NECSA is a State Owned Company (SOC) in terms of the Companies Act and derives its mandate from the Nuclear Energy Act of 1999 responsible for undertaking and promoting research and development in the field of nuclear energy and radiation sciences and for the commercial exploitation of nuclear technology. NECSA engages in commercial business mainly through its two 100% owned commercial subsidiaries NTP Radioisotopes (Pty) Ltd. and Pelchem (Pty) Ltd. NTP is responsible for a range of radiation-based products and services for health care, life sciences and industry, whilst Pelchem supplies fluorine and fluorine-based products. Job Profile:
To provide effective and efficient financial and advisory service to the Necsa in order to ensure compliance to the South African Statements of Generally Accepted Accounting Practice, the PFMA read with Treasury Regulations and Companies Act and good Financial Governance.
KEY PERFORMANCE AREAS:
Process Management:
- Consolidate and review Executive Summaries from divisions for monthly financial reporting to the EMC to ensure compliance to Management Reporting and PFMA requirements;
- Consolidate and review Salient Features Quarterly Report to the Necsa Board of Directors to ensure compliance to Management Reporting and PFMA requirements;
- Prepare financial related reports requested by National Treasury and the Department of Energy to ensure compliance to regulatory requirements;
- Prepare the FIM Quarterly Findings Report for submission to Strategy & Performance to ensure all audit related findings are resolved and attended to within the given timeframes;
- Report on internal and external audit findings to the Audit & Risk Committee to ensure the accurate reporting on findings and resolutions are presented and recommended to the Necsa Board;
- Co-ordinate the consolidation of the Necsa Group Budget and Corporate Plan to ensure Necsa complies with PFMA and regulatory requirements;
- Prepare financial statements for audit purposes to ensure compliance to regulatory requirements within the given timeframes;
- Advise and guide Necsa on identification of the efficiency and cost savings for planned projects; and
- Advise on Value-added tax matters to Necsa departments to ensure the best possible tax options are utilised for planned projects.
- Compile the departmental budget annually for approval by management and then manage expenditure in line with approved parameters, and report expenses and variances on a monthly basis so as to ensure adherence to the approved budget.

MINIMUM QUALIFICATIONS AND EXPERIENCE:
- BCom Accounting.
- Minimum 2 years post articles experience.
- Registered Chartered Accountant (CASA).

Job Purpose
To provide security and protection for the Corporation and all other stakeholders, local and international. To comply with all Constitutional and legislative obligations as well as regulatory requirements, in addition, international agreements in terms of security and protection of Corporation's installations, sites, premises, materials, employees and visitors. Performing Access and Egress control duties during a Shift for all Necsa allocated operational entrances, exit and facilities.
Principal Accountabilities
- Effective Access control and searching in line with Necsa procedure;
- Conduct assigned security functions within Necsa site;
- Handling and response to all security incidents;
- Compliance with security standards (statutory and Necsa specific);
- Asset management; and
- Administration duties.

MINIMUM QUALIFICATIONS & EXPERIENCE:
General
- Valid driver’s license: Code B or higher.
- Meets vetting requirements for post.
- SAPS firearm competency for all NKP specified types and proficiency for all at business level.
- Grade 12 with diploma exemption or higher.
- Mathematics or mathematics literacy
- English: At least first or first additional language.
- NKP certificate of competency.
- National Certificate General Security Practices SAQA 58577 NQF 3 with NKP specialization part qualifications/ALTERNATIVELY
- Any SAQA equivalent or better security related qualification with at least the same credits and at the NQF level security related qualification/part qualifications including NKP specialisation.
- At least three (3) years’ armed security officer experience.
