The South African Weather Service (SAWS) is a Section 3(a) public entity under the Ministry of Environment, Forestry and Fisheries (DEFF) and is governed by a Board. The organisation is an authoritative voice for weather and climate related services in South Africa and is a member of the World Meteorological Organisation (WMO) to fulfil a range of international obligations of the government. The South African Weather Service (SAWS) is therefore seeking to appoint an efficient and enthusiastic person to undertake the role of:

Job Summary:
To manage and facilitate the formulation and progress of organisational activities that are aligned to the achievement of strategic objectives. To Oversee the development and review of an organisation wide set of indicators to assist in identifying gaps, monitoring and evaluation of business performance against set strategic objectives.
Key Responsibility Areas:
Guide the South African Weather Service (SAWS) management team on areas pertaining to strategic planning and monitoring
Serve as custodian of the South African Weather Service (SAWS) Strategic Master Plan by engaging in long-term planning to ensure that the organisation’s goals are aligned with national goals
Guide departments with their internal consultative processes towards formulating Annual Performance Plan (APP) inputs
Coordinate the formulation of Portfolio of Evidence (POE), Annual Performance Plan (APP) indicators and targets as required
Participate in the compilation of the organisation’s Annual Performance Plan (APP) and program budgets
Guide the development of monitoring and evaluation activities
Identify strengths, opportunities, weaknesses and threats to the achievement of strategic objectives, compliance and transformation within the organisation
Provide management team with planning tools and templates designed to make strategic planning less complicated and to assist in the development of more effective strategic plans
Guide departments in evaluation of performance results and assist in formulation of plans to bridge performance gaps
Develop reporting calendar that covers monthly, quarterly and annual requirements and/or submissions
Review indicator formulation and update Technical Indicator description document as well as the Indicator Protocol
Consolidate the parliamentary questions for the Minister: Department of Environmental Affairs (DEA) on issues pertaining to the organisation
Maintain inter-governmental relations by responding promptly and adequately to requests for information from other government departments
Develop the annual report by collating quarterly reports and liaising with departments to ensure correctness of information prior to submission for printing
Develop South African Weather Service (SAWS) Balance Scorecard and dashboard for reporting
Prepare monthly and quarterly Annual Performance Plan performance dashboards for the Executive Committee (EXCO).
Minimum Requirements, Skills and Attributes
Bachelor Degree in Management Sciences or related
Minimum of 3-5 years’ experience in a similar position
High level report writing skills
Communication, conflict management and problem Solving
Knowledge of project and change management methodology
Problem solving and analysis skills
Stakeholder engagement and management skills
People management and facilitation skills
Excellent negotiating and communication (written and verbal) skills
Willingness to work long hours, and to travel to other provinces from time to time
