The National Lotteries Commission (NLC), a Scheduled 3A entity in terms of the Public Finance Management Act (PFMA), is a statutory body established in terms of the Lotteries Act (Act 57 of 1997), as amended with the purpose of regulating South African Lotteries and administering the National Lottery Distribution Trust Fund (NLDTF). Suitably qualified prospective candidates who are South African citizens are invited to submit their applications to fill the position listed below. MONITORING AND EVALUATION OFFICER
PURPOSE OF THE JOB
We are seeking a dedicated, motivated and detail-oriented Monitoring and Evaluation Officer to join our team. The role will report to the M&E Specialist and the employee will assist in the implementation of M&E frameworks, data collection, analysis and reporting, to support the continuous improvement of our programmes and projects, and grantee compliance. This role is an excellent opportunity for individuals looking to build a career in M&E and gain experience in data-driven decision-making processes.

REQUIRED QUALIFICATIONS.
- Bachelor’s degree (NQF 7) in Social Sciences, Development Studies, Public Health, Statistics, Economics, or Demography
- Training / Certificate in M&E and / or project management is essential
- Language Proficiency- must be proficient in at least two of the official / main provincial languages.
REQUIRED EXPERIENCE
- Minimum of 3 years of experience in monitoring and evaluation, data analysis, or related roles, preferably in the development or non-profit sector.
- Valid driver’s Licence and not less than one year’s driving experience is essential – note that extensive travel is a requirement for this position
- Experience with data collection tools and software (e.g., Excel, SPSS, STATA, Kobo Toolbox, or Power BI) is an advantage
KEY RESPONSIBILITIES
Data Collection and Management
- Conduct data collection activities in the field, ensuring accuracy and consistency of the data.
- Maintain organised databases and ensure proper documentation of project activities and outcomes.
Monitoring Activities
- Support the implementation of monitoring plans to track project progress against indicators.
- Review progress reports submitted by grantees to track project progress and grant expenditure
- Conduct regular field visits to gather insights and verify the quality of data reported.
- Assist in identifying and documenting any challenges or risks that may impact project implementation.
Grantee Compliance activities
- Refer Grantees who have materially breached the terms and conditions of the Grant Agreement to the relevant authorities and listing on Non-Compliant Grantee list
- Processing of grant deviation requests from grantees
Evaluation and Analysis
- Assist in analysing quantitative and qualitative data to measure project outcomes
- Preparation of monitoring reports, summarising findings and providing actionable recommendations.
Reporting
- Assist in preparing monthly M&E reports
- Contribute to the development of internal reports by providing data and analysis.
Capacity Building
- Assist in building the capacity of grantees to ensure accurate data collection, reporting and compliance.
- Collaboration
- Work closely with Provincial and Head Office M&E teams to support M&E activities and ensure alignment with M&E targets and objectives.
REQUIRED COMPETENCIES AND SKILLS
- Good interpersonal skills to interact and communicate with stakeholders/grantees.
- Strong analytical and critical thinking skills.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint).
- Excellent written and verbal communication skills.
- Strong planning and organising skills and attention to details.

STAKEHOLDER MANAGEMENT, MARKETING AND COMMUNICATION
MARKETING SPECIALIST
MAIN PURPOSE OF THE JOB
To develop and execute strategic marketing initiatives/campaigns to promote NLC programs, services, and initiatives, while effectively managing relationships with key stakeholders within the government. This role requires a combination of marketing expertise, digital marketing skills, communication skills, and stakeholder engagement capabilities within a government context.

REQUIRED QUALIFICATIONS
- Postgraduate degree (NQF 8) in Communication Science / Marketing /or Public Relations
REQUIRED WORK EXPERIENCE:
- 5 year’s functional experience in Marketing and Brand management within public sector institutions
- Valid driver’s Licence and not less than one year’s driving experience is essential – note that extensive travel is a requirement for this position
KEY RESPONSIBILITIES:
- Develop and implement comprehensive advertising and marketing strategy to promote NLC’ s strategic objectives and initiatives.
- Clearly identified target audiences and tailored marketing messages and implemented in accordance with the government segmentation model.
- Evaluate and monitor the implementation and effectiveness of the advertising and marketing strategy
- Collaborate with cross functional teams to align marketing efforts with overall NLC objectives and policy priorities
- Provide media planning, buying at optimal price and campaign coordination for National Lotteries Commission programmes nationally.
- Effective monitoring and control with respect to the application of corporate identity guidelines of the National Lotteries Commission to internal and external stakeholders.
- Sign-off artwork of various marketing and communication products
- Give guidance in terms brand manual usage
- Create and manage marketing campaigns across various channels, both internal and external, with creative teams or external agencies to ensure high-quality and on-brand campaign deliverables.
- Develop a marketing Plan to action in terms of the content as per campaign execution plan.
- Ensure messaging aligns with NLC policies, strategic objectives, and target audience expectations.
- Translating marketing and campaign objectives into clear creative strategies
- Provide the creative process from concept to completion
- Monitor and evaluate campaign performance.
- Development and implementation of NLC digital marketing strategy
- Develop, update and maintain marketing content in all NLC print and digital media platforms
- Prepare divisional monthly/quarterly governance reports and presentations.
- Compile and submit all support documentation in terms of memorandums, submissions, letters, reports and guidelines as and when required.
- Track and monitor divisional Annual Operational Performance (AOP)
