DEPUTY DIRECTOR: RESEARCH AND ANALYSIS
(1 year Contract Position) REF: QCTO 175
Salary Notch: R 733 257.00 – R 863 748.00 per annum (Total Cost to Company)
LOCATION: PRETORIA
To manage research, analysis and reporting of trades and occupational qualifications.
Key functions:
Identify research needs of the core business of QCTO and sources of information to achieve research objectives.
Manage the collection and sourcing of information for research purposes.
Manage the research and analysis of data from internal and external sources and statistical reports.
Manage research required for Occupational Qualifications Management and Occupational Qualifications Assurance.
Apply statistical analyses and findings from the Statistical Reporting: Core Operations function in reporting.
Review findings on trends within the PSET sector and trades and occupations, unmet demand and future focus areas.
Manage the development of and review the Trades and Occupations Intelligence Report.
Engage with stakeholders at research institutions regarding trades and occupational qualifications.
Provide ongoing intelligence to relevant colleagues on stakeholder needs, priorities and unmet demands for qualifications to inform decision making and strategic stakeholder engagement.
Review stakeholder list.
Manage the stakeholder database and ensure it is regularly updated and maintained.
Monitor expenditure for the Function against the allocated budget
Manage the performance of employees in accordance with policy.
Provide employees with the necessary information and resources to deliver on their objectives and meet the targets of the Function.
Motivate team members and create a culture of high performance.
Manage employee related matters within the Function
Actively participate in management meetings.
Assist colleagues as required.
Requirements:
A recognised three (3) year National Diploma or Bachelor’s Degree in related field (minimum NQF Level 6) registered with occupational qualifications sub-framework (SAQA).
6 – 8 years ‘collective experience of which 3 years should be at a management level.
Experience in research and analysis.
Experience in managing resources
Must have knowledge of Public Service, QCTO mandates and strategies, education system and pedagogy, Post school education framework, relevant Government wide legislation e.g. National Qualifications Framework Act, Skills Development Act and National Skills Development Strategy III.
Must have skills in applied strategic thinking, applying technology, budgeting and financial management, communication and information management, stakeholder engagement and management, monitoring and evaluation, managing interpersonal conflict and resolving problems.
