About the position
Job Title: Supply Chain Management and Compliance Officer.
Department: Finance.
Location: Zonnebloem, Cape Town.
Job Grade: C4.
Annual package: R327 209.00 per annum.
Closing date: Friday, 27 September at 5PM.
PRIMARY PURPOSE OF THE JOB:
To support the SCM Manager to coordinate supply chain management, demand management, acquisition and logistics functions in line with PFMA requirements and best practice.

Key Performance Area (KPA):
Demand and Acquisition Management:
- Implement effective supply chain management within the organization.
- Develop policies and internal control measures to improve service delivery.
- Keep abreast with development in SCM legislative environment.
- Scan the environment for commodities and develop effective supplier database and procurement plans.
- Conduct a market and industry analysis.
- Assist the SCM officers in completing their duties.
- Assist custodian in developing SLAs for procurement where applicable.
- Develop and implement effective ordering and receipting systems.
- Ensure suppliers are paid within 30 days.
- Ensure commitments are correctly updated and reported monthly.
- Ensure effective contracts management.
- Ensure effective filing systems.
- Assist in supporting assets in the organization.
- Oversee that effective asset management systems and safeguarding of assets is developed.
- Implement effective disposal strategies.
- Ensure that assets are insured.
- Ensure asset loss register is updated.
- Ensure that the asset register is accurate.
- Assist the Asset Practitioner in completing their duties.
- Conduct risk assessments on the supply chain processes and develop mitigating strategies.
- Implement internal control systems to eliminate irregular or fruitless expenditure.
- Ensure the implementation of the performance management system for SCM to ensure improved turnaround time and value for money services.
- Implement effective management of tender and contracts registers.
- Strategically engage with auditors and provide appropriate and timely responses to audit queries.
- Ensure compliance with internal and external audit requirements.
- Develop and ensure the implementation of appropriate policies, business processes and standard operating procedures for the unit.
- Expert SCM advice and compliance to PFMA and Treasury regulations.
- Ensure that Procurement Planning takes place, that specifications are developed timeously and that there is compliance with supply chain prescripts.

EDUCATION and/or EXPERIENCE:
At least an Undergraduate Degree in Commerce, Supply Chain Management, Public Management or equivalent.
Minimum of 3 years' work experience in Supply Chain, asset Management or Financial Management.
Other skills required:
Public Finance and Management Act.
Treasury Regulations and Relevant Legal frameworks.
Accounting frameworks GRAP and GAAP (advantageous).
Preferential Procurement Policy Framework Act.
Supply Chain Management guidelines for Accounting Officer and Accounting authorities.
Construction Industry Development Board.
BBBEE.
LANGUAGE SKILLS:
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
NUMERICALSKILLS:
Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume.
REASONING ABILITY:
Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
PROFESSIONAL REGISTRATIONS:
CIPS (advantageous).
LICENSES:
A valid Code EB (08) driver's licence.
Computer Skill:
Computer literacy about the use of Excel, Word and PowerPoint, and ACCPAC.
