FLIGHT INSPECTION TRAINEE (MIDRAND)

Description
Overall Purpose of the Job
  • The Flight inspector trainee will be trained to perform flight inspecting and calibrating air navigation systems to ICAO standards and recommended practices in order to ensure flight safety in the air aviation sector.   
Train in-Flight inspection mission planning
  • Preparation of flight inspection missions. 
  • Maintains the flight inspection data base for all air navigation systems. 
 Train and complete all programmes in Flight Inspection of  air navigation systems
  • Execution of flight inspection mission as planned. 
  • Collects flight inspection data for technical analysis and reporting purposes.
  • Adjusts air navigation system parameters to ensure safe operations within the ICAO recommendations. 
  • Conducts surveillance of aeronautical services and associated instrument flight procedures. 
  • Co-ordinates with engineering, maintenance and/or operations personnel in the correction of malfunctions noted during the inspection and rechecking of the radio navigational aid in order to ensure that all unsafe conditions are eliminated. 
  • Makes recommendations for the certification / withdrawal of the operational status of a facility based on the result of the flight inspection to the Senior Flight Inspector
Train in Reporting 
  • Collates flight inspection data for reporting purposes.
  • Compiles accurate flight inspection reports for air navigation systems.
  • Archives mission data and reports into respective database. Prescribes the issuance of NOTAMs and Non-compliance reports as a result of flight inspection.
  • Compile mission summary reports. 
Train and complete all programmes in Flight inspection system. 
  • Calibrates receivers.
  • Maintains and modifies the software and hardware of the CAA Flight Inspection System (FIS) in accordance with ISO, manufacturer’s technical standards, airworthy regulations and the approved Manual of Procedures for flight inspection unit and submits to Manager: Flight Inspection.
Train in Safety and Quality Standards 
  • Conducts all flight inspection activities in compliance with ICAO, ISO, Airworthy regulations and the approved Manual of Procedures for the Flight Inspection Unit. 
  • Applies the ICAO Standards and Recommended Practices (SARPS) and ISO standards in order to ensure the facility can support the associated instrument flight procedures.
  • Report hazards encountered during a flight inspection of any type Research and recommend standards for development to be applied in the field of flight inspection of navigational aids. 
Learn about Technical Support
  • Support client’s technological systems upkeep and development via advice and recommendations.
  • Respond to client’s special requests relating to technological systems upkeep and development.
Communications and Safety Promotions
  • Project a satisfactory image of the FIU to all stakeholders through continuous safety awareness programmes 
 
Requirements
Minimum Requirements
  • National Diploma in Electrical Engineering (Light Current) or related NQF level 6 Qualification
Ideal Requirements
  • B Tech in Electrical Engineering (Light Current)
Experience
  • 3 years - Air Communication and Navigational Systems Engineer  or Communication Navigation Surveillance

Description
Overall development and execution of the Safety Standards and Assurance Divisional Strategy.  To effectively and efficiently oversee and manage Safety Standards and Assurance
Division work programmes in alignment with the organisation’s Strategy to ensure compliance in the Safety Standards and Assurance, Personnel Licensing, and Aviation Medicine departments, within the legislative mandate of the SACAA and ICAO regulations.
 
Strategic Support to the SACAA Director of Civil Aviation and Board
  • Provide support to the Director of Civil Aviation through the implementation of Safety Standards and Assurance programs required to ensure an efficient and effective
  • Safety Standards and Assurance in line with the SACAA’s mandate.
Strategic Alignment
  • Manage and ensure the development of the overall Safety Standards & Assurance strategy and management philosophy for SACAA.
  • Translate the SACAA vision and strategic objectives into - Safety Standards and Assurance imperatives and ensure oversight for the Safety Standards and Assurance
  • Departments and the associated ICAO Annexes.
Financial Management
  • Compile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.
People Management
  • Manage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment to improve staff morale and increase productivity.
Policy Development
  • Lead and manage regulatory reviews and submissions in terms of - Safety Standards and Assurance developments.
  • Serve as an international representative of SA’s interests in standards development
Operational Management
  • Ensure effective operational oversight of Safety Standards & Assurance Division. Planning, establishing safety standards and perform oversight.
  • Manage and ensure effective implementation and enforcement of   - Safety Standards & Assurance 
Aviation Safety Promotion and Communication
  • Promote Safety Standards and Assurance to industry stakeholders.
  • Constantly ensure optimum internal and external communication on issues of Safety Standards and Assurance.
 
Requirements
 
Minimum
Pilot Licence (ATPL) or CPL plus commensurate aviation training or qualification 
Ideal
Pilot license (ATPL) Or CPL plus Relevant Post Graduate Qualification.
 
Experience
  • Senior Management Experience or relevant 10 years 
  • Aviation Safety Operations or similar experience 10 years

OVERALL PURPOSE OF THE JOB
To provide technical application support to all users within the SACAA and to various applications, enhancements of applications and analysis of application requirements and carry out system testing and upgrades
SOFTWARE ANALYSES & TESTING
  • Investigate and analyse existing system and recommend improvements.
  • Ensure that software applications are tested.
  • Ensure that application is testing done prior moving to production.
  • Participate in business requirements gathering sessions.
SYSTEMS DEVELOPMENT & CONFIGURATION
  • Implement application improvements on existing systems within the organisation.
  • Conduct configuration of systems to ensure that the clients’ needs are met.
  • Eradicate tedious workflows and duplication on existing applications or systems.
  • Develop data flows.
  • Participate in automation of business processes.
  • Develop business reports and templates.
SOFTWARE UPGRADES
