QUALITY ASSURANCE GENERALIST (CENTURION)

Description
PURPOSE OF THE JOB
To maintain the SACAA Quality Management System (QMS) and periodically audit the conformance of the SACAA business units to the QMS to ensure that they are meeting the defined QMS standards.
MAINTAIN THE SACAA QUALITY MANAGEMENT SYSTEM (QMS)
- Develop and maintain QMS documents: typing, layout, format, pagination, database compilation, editing, review (amendments) and maintenance, revision control and status, draw complex diagrams, attachments, scanning and converting documents.
- Develop, implement and validate quality standards, processes and procedures within the SACAA in accordance with the SACAA QMS based on ISO 9001.
- Provide SACAA QMS training (induction and refresher) to all staff to increase awareness and understanding.
- Ensure that all company processes and procedures include process controls based on segregation rules and requirements.
- Assist staff with any queries in respect of the QMS.
- Regularly update the BarnOwl system with the latest audit information.
MONITOR COMPLIANCE WITH QUALITY STANDARDS
- To audit the business unit’s conformance for conformance with SACAA QMS, by:
- Auditing that all standards, processes and procedures have been documented and the adherence of all SACAA staff a to the requirements, standards, processes and procedures.
- Ensuring that any corrective and follow up actions address findings in full.
- Collecting data on corrective and preventive action and analyse trends to improve QMS.
- Tracking and following up on outstanding corrective actions to verify closure based on objective evidence.
- Submitting statistical activity reports to the Manager:QA
PROMOTE CONTINOUS IMPROVEMENT
- Develop implement and maintain a continuous improvement mechanism which is in line with the international standard.
- Promote the quality management system and continuous improvement through training, workshops and mentoring.
DEVELOPMENT OF QMS TEMPLATES
- Develop organisational templates for: policy, procedures, work instructions (including TGM and MOPs), forms and checklists and other pertinent documents.
- Enhance QMS documents: typesetting, incorporate external (national/international) and internal formatting requirements, consult and disseminate information into new/amended requirements and control external and internal formatting requirements.
RISK IDENTIFICATION
- Ensure relevant risks are identified at an operational level utilising appropriate tools and techniques taking cognisance of changes in the risk environment.
- Report on identified risks and inform the EWRM function accordingly.
- Assist Risk Specialists to develop mitigation plan to address identified risks.
DESIGN AND REDESIGN OF PROCESSES (BPR)
- Design and Redesign of Processes (BPR) within the SACAA to improve SACAA business process efficacy (efficiency and effectiveness).
- Ensure optimum internal and external processes resulting in customer service excellence both within the organisation and to our external clients.
Requirements
Minimum Qualification:
- National Diploma in Quality Management or a relevant equivalent qualification.
Added Advantage:
- A Degree in Quality Management or a relevant equivalent qualification.
Experience:
- 3 years Quality Management or Quality Assurance and/or Business Process Redesign
- 1 year Risk Management or Aviation experience would be an added advantage

INSPECTOR: AIR TRAFFIC SERVICES (CENTURION)

Description
Oversight
- Prepare annual schedules for inspections of ATSUs
- Plan and conduct initial, renewal and surveillance inspections of air traffic service providers
- Conduct inspections, follow up on findings and propose enforcement when necessary.
- Regulate airspace activities including NASCOM Secretariat duties.
Approvals
- Assess service provider documents (e.g. SMS, MOP)
- Process applicable certification/ approval
- Assess safety assessments and make recommendations
- Assist PEL Review Board with assessing Designated Examiner applications
- Convene ATS Review Board for evaluation of investigation reports and other ATS-related matter
- Process Flexible Use of Airspace applications and respond to CAMU
Administration
- Compile monthly reporting
- Maintain the ATS Document management system and in line with the records management procedures
- Perform job-related administration duties
- Handle queries and adhere to SLAs.
- Collect traffic movements and incidents statistics for trend analysis and records.
Communications and Safety Promotion
- Participate in safety promotion activities (such as workshops, publications and seminars) and SACAA initiatives.
- Provide industry feedback to the Manager
- Publish safety enhancement information
- Maintain up-to-date aeronautical information
Enforcement
- Initiate enforcement action(s) for ATS licensing/certification non-compliances and infringements in line with the Enforcement procedure
Liaison and Consultation
- Lead the coordination of all stakeholders in respect of the functioning of NASCOM and provide input to the respective ATS forums.
- Participate in international and regional meetings and provide feedback to SACAA
- Act as a champion for ATS in assigned projects or working groups.
General
Perform any other duties for ANS Department as assigned by the Authority from time to time.
Technical Assistance
- Provide training and other assistance to other Aviation Infrastructure sections and SACAA divisions
- Provide training to other Inspectors, including from other aviation departments and regional entities
Requirements
MINIMUM REQUIREMENTS
- Grade 12
- Air Traffic Control License with Aerodrome and Approach (Procedural & Surveillance) rating, or
- Air Traffic Control License with Aerodrome and Area (Procedural & Surveillance) rating.
Ideal Qualification:
- Instructor’s rating, Designated Examiner; Internal Auditing Certificate
EXPERIENCE
- 7 Years Air Traffic Operations experience
- 2 Years Experience in Aviation Committees and/or working groups regulation development/ input, Internal auditing/oversight, incident investigation and analysis would be an advantage
