About the Position
SARS is seeking to employ highly skilled, experienced, results driven, self-motivated Legal Debt collectors with sound judgement and strong business acumen who will contribute towards our higher purpose and service orientation. The successful candidates will need to have experience in planning, managing, and monitoring the implementation of debt collection activities and end-to-end processes, by managing the operational activities of the team and ensure that the team meets its target within the set quality, turnaround time and productivity norms, to deliver on approved operational plans and to continuously enhance service delivery. The successful candidates will need to have experience and responsible for Final Demand procedures, Court Judgements, Warrant of Execution, and Placing of Liens, Personal liability, interpretation of interpleader notices, Business Rescue processes and the value chain of debt recovery procedures.
 
Job Purpose
To make non-compliance hard and costly by ensuring that there is consequence for none payment of Debt.
 
Education and Experience
 
Minimum Qualification & Experience Required
Relevant National Diploma / Advanced Certificate (NQF 6) in Credit management/Legal/Finance/ AND 2-3 years Debt Collection experience, or 2-3 experience in Commerce environment, of which at least 1-2 years at a knowledge worker level.
Articles would be advantageous. 
 
Minimum Functional Requirements
Legal aspects of collections (Sequestrations, Liquidations, etc) and/or In-depth Analysis of Financial Statements (including ratio analysis and interpretation).

  • Conduct pre-assessment profile of the taxpayer including related /connected parties/linked entities and determine any risks to SARS
  • Determine the collectability of debt, evaluate whether there is risk of dissipation of assets, determine whether taxpayer intends to dispute and recommend whether preservation order and/or caveats should be considered.
  • Complete a referral for suspicious activity RSN/STO and follow up with relevant stakeholders
  • Compile collection input report to cases to be presented to the Large Assessments Committees/National Appeals Committees
  • Execute all necessary legal enforcement collection actions within the framework of TAA and Companies Act for all tax types as selected
  • Profile, Analyse, Prepare and present a submission for Suspension of Obligation to Pay/Write-Off to relevant Debt Committee and capture the outcome.   
  • Analyse, Negotiate, Prepare and Present the requests for a deferral of payment/compromise settlement from the taxpayer to the relevant Debt Committee and notify the taxpayer of the outcome.
  • Monitor payments against the deferral/ compromise agreement and secure updates to the journals and closure of case file upon payment in full. 
  • Conduct physical verification and evaluation of moveable and immovable assets
  • Receive and process a motivation in favour or against the business rescue plans and present the case to the relevant committee for approval or refer for Specialisation.
  • Monitor legislation compliance throughout the Business Rescue processes and ensure payments received. 
  • Collate all the necessary documentation for applications for liquidation /sequestration and upload for case coding and refer where necessary for Specialisation.
  • Attend all internal and external stakeholder meetings including creditors meetings, attend court proceedings, Tax enquiry etc  
  • Reduce the debt book through adjustment and Write-Offs as approved by the relevant Committee.
  • Analyse liquidations plans/Sequestrations applications/Business Rescue plans/Trusts/other creditors that can be held liable for the debt and make motivation for further enforcement action
  • Initiate and Execute enforcement actions to secure highest return for SARS
  • Prepare a motivation in favour or against the enforcement actions, highlight the risks to the organisation and present the case to the relevant committees for approval.
  • Participate in debt collection from high-risk projects as selected by Audit and Investigations.
  • Identify any taxpayer assets that may be in foreign countries and refer debt collection process for International Recovery.

About the Position
The SARS Innovation Incubator (II) located within the Strategy, Enablement and Modernisation (SEM) unit is looking for highly skilled and results driven innovation and solutioning professionals with relevant academic competence, experience and a solid work ethics to join a dynamic team of seasoned innovation and solutioning professionals.
The Senior Specialist: Engineering (Innovation) job is at a senior level in the organisation and will require individuals to work on strategic enterprise solutions and modernisation initiatives. These individuals will be required to analyse complex business problems, conceptualise or design innovative ‘game changer ’solutions for these problems, develop solution or modernisation roadmaps, work with a diverse range of stakeholders and partners to prototype and conceptualise these strategic solutions.
  
