CREATIVE INCUBATOR PROGRAMME 2024/25 CALL-OUT 
5 FREE STATE COMMUNITY THEATRE GROUP: DRAMA/ MUSIC/ DANCE 
6 MONTHS CONTRACT
 
Incubator Programme is the Department of Sports, Arts, and culture (DSAC) initiative in partnership with The Performing Arts Centre of the Free State (PACOFS). Over a 3-year period PACOFS has spear-headed and implemented the Incubator Programme within the Free State demographics, with the aim of producing multi-disciplinary works of artists that covers genre such as Drama, Music, and Dance. Thus, PACOFS invites independent community theatre groups to submit their proposals and sign up to showcase their original, new, and cutting-edge stage productions in the areas of Drama, Music, Drama (theatre) to be part of 2023/24 Incubator Programme. The Creative Incubator Programme will run 6 over months to benchmark and prepare six selected community theatre groups for the inauguration of Yarona Youth Festival. 
 
REQUIREMENTS: 
  • All Free State performing artists (unemployed and out of school youth) between the ages of 18-35. 
  • Prerequisite for Community Theatre Groups, written original script and the production must be already in rehearsal stages. 
  • Synopsis and/or artistic treatment of the production. 
  • Language preferences: any/all official South African languages. 
  • Maximum number of participants in each production: must be no more than 10 cast members; including core/crew/ and technical team. 
  • Unclear narrative and/or unstructured storyline will not be considered. 
 
HOW TO APPLY: 
  • Send a written proposal with the background of the theatre group and company electronically. 
  • Proposer must confirm the accuracy of the content of the proposal. 
  • Submit a synopsis/ artistic treatment of the production. 
  • Motivation on why your production is relevant for the Incubator Programme and how it will benefit you/ your group and community must be outlined clearly. 
  • Provide PACOFS with one reference letter from a mentor and/or community leader. 
  • Be prepared to showcase 15 minutes of your creative work for evaluation, adjudication, and recommendation. 
 
Preference will be given to Free State Province drama/theatre graduates.

CREATIVE INCUBATOR PROGRAMME – THEATRE AND DANCE COORDINATOR 
MONTHLY SALARY – R 12 500
8 MONTHS CONTRACT 
 
The Performing Arts Centre of the Free State (PACOFS) in partnership with the Department of Sport, Arts and Culture (DSAC) is looking to appoint six Drama/Theatre Graduates to facilitate the 2023/24 Creative Incubator Programme. The performing arts graduates with theatre expertise that range from: drama, dance, music, spoken-word, performance art, producing, directing and/or dramaturgy are encouraged to apply. The Creative Incubator Programme will run 6 over months to benchmark and prepare six selected community theatre groups for the inauguration of Yarona Youth Festival. The Incubator Coordinator will be responsible and accountable for the unfolding of the Incubator Programme 2024/25. 
 
APPLICATION REQUIREMENTS 
  • Recognised three (3) year diploma / NQF LEVEL 6 Qualification in arts administration, office management or any administration related studies. 
  • Motivation letter. 
  • Comprehensive CV stating specialised artistic coordination and administrative expertise and majors you have. 
  • 2 Reference Letters. 
  • Certified copies of academic / study records / qualifications, certified copy of ID and driver’s license. 
 
PROGRAMME 
  • Working flexibly in support of the facilitators and the incubates, including supervision and coordination of; workshops, meetings, rehearsals, and planning of Yarona Youth Festival. 
  • Programme observation: observe and evaluate the progress of the facilitators. 
  • Guide, support, and be of assistance in a non- judgmental, and non-directive manner to all the facilitators. 
  • Implement and oversee that clear rules and limits for the incubates and facilitators are adhered to. 
  • Initiate and maintain ongoing communication between PACOFS and facilitators. 
 
SUPERVISION 
  • Oversee the facilitators progress on and offsite and to be available to provide administrative support. 
  • Engage and liaise with the PACOFS Artistic Department. 
  • Provide monthly artistic progress report and assessment/s of the programme. 
  • Compile and submit monthly narrative and feedback report from facilitators and incubates. 
 
ADMINISTRATION 
  • Provide administrative processes, progress and assessment/s of the programme. 
  • Draft and report on working schedules amongst the theatre groups, and facilitators. 
  • Consolidate meetings and documentation: minutes recording, attendance registers of facilitators and the theatre groups. 
  • Adhere to all artistic department and related departments procedures to insure smooth running of the programme.

