievance, Recruitment, Remuneration, Performance Management System, Skills Development, Employee Assistance Programme, Remuneration Strategy, Organisational Development and Change management procedures and processes.
Constantly monitor the effectiveness of the HR service delivery to ensure that it stays relevant and adds value to SAWS
Ensure alignment of the organisational Annual plan with individual employees performance management
Implement the Performance Management System placing stronger focus on accountability for results, increased performance and innovation
Undertakes workforce planning to align business needs and priorities of SAWS with that of the workforce in order to achieve organisational objectives.
Ensure implementation of the Human Resources strategy and the annual dashboard
Advice the SAWS management on strategic human resources management on all Labour issues
Represents SAWS at the Commission for Conciliation, Mediation and Arbitration (CCMA) on matters of mutual interest cases
Represent the employer during salary negotiations to achieve SAWS mandate while still attaining an acceptable settlement for the employees
Work with Bargaining Forum to build relations and manage employee and employer relationships
Establish a strong, high performance culture and systems that emphasises empowerment, quality, productivity, standards and goal attainment
Ensure Performance Management training takes places across the organisation focusing on skills in creating SMART goals and cascading of strategic objectives and goals
Preparing monthly, quarterly and annual reports for various Boards, EXCO and other relevant Forums
Develop and implement the Employment Equity strategy to ensure adherence to Employment Equity Act
Ensure compliance and reporting of Employment Equity and B-BBEE on a quarterly basis
Provide and implement sound financial management in line with PFMA and other applicable legislation
Minimum Requirements:
Honours Degree in Human Resources (NQF 8) or equivalent
A minimum 10 years’ experience in General Human Resources Management
A minimum of 5 years middle management experience
Public sector experience will be an added advantage
Attributes and Competencies:
Extensive knowledge of Human Resource and Employee relations best practices and relevant legislative acts
Must have good facilitation and project management skills
Excellent communication skills both verbal and written
Good analytical and critical thinking
Change Management skills are essential
