Purpose of the Job: Reporting to the Head: Financial Management and Reporting, the successful incumbent is responsible to fulfil the role as required by the Public Finance Management Act for a public entity to have and maintain effective financial management and control. Financial Accounting is responsible for payment of trade creditors, for recoveries of all debtors, for payment of salaries and for full control of the general ledger and trial balance
 
 
Key Performance Areas
Assume Responsibility for the Full Financial Accounting Function
  • Develop, implement and maintain effective and efficient systems (Policies and Procedures) for financial accounting.
  • Technical preparation of annual financial statements in compliance with GRAP, IFRS and other relevant financial reporting standards.
  • Supervise month-end and year-end financial closures.
  • Supervise fixed assets reconciliations.
  • Ensure compliance with the PFMA, Treasury Regulations and applicable legislation.
  • Liaise with external and internal auditors and ensure that audit requirements are met.
  • Design and implementation of internal controls in conjunction with relevant financial standards and regulatory framework in order to address any weaknesses and to mitigate risks in the environment.
 
Financial Management
  • Provide input into the development of the Enterprise Risk Management business strategy and plan that ensure alignment with short-term and long-term objectives.
  • Provide input into the development, implementation and annual review of an overall Strategic Plan for the Enterprise Risk Management department.
  • Provide input in determining and setting specific key performance indicators and measures against outcomes detailed in the departmental strategic plans.
  • Oversee and guide the implementation of the Enterprise Risk Management plan as approved, including as appropriate any special tasks or projects requested by management.
 
Policy Review and Implementation
  • Oversee the development and implementation of policy, procedures and processes.
  • Work with appropriate structures to ensure effective execution of policy and practices.
  • Provide advice and guidance to the Policy department on legislative compliance, emerging issues, risks and the implementation of changes required on policy matters.
 
Strategy Development and Operational Planning
  • Provide input into the development of the Enterprise Risk Management business strategy and plan that ensure alignment with short-term and long-term objectives.
  • Provide input into the development, implementation and annual review of an overall Strategic Plan for the Enterprise Risk Management department.
  • Provide input in determining and setting specific key performance indicators and measures against outcomes detailed in the departmental strategic plans.

Assume Responsibility for the Payroll Function
  • Develop, implement and maintain effective and efficient systems for payroll accounting and reporting.
  • Ensure compliance with statutory requirements and other relevant standards.
  • Supervision of Payroll Manager, Payroll Administrators in order to achieve desired output.
 
Stakeholder Management
  • Create risk management awareness throughout the Fund though various engagements with RAF employees.
  • Engage with relevant internal stakeholders during a disaster recovery.
  • Communicate with all levels of stakeholder contact.
  • Represent the Fund in relevant external activities and events.
  • Maintain proactive and progressive relationships with key stakeholders incl. organised labour and attorneys etc.
  • Delegate enquiries and requests for information from both internal and external stakeholders.
 
Reporting
  • Report quarterly on progress with implementation of operational plans.
  • Manage the development of functional reporting systems, for management, project or performance reporting.
  • Manage the development of reports/ policies/ procedures and guide the process through the alignment of these documents to the overall RAF’s Strategy.
  • Ensure regular and periodic reports are prepared and submitted as and when required to provide progress updates and/or inform management decisions.
 
Provision of Technical Accounting Advice to Management Finance Department, Head Office and Regional Accounting Units

Qualifications and Experience
  • Bachelor’s Degree or Advance Diploma in Accounting Finance related qualification
  • Post graduate related qualification to discipline.
  • CA(SA)
  • Relevant 9 - 10 years’ experience in financial management environment of which 3 years must have been on a management level.

Remuneration
Total cost to company applicable to this position is minimum R1 160 042.00 per annum, negotiable.
 
NB: "RAF offers Total Employment Cost packages with no additional contributions from the Employer, successful candidates are required to structure their packages in a manner that will suit their needs".
