Description

PURPOSE OF THE JOB

Responsible for licensing standards and regulations for all aircrew licenses; oversight of Designated flight examiners, Radio telephony Examiners and Language proficiency examiners; approval and oversight of examination centres. Monitor the conduct of pilot instructors and designated examiners.

CATS and CAR Development

In co-operation with Managers: Licensing and Examinations

Develop

and implement Civil Aviation Regulations (CARs) and Civil Aviation Technical Standards (CATS) for the Civil Aviation Regulations Part 61, 62, 63, 68, 69 ,71,72 in compliance with the Standards and Recommended Practices of ICAO Annex 1,

Operational Management

Conduct audits and inspections as per SACAA Procedures to establish compliance.

•Conduct oversight on the activities of designated flight examiners, Radiotelephony examiners, Language Proficiency examiners and flight instructors

•Make relevant recommendations pertaining to safety management systems.

•Investigate regulatory non-compliances and recommend remedial or enforcement measures.

•Provide factual reports of audits and inspections conducted on the training organisations.

•Monitor and follow up on the implementation of corrective action and the closure of action within allocated time frames.

•Facilitate approval, and their maintenance with respect to Training and Procedures Manuals

•Support the Licensing Administration function within SACAA, including the assessment of applications, against legal requirements in accordance with the provisions of the Civil Aviation Regulations 2011, Parts ,61, 62, 63, 68, 69 and 71.

•Investigate and recommend action to the Director on any deviations from requirements.

•Introduce adequate measures to enable SACAA to effectively carry out its mandate of Safety and Security Oversight

•Update and amend all documentation, checklists, and procedures to ensure compliance with the regulations.

•Review applications for the accreditation of military experience.

•Review applications for the conversion of validation for foreign licenses where directed.

 

Requirements

Minimum Qualification:

  • Grade 12
  • CPL (H) with Grade II Flight Instructor rating issued under Part 61 or SA SA Airforce instructor rating

Ideal Qualification:

Airline Transport Pilot License with Grade I Flight instructor rating or SA Air Force Flight instructor rating.

Experience required:

Flight Instructor rating (Part 61 or 62) or SA Air flight instructor rating with 300 hours instructor experience

Description

Assessment, Inspections and oversight

  • Evaluation and making recommendations regarding the issuance, amendment and renewal of a Part 96 OC and Part 93 CAOC and the associated operations specifications, and the operator's competence to exercise the privileges of the certificate;
  • Evaluation and making recommendations regarding the issuance, amendment and renewal of a Part 149 approval, and the competence to continue to exercise the privileges of the approval holder;
  • Evaluation and making recommendations for the initial issue or amendment of an air service license for a Part 96 operator;
  • Evaluation and making recommendations for the approval and acceptance of operators and organisations documentation.
  • Conduct inspections, oversight and surveillance considered necessary to determine safety standards and compliance.
  • Conducting station facility, ramp and base inspections of operators, and any other form of inspection or check considered necessary to determine safety standards and compliance.
  • Making recommendations concerning appropriate enforcement action
  • Investigate and report, as required, possible violations of the South African civil aviation law, regulations and technical standards.

Maintenance and Acquisition of Specialist Skills

  • Keep abreast and well informed on matters concerning the safe operation of aircraft and associated legal and policy matters.
  • To be conversant with the area of specialization and seek ways of keeping abreast with developments in the role and associated tasks.

Proposals and Revision of Standards

  • Proactively research, develop and propose amendments to regulations, technical standards and procedures to ensure safe operation of aircraft.

Communications and Safety Promotion

  • Project a satisfactory image of the SACAA to all stakeholders.
  • Promote aviation safety by participating in various forums and proposing improvements to aviation safety.

 

Requirements

EDUCATION

Minimum

  • Grade 12 (Matric) and a
  • Commercial Pilot License

Ideal

  • Experience with commercial operation of aircraft
  • Aviation safety officer experience
  • Quality management experience
  • Project management experience

 

EXPERIENCE

  • 1000 Hours as pilot of civil or military aircraft

Description

Overall development and execution of the Safety Standards and Assurance Divisional Strategy.   To effectively and efficiently oversee and manage Safety Standards and Assurance

Division work programmes in alignment with the organisation’s Strategy to ensure compliance in the Safety Standards and Assurance, Personnel Licensing, and Aviation Medicine departments, within the legislative mandate of the SACAA and ICAO regulations.

Strategic Support to the SACAA Director of Civil Aviation and Board

Provide support to the Director of Civil Aviation through the implementation of Safety Standards and Assurance programs required to ensure an efficient and effective

Safety Standards and Assurance in line with the SACAA’s mandate.

Strategic Alignment

Manage and ensure the development of the overall Safety Standards & Assurance strategy and management philosophy for SACAA.

Translate the SACAA vision and strategic objectives into - Safety Standards and Assurance imperatives and ensure oversight for the Safety Standards and Assurance

Departments and the associated ICAO Annexes.

Financial Management

Compile and manage the Safety Standards & Assurance budget annually for approval by Exco and the Board in line with the PFMA and other appropriate legislation, policies & procedures.

People Management

Manage and ensure the implementation of Safety Standards and Assurance development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment to improve staff morale and increase productivity.

Policy Development

Lead and manage regulatory reviews and submissions in terms of - Safety Standards and Assurance developments.

Serve as an international representative of SA’s interests in standards development

Operational Management

Ensure effective operational oversight of Safety Standards & Assurance Division. Planning, establishing safety standards and perform oversight.

Manage and ensure effective implementation and enforcement of   - Safety Standards & Assurance 

Aviation Safety Promotion and Communication

Promote Safety Standards and Assurance to industry stakeholders.

Constantly ensure optimum internal and external communication on issues of Safety Standards and Assurance.

 

Requirements

 

Minimum

Pilot Licence (ATPL) or CPL plus commensurate aviation training or qualification 

Ideal

Pilot license (ATPL) Or CPL plus Relevant Post Graduate Qualification.

 

Experience

Senior Management Experience or relevant 10 years 

Aviation Safety Operations or similar experience 10 years
