MINIMUM COMPETENCY REQUIREMENTS AND KNOWLEDGE 
A Bachelor’s Degree in Public Administration/Political Sciences/Social Sciences/Law or equivalent
A minimum of 5 years relevant experience at Senior Management Level and have proven successful institutional transformation within public or private sector. 
A valid Driver’s licence 
Advanced knowledge and understanding of relevant policy and legislation 
Advanced understanding of institutional governance systems and performance management 
Advanced understanding of council operations and delegation of powers 
Knowledge of good governance 
Knowledge of Audit and risk management establishment and functionality 
Knowledge of Budget and Finance Management 
 
CORE FUNCTIONS: 
The incumbent shall be accountable to Council and responsible for: 
Providing advice, strategic and technical support to Council  
Manage implementation of Council decisions
Manage communication between administration and council 
Providing strategic direction to the Municipality;
Responsible for economical, efficient and accountable administration; 
Manage the Municipality’s administration 
Manage Development and Implementation of the Integrated Development Planning of the Municipality and its monitoring thereof; 
Management of provision of services to the Local community 
Administration and implementation of Municipality’s by-laws and legislation applicable to Municipalities
Manage participation of local community in the Municipality’s affairs 
Manage stakeholder relations 
Risk and Change Management
Development of systems and strategies to deal with statutory requirements and responsibilities
Financial Management of the institution 
Allocation of resources for optimal realization of Organisational objectives

POSITION: DIRECTOR OF INFRASTRUCTURE DEVELOPMENT AND TECHNICAL SERVICES 
REMUNERATION: R972,648.00– R1,108,275.00 – R1,257,894.00 
 
MINIMUM REQUIREMENTS AND KNOWLEDGE:
A Bachelor of Science Degree in Engineering / B Tech in Engineering or equivalent
Certificate of competency as required in terms of General Machinery Regulations, 1988 or 
Registration with a recognised relevant engineering professional body will be an added advantage 
A minimum of 5 years experience at Middle Management Level  or as Programme or Project Manager of which 3 –4 years must be at Professional/ engineering management level; 
Good knowledge and understanding of relevant policy and legislation;
Good knowledge and understanding of institutional governance systems and performance management;
Extensive knowledge of the public office environment; 
Ability to formulate engineering master planning, project management and implementation;
 
CORE FUNCTIONS: 
The incumbent shall be reporting to the Municipal Manager and responsible for: 
Strategic planning of the Department
Management of Engineering Services, 
Infrastructure Project Management Services
Roads and Storm Water Maintenance and repairs
Management, revision and implementation of Council policies, decisions and procedures relating to the Department
Financial Management of the Department 
Within the area of responsibility be able to develop and maintain strategic alliances with various stakeholders 
Execution of any other function delegated by the Municipal Manager in terms of the municipality’s delegation system.

DEPARTMENT: BUDGET AND TREASURY DEPARTMENT 
POSITION: CHIEF FINANCIAL OFFICER 
REMUNERATION: R972,648.00– R1,108,275.00 – R1,257,894.0.00 
 
MINIMUM REQUIREMENTSAND KNOWLEDGE:
A Higher Education Qualification at NQF Level 7 in the fields of Accounting, Finance or Economics or Chartered Accountant (SA)
Certificate in Municipal Finance Management (SAQA ID: 48965) or required minimum Competency Levels in Unit Standards; 
A minimum of 7 years experience at Senior and Middle Management Level of which 2 years at Senior Management Level
Extensive knowledge in computerized accounting systems 
Basic understanding of Municipal environment 
Good knowledge and understanding of relevant policy and legislation 
Good knowledge of and understanding of institutional governance systems and performance management,
High level of reporting skills; 
A valid SA motor vehicle licence 
 
CORE FINANCIAL MANAGEMENT COMPETENCY AREAS 
The incumbent shall be reporting to the Municipal Manager and responsible for:

MINIMUM REQUIREMENTSAND KNOWLEDGE:
A Bachelor of Public Administration/Management Sciences/Law or equivalent 
Certificate in Municipal Finance Management (SAQA ID: 48965) will be an added advantage
A minimum of 5years experience at Middle Management Level; 
Have proven successful management experience in administration;
Good knowledge and understanding of relevant policy and legislation 
Good knowledge of corporate services, including Human Capital Management, Legal services, Facilities management, Information communication Technology and Council Support,
Good knowledge of supply chain management regulations and the Preferential Procurement Policy Framework Act 2000(Act no.5 0f 2000);
Good governance 
Labour Relations Act, and other labour-related prescripts;
Legal background and human capital management;
Knowledge of coordination and oversight of all specialised support functions 
A valid SA motor vehicle licence
