SENIOR MANAGER: SUPPLY CHAIN MANAGEMENT 
Reference: PPSA 03/03/2024 
Location: Head Office, Pretoria 
Remuneration: R1,162 200.00 – R1, 365 411.00 All-inclusive salary package per annum 
 
Requirements : A minimum of a Bachelor’s Degree or equivalent at NQF level 7 in Logistics/Purchasing Management/Finance/Accounting/Public Management • A minimum of 8 year’s relevant experience with 5 years being at Senior or Middle Management • Extensive appropriate experience in Procurement and SCM • Extensive knowledge of government procurement legislation, policies and procedures • Extensive knowledge of Supply Chain Management prescripts issued by National Treasury, Preferential Procurement Policy Framework Act (PPPFA) and Public Finance Management Act (PFMA) • Knowledge of the Broad Based Black Economic Empowerment Strategy and Act • A valid driver’s license.

Duties : Manage an effective and efficient SCM system • Ensure timely, economical and accurate procurement of goods and services • Develop and review SOP’s templates and checklists for procurement• Provide technical and advisory services on SCM issues• Oversee monthly reporting on Supply Chain Management Activities • Exercise control over contract management • Oversee and manage the provision of logistical services• Develop, implement and review procurement and, logistics policies, procedures and manuals • Ensure a clean audit opinion on all SCM transactions and compliance requirements • Institute and embed robust demand and acquisition management practices to inform fair, equitable, transparent, competitive and cost effective sourcing models • Responsible for effective functioning and delivery by Bid Committees in line with regulations and internal deadlines • Facilitate proper management of SLA/MOUs entered into with various service providers• Oversee management of the institutional assets register and asset movement in order to ensure that all assets are accounted for • Ensure payment of suppliers within prescribed periods • Manage, monitor and report on the performance of the Unit.

Note: All appointments will be done in terms of the Public Protector Act and a 12-month probation period which may be extended to 18 months will be applicable. Remuneration will be paid with Treasury Regulation 20.2.2. 
(1x Chairperson of Audit Committee, Ref: PPSA 04/03/2024) and (1x Audit Committee Member Ref: PPSA 05/03/2024) 
 
Requirements : Degree or equivalent qualification in the field of accounting, auditing, legal, ICT and public administration • A qualification in MBA/CIA/CA is required • The ideal candidate should have 8 years management experience gained from Strategic Management, Financial Accounting, Governance, Legal, Internal Auditing, Risk Management and Information Technology • Professional membership of a recognised profession will be an added advantage • Previous experience of serving in the Risk Management Committee and/or Audit Committee • The ideal candidate must be an independent thinker, with excellent knowledge of the Corporate Governance, Public Finance Management Act and Treasury Regulations and must not be employed in the Public Service and/ or public sector • Applicants for the chairperson vacancy must have chaired at least three committees to be considered. Leadership experience is also required. 
 
Term of office : Appointment will be for a period of 3 years but may be subject to renewal at the discretion of Public Protector South Africa. Appointment will be supported by applicable terms of references and contract. 
 
Competencies: Expertise in either of the following areas: Internal and External Auditing, Accounting, Legal Services, Risk Management, Information and Communication Technology (ICT) and Corporate Governance. The member must possess the following qualities: Independence and Integrity, Objectivity, Willingness to dedicate time to the Audit Committee activities and Communication skills. 
 
Key responsibilities and duties: As an Advisory Committee to the Accounting Officer in terms of the Public Finance Management Act, the Audit Committee will review and advice on: • The coordination of audit efforts to ensure the completeness of coverage and promote the effective use of financial resources • The adequacy and effectiveness of the organisation’s internal controls, including computerised information systems control and security, the quality of financial and other management information produced to ensure integrity and reliability, as well as any related significant findings and recommendations of internal and external auditors, together with Management’s response thereto • Examine and review annual financial statements before final approval thereof • Compliance with all regulatory and other related requirements • Significant incidents of suspected criminal or irregular nature.
