JOB TITLE: Chief Perway Engineer

DEPARTMENTAL MISSION: Responsible for the strategic support to the CEO in all aspects of the Perway discipline. Strategise, develop and leave a long-term operational plan(direction, execution, control and completion) of Perway activities and projects as the overall chief in this field. Ensuring that world class best practice is entrenched internally within the division.
 
 
OUTPUTS:
Provide Strategic and Tactical support to the CEO.
• Lead and direct the strategic planning of all activities and projects related to Perway engineering.
• Guide and ensure approval of Departmental Strategy and implementation of effective and efficient structures.
• Accountable as the Chief Asset Manager for all Perway infrastructure.
• Accountable for all budgetary requirements.
• Oversee the review and revision of Perway engineering policies and standards.
• Oversee the finalisation of maintenance plans.
• Coordinate communication and stakeholder management engagement in accordance with the relevant policy within the Perway discipline.
 
Management of divisional business planning, budget and performance cycles.
• Establish Divisional timelines, schedules and plans as well as appropriate interventions.
• Develop and implement a Divisional Business Planning Process.
• Consolidate and produce the Departmental Business Plan, Budget and Scorecard.
• Facilitate the completion of staff Performance Compacts in alignment to the Departmental Scorecard and in preparation for Performance Reviews.

 
Project Management
• Lead and direct the implementation of approved Perway projects by:
  • To assume full asset management accountability for the Perway assets to ensure compliance with the relevant legislation including the OHS Act, NEMA, ISO 55000 and SANS 3000.
  • Define business requirement for Perway infrastructure.
  • Ensure the development and management of the following information services and support systems in respect of the provision of the Perway engineering functions to the efficient operation of PRASA Technical
  • Ensure effective management of the full life cycle process of the Perway infrastructure rehabilitation/replacement to ensure the optimum availability and development of fixed (Infrastructure) assets.
  • Developing and coordinating business and technical specifications to ensure that Perway Infrastructure assets are safe and functional for passage of commuters and traffic onto the rail network.
  • Conduct regular age profile studies, including on annual asset condition assessment with a view to advance asset.
  • Review performance of assets in terms of capacity requirements (availability) obsolesce, operational performance, degradation rates, conditions, and maintenance costs.
  • Ensure that weaknesses of critical assets and components are identified, and timeously apply adequate intervention strategies. o Develop & analyse technical requirements to be translated into financial and other resource parameters.
 
People Management
• Lead, guide and manage direct reports by:
§ Allocation of work and committing reports to deliverables.
§ Provide expert guidance and direction.
§ Ensure provision and availability of resources required by direct reports to deliver their outputs.
 
Management of Service Providers
• Accountable for all Perway service contracts.
• Ensure that all service providers have relevant contracts and performance agreements.
• Manage and monitor service provider delivery as per agreement.
 
Stakeholder management and communication
• Identify and analyse the various internal and external stakeholders.
• Develop and implement a comprehensive strategy and plan.
• Ensure good on-going relationships.

CAPABILITIES:
Minimum requirements
• Post graduate Civil Engineering degree. Ideal: Master’s degree in Civil Engineering
Experience:
• 10 – 12 years appropriate maintenance and construction experience in Perway engineering environment.
• 5 – 10 years Senior Management experience.
• 5 – 10 years Contract Management experience
Legal requirement:
• Registered Engineer with ECSA as a Professional Engineer
Ideal: Structural Engineer
