Qualifications and experience required:
  • Relevant three-year tertiary qualification, preferably a National Diploma or B.Com. Degree with financial accounting as a major subject.
  • Eight years or more relevant experience covering all aspects of the relevant financial process and the management of financial information or having gained specialist experience in a finance discipline.
  • Computer literacy in Microsoft Office applications, specifically Word, PowerPoint and Excel, preferably at intermediate level.

Job purpose:
  • Ensuring that the Budget (i.e. Operating and Capital) is prepared in terms of the Municipal Finance Management Act (32 of 2003) read in conjunction with the National Treasury’s Municipal Budget and Reporting Regulations, National Treasury Guidelines and Circulars, etc.
  • Prioritising and managing conflicting and predetermined deadlines on an ongoing basis emanating from MFMA Sections 71 and 72, Reporting, Budget and Financial Statements (NMBM and Consolidated) preparations and other reports requested from National and Provincial Treasury.
  • Coordinating and researching information to be included in the Budget as per the requirements of Schedule A and B of the Municipal Budget and Reporting regulations.
  • Reviewing and analysing operating and capital budget reports for all directorates and providing advice to Executive Directors and Budget Performance Monitoring Forum Committee members by highlighting variances and providing possible remedial actions.
  • Consolidating MFMA Schedule B Report (Adjustment Budget) for submission to Management, Council, National and Provincial Treasury.

Qualifications and experience required:
  • Grade 12 or relevant post-matric qualification, preferably a NTC3 in Water Treatment or Wastewater Treatment.                  
  • Trade-related qualification: Operator’s Certificate/Waste Water Treatment Practice (N3).
  • A valid Code EB driver’s licence.
  • One to two years’ experience required.

Attending to activities related to water treatment process through the application of specific instructions relating to operating procedures and processes, checking plant performance, conducting of tests and executing approved corrective measures to address deviations, and attending to the removal and disposal of debris from components and/or operating sections of the plant to ensure process outcomes complies with standards and prescribed specifications and optimum operating functionality is maintained.

Qualification and experience required:
  • National Diploma (Electrical Engineering).
  • Five to eight years of relevant experience post-registration.
  • Registered as a Senior Technician with ECSA.
  • Computer literacy: MS Office.
 
Key attributes and competencies:
  • Must be physically fit and healthy — must be able to perform manual operations and duties on foot.
  • Must be able to cope with mental stress which arises from potential or actual physical threat - actual threat due to working in presence of live high voltages; potential threat because of often working in an environment where explosion of switchgear can occur, and high-risk residential areas.
  • Other factors inherent to the post that are mentally stressful pertain to tripping an incorrect breaker which can lead to electricity shutdowns with financial loss for the Municipality and commercial consumers.
  • Having to work overtime and standby duty are inherent to the post.
  • Ability to meet frequent pre-determined deadlines and interruptions in the job.
  • Good sight, speech and hearing ability (may not be colour blind - interpreting colour wiring codes and plant status indication are required.
 
Special conditions attached the position:
  • Must have your own vehicle and a valid Code B driver’s licence. A locomotion allowance will be paid in terms of the relevant policy.