Job Purpose
To facilitate the adoption of new leading edge ‘Game Changer’ concepts in support of the SARS enterprise strategy. This is achieved through research and benchmarking, participating in open collaboration networks, identifying and conceptualising innovation solution designs, the incubation of concepts (e.g., prototyping, piloting, etc.) and implementation of solution designs.

About the Position
SARS is seeking highly skilled candidates who can apply practical knowledge and exercise sound judgement in implementing methods, systems, and procedures. The successful candidate will demonstrate the ability to interpret and apply relevant legislation, policies, and procedures when conducting audits. Furthermore, they must be adept at planning and scheduling their own activities to drive continuous improvement in quality and service delivery within Excise Audit.
The PIRE Segment delivers comprehensive, end-to-end services to prominent individuals who meet the Segment criteria, along with their related entities. These individuals are influential and subject to heightened public scrutiny, necessitating greater due diligence in managing their tax affairs. A thorough understanding of their professional context, applicable legislation, compliance levels, and potential risk of non-compliance is essential to determine SARS’s approach in promoting voluntary compliance with tax obligations, in alignment with SARS’s strategic intent.
 
Job Purpose
To conduct tax audits across tax types with the aim of influencing compliance through raising accurate assessments in line with relevant legislation.
 
Education and Experience
 
Minimum Qualification & Experience Required
Relevant National Diploma / Advanced Certificate (NQF 6) in Auditing/Taxation and/or Accounting with 3 years' experience in a tax audit environment (Vat and PAYE) of which 1 – 2 years at debt service level collection level.

  •  Utilise digital information, systems and tools as they become available to address audit risks. This may include eCommerce transactions and other digital risks.
  • Identify information required to mitigate audit identified risks and engage taxpayers / practitioners for additional relevant information and clarification.
  • Where large data files are required to be downloaded, engage Electronic Forensic Services (EFS) to assist. Detail the data required and the risks, to contribute to the identification of required data files and/or additional data.
  • Manage the efficient progress of the audit utilising approved systems. Prepare system notes of progress and outcomes as required and maintain during the audit process, e.g. Service Manager, Teammate.
  • Prepare and issue relevant communication / reports as required to internal and external stakeholders.
  • Raise accurate assessments on SARS systems in relation to relevant legislation.
  • Analyse information provided at dispute stage and taxpayer complaints logged.
  • Prepare inputs based on analysis and interpretation of facts and legislation, participate and present to relevant committee i.e. Technical Committee, Understatement Committee, Large Assessment Committee, Objections Committee, National Appeals Committee.
  • Identify new and additional risks for audit scope expansion, identification of new risks relating other tax types and related entities for referral to Case Selection for profiling for new audit interventions.
  • Identify and escalate serious tax offences for potential criminal investigations, which will include a detailed analysis of the facts together with the applicable tax legislation. The Auditor may be required to testify in a criminal court.
  • Identify and escalate enhancements to management on policies and procedures. Auditors are also requested to provide inputs to draft policies and procedures to the product areas e.g. different Tax Types product areas, Process Design and Engineering, etc.
  • Engagement during and after the audit with Debt Management aimed at optimal collection on liabilities raised through the audit. Provide support by conducting a financial analysis to support the recommendations which may be used to determine the optimal collection of liabilities and / or to support this view at various committees e.g. Debt Committee. Engage the taxpayer regarding the collection of debt at the finalisation stage of the audit.
  • Supply inputs to Account Maintenance on remittance of penalty and interest requests and engage Client Service to resolve issues escalated by taxpayer.
  • Engagement with Litigation and Dispute management during and post the audit process to address issues relating to the interpretation of relevant legislation e.g. tax, legislation relating to companies, etc. The auditor may be required to testify in a civil court.