MONTHLY SALARY – R 10 000,00 
4 MONTHS CONTRACT 
The Performing Arts Centre of the Free State (PACOFS) in partnership with the Department of Sport, Arts and Culture (DSAC) is looking to appoint six Drama/Theatre Graduates to facilitate the 2023/24 Creative Incubator Programme. The performing arts graduates with theatre expertise that range from: drama, dance, music, spoken-word, performance art, producing, directing and/or dramaturgy are encouraged to apply. The Creative Incubator Programme will run 6 over months to benchmark and prepare six selected community theatre groups for the inauguration of Yarona Youth Festival. The Incubator Facilitator/Mentor will be responsible and accountable for the unfolding of the Incubator Programme 2024/25.

PROGRAMME 
  • Artistic skills transfer practical mentorship, and evaluations. 
  • Offer artistic support: skills transfer, including visitations, practical workshops, meetings, and mentorship. 
  • Mentor and oversee productions from developmental stage to semi-professional stage. 
  • Provide guidance and assistance in a non- judgmental, non-directive yet supportive manner to the allocated community theatre group. 
  • Provide and engage in artistic input by professionally developing and capacitating a pool of performing artists. 
  • Conduct capacity building and theatre skills workshops. 
 
SUPERVISION 
  • Offer administrative support and liaising with the Artistic Department and the Creative Incubator Coordinator. 
  • Initiate and maintain ongoing communication between PACOFS and the allocated community theatre group. 
  • Oversee the groups progress onsite and offsite through a fare, transparent and professional artistic support. 
  • Provide artistic progress and assessment/s report of the allocated community theatre group.
  • Compile and submit artistic narrative report and POE’s to PACOFS Artistic Department. 
 
Preference will be given to Free State Province drama/theatre graduates.

CHIEF FINANCIAL OFFICER DESIGNATE 
FIVE (5) YEARS FIXED TERM CONTRACT 
REPORTING TO THE CHIEF EXECUTIVE OFFICER 
All-inclusive annual remuneration package: R 1 017 413 – R 1 473 149 TCT 
The Chief Financial Officer will develop and oversee the implementation of the PACOFS Financial Strategy including but not limited to financial processes and systems, ensuring effective financial management of the Performing Arts Centre of Free State in line with PMFA, Treasury Regulations and other relevant public sector laws, policies, and regulations. 
 
MINIMUM REQUIREMENTS 
• A recognised three (3) years bachelor’s degree / NQF Level 7 Qualification in accounting/finance or equivalent. 
• A practising Chartered Accountant (SA). 
• Minimum of 5 years’ experience in finance or accounting environment at Senior Management Level. 
• Must have sound financial management, strategic leadership, budget, and treasury experience. 
• Excellent knowledge and extensive experience in Financial Reporting and Financial Statements Preparation. 
• Must have expert knowledge of the Public Finance Management Act (PFMA), the Preferential Procurement Policy Framework Act (PPPFA), National Treasury guidelines as well as other relevant prescripts within the public sector. 
 
ADDED ADVANTAGE 
• Master of Business Administration (MBA) / master’s degree / NQF Level 9 Qualification in Accounting/Finance or equivalent.

SUMMARY OF JOB SPECIFICATIONS 
• Develop financial strategy and give input into the organisational strategy. 
• Directly assist departmental heads in all financial matters relating to budget management and securing additional funds for programmes. 
• Conduct annual strategic planning of finance according to the Medium-Term Expenditure Framework (MTEF). 
• Oversee and lead in the development and monitoring of the implementation of finance policies and procedures in line with PFMA and Treasury Regulations to ensure compliance. 
• Develop and implement a fundraising strategy to raise additional funding. 
• Develop, implement, and maintain the financial systems of the organisation. 
• Prepare all aspects of the annual operating budget and Annual Financial Statements in accordance with Generally Recognised Accounting Principles (GRAP). 
• Manage internal controls, establish, and maintain a risk management system. 
• Manage the submission of monthly, quarterly, and annual financial reports. 
• Be responsible for all financial reporting and preparation of all financial statements. 
• Manage annual external audits and deal with the Auditor General of South Africa (AGSA). 
• Manage the Supply Chain Management of the organisation to comply with Treasury Regulations and all relevant laws, regulations, and policies. 
• Provide financial reports to the PACOFS Internal Departments, the CEO, Audit Committee and PACOFS Council. 
• Be the PACOFS lead in respect of all dealings with the Audit Committee, Internal and External Auditors. 
• Provide support to key external stakeholders i.e., Portfolio Committee, Department of Sports, Arts and Culture (DSAC), Auditor General of South Africa (AGSA) and the Performing Arts and Creative Industry as necessary. 
• Effectively lead and manage the Finance Department.
