MAIN OUTPUTS AND RESPONSIBILITIES FOR THIS POSITION
• Strategic Planning and Project identification
• Participate in the development of SANRAL’s Business Strategy.
• Set the strategic vision for the National Road Network and develop the over-arching Construction, Operations and Maintenance strategy in support of SANRAL’s Business Strategy and direction from the Shareholder (National Department of Transport).
• Direct and oversee, where required, the development of various Road Construction, Operations and Maintenance related sub strategies.

• Direct and oversee annual submission of Construction, Operations and Maintenance budget to the SANRAL Board for approval.
• Support with discussions with other authorities impacted by SANRAL Construction, Operations and Maintenance activities e.g. Provinces/Municipalities/Eskom/Transnet/DMRE/etc.

MARKETING & COMMUNICATIONS COORDINATOR

POSITION OBJECTIVE: -
Coordinate communication efforts between the Region and Head office. Assist in collation of projects information for communication purposes. Establish a repository of content for communication across all SANRAL products and platforms for the region. Act as a liaison person between the regional and head office for communication purposes. Provide content support to the editorial team. The candidate will also assist the Online and Digital Channels Manager with social media communities and campaigns with responsibilities which include but are not limited to research, campaign and content creation, execution, monitoring and reporting for the Region and Head office. Other responsibilities include intranet and website administration.
 
KEY RESPONSIBILITIES:
Content and publications
●Promote the organization through public relations initiatives
●Assist HO in identifying strategic stories in the region
●Contributing regional stories and photographs to SANRAL’s own media/communications platforms
●To be the main point of contact for all media and publication enquiries relating to the region
●Facilitate the approval of story diaries for publications with the relevant Project Managers and subsequently the Regional Manager
●Obtain approval of projects content from relevant project managers
●Contribute story ideas on a regular basis for inclusion in the story diaries for publications and social media platforms
●Maintain regular communication with the Publications Manager for distribution of communications products at various regional internal and external events
●Assist in drafting stories when needed
●Coordinate communication function in the region for all the active projects in consultation with the responsible project managers
●Identify communication opportunities and feedback to HO for further processing
●Regular interaction with regional stakeholder coordinators for communication purposes
●Collaborate with the content team on the required appropriate images and photographs for use in communication platforms
●Assist editors and writers with information research towards the development of content for communication products and platforms
●Establish and maintain working relations with internal and external information

●Prepare a comprehensive diary for all communications products well in advance for approval
●Solicit content and liaise with information providers from public, private and state-owned entities within the region for use in various communication products and platforms

TOLL TECHNOLOGY SYSTEMS SPECIALIST

POSITION OBJECTIVE:
The successful incumbent will manager, integrate and maintain SANRAL's tolling systems (hardware and software) nationally, to ensure efficient and effective toll collection and operations, and minimise toll system failures. It includes national toll plazas and ORT (electronic tolling).
 
MINIMUM REQUIREMENTS:
  • B.Eng / B.Sc in Electronic Engineering or BSc in Information Management or equivalent.
  • Registration with ECSA or another Professional Body recognised by South Africa
  • 15 years minimum relevant working experience
  • Minimum 5 years’ experience in tolling systems
  • Demonstrated experience in the design, implementation, maintenance and management of major IT systems.
 
ADVANTAGEOUS:
  • A relevant postgraduate qualification will be an added advantage.
 
