IDP/PMS and RISK MANAGER
DIRECTORATE: OFFICE OF THE MUNICIPAL MANAGER
Remuneration: R 393 742.85 P.A. (Excluding Benefits)

​Requirements: A Bachelor's degree in Public Relations or Public Administration / or equivalent qualification with at least 2-3 years relevant experience, advanced knowledge of computer (MS Word, Excel, Power Point) high level communication skills.

 
Key Performance Areas: IDP: Management of IDP process, liaising with sector Departments, Ensure public participation in IDP process, Monitor the implementation of the IDP and submit reports to the Municipal Manager, Development of credible IDP document, Participate in the determination of functional objectives with due consideration given to the organizational vision and mission and goals encompassed in the IDP, Monitoring Compliance with respect to the adopted structure, Co-ordinating IDP Projects in the municipality by ensuring that reviews are taking place and managers have resources at their disposal, Ensure compliance with all legislation that governs the IDP and PMS, Liaising with sector departments. PMS: Develop, implement, manage and monitor Municipal Performance Management System, including organizational performance, develop system to ensure community participation, Maintaining the Performance Management record keeping system, Ensure the alignment of the PMS with the IDP projects and initiatives, compiling and checking targets and milestones for all projects.
 
RISK: To conduct risk assessments and investigations to determine the potential threat of risk factors and the adequacy of system, measures and controls to reduce/limit occurrences and to present recommendations, comments and opinions on the activities risk to the Municipality.
 
 
 
 
 
TOWN PLANNER
DIRECTORATE: OFFICE OF THE MUNICIPAL MANAGER
Remuneration: R 393 742. 85 P.A. (Excluding benefits)
 
Requirements: A recognised B. degree or equivalent qualifications in Town and Regional Planning with 4 years' post qualification 2-3 years experience. Extensive people management experience. Be registered with the relevant professional council (SACPLAN). Leading Competencies: having completed or in the process of doing the "Certificate Programme in Municipal Finance Management (CPMF); Strategic Direction and Leadership, People Management, Programme and Project Management, Financial Management, Change Leadership, Governance Leadership. Core Competencies: Planning and Organizing, Analysis and Innovation, Knowledge and Information Management, Communication and Quality Focus.
 
Key Performance Areas: Ensure the application of town and regional planning in land development (facilitate and provide technical assistance to professional teams on all aspects regarding town and regional planning in the Municipality). Ensure adherence to legal requirements. Coordinate, evaluate and monitor the implementation of development in compliance with Spatial Planning and Land Use Management Act, or SPLUMA and other applicable legislation and town & regional planning standards and guidelines. Interpret, and implement planning legislation, policies, guidelines and regulations. Facilitate site clearance in terms of Project Execution Plans and manage site clearance standards as agreed with Project Managers. Compile and review periodically the Municipal Spatial Development Framework (SOF). Compile guidelines and evaluate Land Use Management Scheme and precinct plans. Mentor, train and manage officials in the Municipal Planning Directorate and submit monthly reports to the Director of Cooperate Services. Supervise performance management and development; office administration and budget In the Planning Directorate. Monitor and control expenditure. Report on the expenditure and service delivery. Ensure continuous research and development for the betterment of planning In the Municipality. Provide assistance and support in the housing, local economic development and IDP directorates of the Municipality. Prepare reports for the Municipal Council consideration and approval. Facilitate the process of obtaining inputs of relevant parties and departments for town planning and township establishment activities to ensure implementation of policies and spatial plans. Attend to public enquiries, site inspections, etc.
 
 
 
 
SUPPLY CHAIN MANAGER
DIRECTORATE: FINANCE DEPARTMENT
Remuneration: R 393 742.85 P.A. (Excluding benefits)
 
Requirements: National Diploma/B degree in Accounting/Purchasing/Logistics or equivalent qualifications. An additional qualification in Supply Chain Management will be an added advantage, Must have acquired or be in the process of acquiring the minimum competency levels as prescribed by the Municipal Minimum Competency Regulations, 2007. 3 years' experience working in supply chain management/procurement of which at least 3 years must have been at middle management level. Understanding of developmental Local Government systems, processes and procedures. Proven skill in managing budgets, Good working background in financial records, Superior knowledge of the MFMA and Supply Chain Management Regulations, National Treasury Regulations, Contract Management Framework, PFMA, PPPFA and B-BBEE, Computer literacy, A valid driver's licence.

Key performance areas: Reporting to the Chief Financial Officer, the successful candidate will be responsible for: Managing internal and external customer relationships and delivering a value-adding service to the supply chain unit, Maintaining the managerial control, leadership and smooth running of SCM elements, which includes demand, acquisition and logistics management, Providing qualitative SCM monthly and quarterly reports, Managing relationships with strategic suppliers to obtain procurement value and ensuring continuity in the supply of goods and services, Drafting, recommending and reviewing SCM policies and procedures, Supervising, developing and managing employees performance accordingly, Ensuring effective engagement with internal and external audit services, Managing and directing Supply Chain staff and budget, Providing technical support to the Municipal Manager and CFO on Supply Chain Management issues, Managing and providing support to Bid Committees, Ensuring legislative and policy compliance on supply chain processes by the Municipality, Performing statutory functions and those delegated by the CFO and Municipal Manager, Performing all other relevant duties as delegated by Management.
 
 
 
 
 
PROJECT MANAGER
DIRECTORATE: TECHNICAL DEPARTMENT (PMU UNIT)
Remuneration: R 310 000.00 per annum all inclusive package
Duration: 2 years fixed term contract
 
Requirements:National Diploma Civil Engineering or equivalent qualifications 3— 5 years active experience in civil engineering and Project Management
 
RESPONSIBILITIES: Overall management of PMU section. Responsible for the development and approval of business plans, Technical reports, design reports, tender documents and payment certificates. Ensuring that EPWP principles are adhered to during project implementation. Identify infrastructure projects within the IDP. Prepare capital and operating budgets. Manage, report, monitor and evaluate MIG/WSIG and DWS Projects. Prepare procumbent and operational plans. Receive, administer and report on MIG funds. Commissioning and assessments of feasibility studies. Registering MIG projects. Developing terms of reference. Coordination of all MIG projects. Contract management- Managing all consultants and contractors for each projects. Project management to ensure projects meet planning objectives and targets. Assessment of the impact of the MIG programmer. Managing of all project stakeholders. Good leadership skills, attention to detail, report writing skills. Microsoft office packages proficiency. Good presentation skills.
