GENERAL MANAGER: NEW ROLLING STOCK FLEET RENEWAL PROGRAMME (NRSFRP)

DEPARTMENTAL MISSION: To lead and direct the planning, development, and implementation of PRASA’s New Rolling Stock Fleet Renewal Programme.
 
OUTPUTS:
1. Contribute to the development and review of the SAD strategy and plans
• Contribute to the Asset Development strategy and implementation plans in alignment and support of the Group strategy.
• Lead and direct the development of the NRSFRP strategy and plans.
• Review and align the NRSFRP strategy and plans with changing business needs or other developments.
• Coordinate the implementation of the Design Review Process for additional train variants e.g., 25kV; Metro Express and Metro with Toilet variants.
2. Oversee and direct the NRSFRP operations
• Assume the role of PRASA Chief Representative on the Manufacturer and Supply Agreement (MSA) and Technical Support and Spares Supply Agreement (TSSSA) with the Gibela Rail Transport Consortium (RF).
• Lead and direct the:
  • delivery and deployment of all new EMU train sets
  • PAC (Provisional Acceptance Certificate) and FAC (Final Acceptance Certificate) processes including the development/review of the- Technical and Contractual documentation.
  • transfer of the Configuration Management documentation into the operational environment
  • implementation of Fleet Warranty Management and Maintenance Regime.
  • In-service Change and Configuration Management and sign off design change requests.
  • fleet reliability growth as per TSSSA.
  • the PRASA Readiness (Preparation, Mobilization and Deployment) to support the local production.
  • the local production team for Mobilisation readiness in all quality Gate processes at the Local factory.
• Oversee TSSSA and MSA:
  • performance management.
  • contract management.
  • payments.
  • technical training.
3. Corporate governance, compliance, and risk management
• Oversee the development and review of SOPs
• Develop and manage the NRSFRP Risk Register
• Review the Hazard Analysis for deployment corridors
4. Management of Resources
• Determine the Programmes priorities and ensure effective allocation of resources to these priorities.
• Develop and implement efficiency measures to ensure optimum capacity utilisation and performance.
• Manage human, physical, and financial resources in line with the organisational policies, processes, and procedures
5. Management of stakeholder relationships
• Build and maintain relationships with suppliers and internal customers.
• Liaise with stakeholders i.e., Department of Transport, National Trea
6. Reporting and advisory services
• Provide advice in relation to NRSFRP operations.
• Ensure general and management reporting on all NRSFRP matters

CAPABILITIES:
MINIMUM REQUIREMENTS:
• Degree in Engineering, Finance, Quantity Surveying, or equivalent
• Preferably MBA or equivalent
• Professional registration with an Engineering/ Project/Construction or Quantity Surveying professional body
 
EXPERIENCE
• 10 years’ project management/contracts management experience (leading and managing complex and multidisciplinary mega contracts/projects) in rolling stock.