TECHNICAL COMPETENCIES:
 
  • Knowledge of toll management systems (software and hardware), traffic management systems and Intelligent Transport Systems (ITS)
  • Extensive knowledge of road/transport operations, including relevant industry standards, specifications and legislation
  • Knowledge of tolling management, operations and issues in the tolling environment
  • Demonstrate exceptional technical expertise and be able to advise SANRAL on IT related technical decision making
 
KEY RESPONSIBILITIES:
Business owner for tolling systems
  • Act as the business owner for all tolling systems nationally
  • Identify opportunities to improve/enhance the toll systems
  • Log demand for new software, upgrades (asset replacement) or change requests for toll system enhancements (e.g. additional hardware integration)
  • Support the Road Network System Specialist and ICT with planning activities such as feasibility studies, assessments, concept of operation documents etc.
  • Document business requirements for new tolling systems, upgrades or enhancements to existing systems
  • Develop business cases (if required) for toll system projects which outline the project objectives, investment required, expected benefits and identifying the critical success factors
  • Oversee and evaluate designs and specifications

The SCM Officer will be responsible to ensure organisation-wide compliance to SCM processes and related policies and procedures; and to provide guidance and support to employees on SCM-related activities.                             
 
MINIMUM REQUIREMENTS
  • A relevant tertiary qualification at NQF 7 as recognized by SAQA in Supply Chain Management/ Purchasing / Public Administration / Finance / Civil Engineering.
  • At least five years post-qualification experience in a procurement / SCM environment.
  • Knowledge of public procurement systems including the legal framework of the various regulatory institutions responsible for procurement and transformation for both engineering and corporate procurement.
 
ADVANTAGEOUS
Relevant industry knowledge in Engineering / Construction will be an added advantage.

KEY RESPONSIBILITIES
Operation and reporting on the SCM Committee System
  • Develop and maintain guidelines for the effective operation of the SCM Committee System.
  • Development of procedure and processes to guide compliance to the legislative requirements for:
    • Bid Specification Committees’
    • Bid Evaluation Committees’
    • Bid Adjudication Committees’
  • Development of reports for information on the performance of the Bid Committees.

  • Review procurement proforma document templates, review/draft award memo templates and ensure that they are drafted in accordance with procurement. regulations and SANRAL supply chain management (SCM) policies and procedures.
  • Coordinate updated / amended proforma document templates and award memo templates for approval by the delegated authority.
  • Review and analyse the impact of changes to procurement proforma document templates, review/draft award memo templates on the performance of the SCM Unit.
  • Engagement with regional and head office staff and management on procurement proforma document templates, review/draft award memo templates amendments.
 
Maintenance of the SCM operational risk register
  • Identify annual SCM operational risks; allocate control measures. 
  • Monthly workshop and update of the operational risk register.
  • Major effectiveness of control measures.
  • Undertake annual Risk Control Self-Assessment on the SCM operational risk register.  
Chair Bid Specification Committee for non-engineering.
 
Liaise with National Treasury
  • Ongoing liaison with National Treasury on procurement matters including submission of annual procurement plan, quarterly reports, monthly reports.
  • Auditing and quality control – undertake procurement spot audit.
  • Undertake procurement spot audit across SANRAL head and regional offices to ensure compliance procurement is undertaken in line with procurement regulations and SANRAL supply chain management (SCM) policies and procedures.
  • Implement measures to identify and correct irregular expenditure.
  • Ensure compliance to sound procurement practices.
  • Development of reports for information on the control initiatives.

The successful incumbent will, together with the Executives, formulate the road network information required to establish single and multi-year expenditure requirements and report on network performance, and to enhance and maintain an integrated road network management information system (ITIS) to ensure pursuance of SANRAL's objectives.
 
MINIMUM REQUIREMENTS:
  • BEng/BSc in Civil Engineering
  • At least five years’ experience in road asset management
  • Registration as a Professional Engineer
  • Certified as HDM-4 User
 
ADVANTAGEOUS:
  • A Master’s in Civil / Pavement / Transportation Engineering will be an added advantage.
 
TECHNICAL COMPETENCIES:
  • Experience in generation network maintenance plans using HDM-4
  • Knowledge and experience in application of ISO 55000 Asset Management Procedures

KEY RESPONSIBILITIES:
Strategic Planning (Road Asset Management)
  • Maintain SANRAL’s Strategic Road Asset Management Policy aligned to ISO 55000 
  • Maintain SANRAL’s Road Asset Management Plan
  • Ensure that SANRAL Integrated Transportation Information System is aligned with ISO 55000 requirements.
 
