POSITION OBJECTIVE:

KEY RESPONSIBILITIES: 
 
Set strategic direction for SANRAL’s business, as well as financial targets 
  • Contribute in the development of SANRAL’s Business Strategy by formulating a robust financial strategy aligned with the overall business goals 
  • Translate business strategy into actionable financial performance targets, ensuring the organization’s financial direction supports sustainability 
 
Ensure SANRAL’s Financial Performance 
  • Maintain a deep understanding of and manage the SANRAL’s revenue and cost performance, capital structure and overall financial health 
  • Oversee budgeting processes, ensure optimal capital allocation, manage debt, liquidity and investment portfolios, and ensure that financial decisions align with the organization's objectives. 
  • Ensure cost excellence by approving targets for and monitoring spending performance, manpower, operating performance, unit costs, departmental capital, and operating budgets throughout the organisation. 
  • Set targets and be accountable for optimal capital structure, mix of fixed/floating rate debt, debt refinance and repurchase and interest rate hedging opportunities. 
 
Compliance, Monitoring and Reporting 
  • Ensure compliance with all financial policies, standards, and regulations, including the Companies Act, SANRAL Act, JSE Debt Listing Requirements, GRAP, PFMA, and other relevant frameworks. 
  • Be accountable for all SANRAL financial reporting, setting targets for the Finance function to ensure high reporting quality through timeous release and with minimal audit adjustments 
  • Define the targets and measurement criteria to monitor the performance of the Finance functions across key strategic priorities 
  • Oversee payroll processes and financial audits 
 
Finance Function Management 
  • Oversee the capacitation and structuring of the Finance function, ensuring it is equipped to fulfil the organization's financial strategy 
  • Plan for future financial requirements, drive talent management, and ensure alignment with the organization’s culture and strategic priorities

Position Objective
To assist the Board General Counsel and Company Secretary in supporting the Board of Directors by providing a professional company secretariat service.
This role will ensure compliance with the SANRAL Act, PFMA, Companies Act, and other legislative, statutory, and regulatory requirements. The incumbent will advise the Board and subcommittees on managing legal and ethical risks, fiduciary duties, and corporate governance.
Additionally, the role will provide leadership and oversight of effective secretariat support for committees, manage the day-to-day activities of the Secretariat function, and act as second-in-command to the Board General Counsel and Company Secretary.
 
Organisational Structure

Minimum Requirements
  • A minimum of a Law Degree (LLB) at NQF Level 8.

  • Perform asset tagging of new assets, create asset numbers and capitalise costs correctly as per IFRS / GRAP.

  • Conduct physical asset verifications of fixed assets.
  • Perform fixed asset analytics, including the comparison of the year-end fixed asset register to the previous year-end fixed asset register, investigating any anomalies.
  • Perform depreciation and amortisation calculations on fixed assets and intangibles, including the performance of the depreciation run on the financial system.

  • Manage relationship with property management companies.
 
Assets Under Construction Accounting
  • Populate and perform updates of the Assets Under Construction register.
  • Maintain a register of completed projects with the takeover certificates (TOCs) and final payment certificates as supporting documentation.
 
Reconciliations and Reporting
  • Perform monthly reconciliations on fixed assets.

GENERAL MANAGER: OPERATIONS AND MAINTENANCE

POSITION OBJECTIVE
The General Manager of Operations and Maintenance (O&M) is responsible for the national oversight over the continuous monitoring and optimisation of the National Road Network and related infrastructure, through interventions aimed at ensuring asset preservation, the safety of road users and pedestrians, and the effective day-to-day operation of the National Road Network. Responsibilities stretch over multiple disciplines including traffic control, Intelligent Transport Systems (ITS), road safety, toll and tunnels, facilities management, routine road maintenance (RRM) and electrical engineering. 
 
MINIMUM REQUIREMENTS
  • NQF Level 8 qualification in Civil Engineering. 
  • Registered as a Pr. Engineer or Pr. Technologist with the Engineering Council of South Africa (ECSA). Candidate Engineers or Technicians will not be considered.
  • Minimum 15 years’ experience post qualification. The relevant experience must have a focus on either road operations and maintenance or Intelligent Transport Systems (ITS) operations
  • With 5 years’ experience in project delivery and contract management (FIDIC).
  • Minimum 5 years managerial and/or leadership experience in a collaborative environment and with multi-disciplinary teams.

Besides the above, the incumbent will also be required provide Technical Advisory and support to the business and industry, therefore ensuring effective collaboration and integration between different disciplines within Maintenance and Operations and with other functional areas within Road Network.
Stakeholder engagement is pinnacle in cultivating and maintaining good working relationships with consultants and other key external stakeholders, including promoting and SANRAL’s credibility and objectives. As part of the Transformation pillar, overseeing proper functioning of permanent Project Liaison Committees (PLC’s) for RRM in alignment with SANRAL’s 14-point plan will be vital.