Road Asset Management Design (policies & standards)
  • Develop the SANRAL’s/RSA policies and standards (COTO TRH/TMH) for the collection, validation and analysis of road network performance data and pavement design pro-actively an in response to broad industry demand.
 
Road Asset Information and collection and validation
  • Maintain SANRAL’s network classification according to TRH26 road classification.
  • Manage and administer the collection and validation of information related to road network condition and other operational issues according to SANRAL policies and standards.
  • Manage the operation, maintenance and upgrade of SANRAL’s Road Survey vehicles.
 
Road Asset Information analysis and reporting
  • Integrate and analyse all information to identify needs, establish single and multi-year expenditure requirements (rolling works programme) and report on road network asset performance.

The Toll Network Manager is responsible for the strategic management, direction an oversight of the toll operations (CTROM & ORT) as well as the management of toll concessions.
 
MINIMUM REQUIREMENTS:
  • A B. Eng / Bsc in Civil Engineering
  • At least ten years working experience in the road / transport industry.
  • At least five years working experience in Toll Management and operations.
  • At least five years senior management experience.
  • Must be registered as a Professional Engineer with ECSA.
  • Must be registered with SACPCMP.
 
ADVANTAGEOUS:
  • A relevant postgraduate qualification will be an added advantage.
 
TECHNICAL COMPETENCIES:
  • Extensive civil engineering/road operations expertise and established credibility, including knowledge of the relevant industry and legislative standards and specifications.
  • Deep understanding and knowledge of tolling management, operations and issues in the tolling environment (for both CTROM and ORT).
  • Understanding and knowledge of the technology that enables toll operations, as well as Intelligent Transport Systems (ITS) and Traffic Management Systems.

KEY RESPONSIBILITIES:
Toll strategy, planning & policy development
  • Develop and maintain toll strategy models
  • Responsible for toll network planning including strategic toll route and project identification, financial feasibility of toll projects (including Loan Supportable by Revenue model), economic and social impact assessments etc.
Manage toll declaration processes
  • Develop and implement policies and procedures related to toll, road funding and business development that are workable within economic and political environment
  • Identify business development opportunities, in conjunction with Business Development, related to SANRAL legislation and policies
Toll Advisory Services & support
  • Provide technical toll advisory services (related to both CTROM and Open Road Tolling) on SANRAL projects across the regions and recommend appropriate solutions when required
  • Provide specialist support to other African countries related to toll and transportation matters in terms of SANRAL’s business development strategy
  • Assist policy makers (Dept. of Transport/National Treasury) with the development of best practices for user pay road funding options
  • Act as the chair for relevant tolling functional working group within SANRAL / Nationally / Internationally as and when required
  • Monitor the performance of individuals in the Tolling division and provide feedback to enable professional growth
Toll Operations management & oversight
  • Review and approve tender documentation for the appointment of consultants and contractors. Liaise with Supply Chain Management during the evaluation of responses.
  • Oversee management of CTROM and ORT contracts to ensure effective contract management
  • Monitor performance of toll projects
  • Manage audit findings and ensure timeous and accurate responses to queries
  • Monitor financial performance to ensure the toll projects remain financially feasible and within budget
  • Review and approve payment certificates
Toll concessions management
  • Day to day management of SANRAL toll concessions as Implementing Authority (IA) representative
  • Develop, negotiate and finalise toll concession contracts
  • Monitor compliance in terms concession requirements, and resolve contractual concession and Independent Engineer (IE) matters
  • Review and approve all designs submitted by the Concessionaire for improvements, rehabilitations and new construction
  • Evaluation and monitoring of concession financial model
  • Manage and review information submitted by Concessionaire and prepare management reports
  • Manage the transition back to SANRAL at the end of concession contracts
  • Manage existing unsolicited bids
  • Identify and assess potential new PPP’s (local and international) in line with SANRAL’s policy
