POSITION OBJECTIVE:
 
Strategically lead and manage the SANRAL Human Resources Department in line with SANRAL’s strategy to ensure the achievement of objectives through rendering HR services that will enable the SANRAL to achieve its mandate.
 
MINIMUM REQUIREMENTS:
  • Post Graduate Qualification (NQF 8) in Human Resources, Industrial Psychology, Social Sciences or equivalent qualification Plus 5 managerial or 3 years min leadership experience
  • 10 years min relevant experience in Human Resources Management as a generalist
  • Plus 5 years min leadership and managerial experience.
 
(Where applicable, a candidate must produce an official SAQA evaluation confirmation of their international qualification.)

KEY RESPONSIBILITIES:
Strategy development, implementation and monitoring:
  • Develop and champion the implementation of SANRAL Human Resources strategy aligned to the overall Organisational strategy to fulfil SANRAL’s Human Resources needs.
  • Ensure that HR programmes are developed and managed for efficient and effective execution of HR strategic objectives.
  • Manage HR processes to deliver on expected outcomes.
  • Monitor and review the HR policies and procedures to ensure alignment with related legislation.
  • Ensure that HR build effective relationships with the relevant divisional stakeholders through providing the necessary assistance and advice to plan effective HR interventions aligned to divisional initiatives.
  • Manage the departmental HR operational plans, HR policies and procedures in conjunction with the Divisional Executives and Management.
 
HR Administration Management:
  • Strategically lead the implementation of a HR information system to ensure effective HR administration.
  • Provide the business with clear guidelines and frameworks to effectively manage the overall headcount-related costs across the organisation.
  • Ensure development and full compliance to policies inline with applicable legislations and governance requirements.
  • Direct and oversee the full range of HR initiatives and projects
  • Accountable for the delivery of projects within scope and budget
  • Lead the change within the HR organisation to create an outcomes-focused function, embedding the use of self service, HR information systems and strengthening the business partnering capability to become a trusted advisor to the Organisation.
  • Drive delivery within the HR function – looking across all elements of the talent lifecycle to ensure the function is delivering services that meet the needs of employees.
  • Accountable for ensuring the alignment across the Talent value chain to ensure a meaningful employee experience.
  • Manage the salary cost and implementation of increases and salary adjustments for SANRAL.
  • Ensure input to payroll is conducted efficiently and effectively and individual benefits are correctly administered.
  • Manage document management and archiving services in line with best practice.
 
Talent Acquisition and Management:
  • Oversee the development and management of the workforce plans to ensure recruitment and placement of competent employees in the right positions.
  • Strategically manage the implementation of talent management, performance management and organisational development interventions.
  • Strategically manage the Remuneration Policy implementation.
  • Monitor the transformation scorecard, overseeing compliance from EE perspective.
 
Employee Relations:
  • Ensure proactive Employee Relations management.
  • Manage relationships with stakeholders particularly those involved with dispute resolutions.
  • Ensure manage of SANRAL’s National Bargaining Forum.
  • Develop and maintain employee relations policies and procedures in line with labour legislation.
  • Oversee the implementation of collective agreements.
  • Ensure excellent employee/ employer relationship.
 
The incumbent’s job inherent function will include but not be limited to; people management, financial management for the department, reporting, risk management, as well as accountability for the function-based audit, compliance and monitoring thereof.

  • Lead, direct and ensure that OE interventions are implemented to increase SANRAL’s Group staff retention and productivity through cultural change and partnership initiatives, including culture and climate diagnostics.
  • Align the OE strategic intent with the organisational strategic mandate & objectives and introduce comprehensive OE action plans to achieve these objectives.
  • Champion and nurture a departmental culture that aligns with the Group’s values, fostering an environment that promotes high performance.
  • Accountable for the change within OE to create an outcome-focused organisation to become a trusted advisor to SANRAL and ensure the Centre of Excellence provides leading people best practices insights.
  • Lead the implementation of effective change management strategies & interventions to create a positive organisational climate with maximum productivity.
  • Strategically plan and direct initiatives that encourage staff engagement that will positively result in the retention of staff.
  • Plan and direct the acquisition of a broad range of consultative services to all levels of employees.

Talent Management, Performance Culture, Knowledge Management and Employee wellness:
  • Strategically lead and direct the development and implementation of a Performance Management system to ensure a performance culture that promotes SANRAL as a high performance orientated and driven organisation.
  • Establish, lead and implement Talent Management Framework to ensure succession planning that meets the strategic business objectives.
  • Manage and drive the implementation of Talent Management processes to enhance succession management across SANRAL.
  • Accountable for ensuring the alignment across the Talent value chain to ensure a meaningful employee experience.
  • Define and collect key performance metrics to enable accurate and valid measurement of employee performance and to identify areas of improvement.
  • Ensure that the competency modelling to determine specific competencies encompass the knowledge, skills and attributes required for successful performance in a job.

Remuneration Management, Reward and Recognition:
  • Research, benchmark and champion remuneration policies and processes related to employee remuneration, reward and recognition to enable the attraction and retention of talent and critical skills.
  • Strategically develop and drive the implementation of a remuneration policy in line with benchmarked best practice that will effectively support the organisation in achieving its strategic objectives.
  • Oversee the management of the SANRAL’s Retirement Fund and other HR benefits, ensuring investment performance, disposition of death benefits, and compliance with relevant legislation and SANRAL’s requirements.
  • Translate SANRAL’s strategic objectives into financial and non-financial reward imperatives to ensure fair and equitable remuneration, reward and recognition for all employees.
  • Lead the implementation of a fair and equitable job evaluation system and practices to ensure consistent equity and equality.
  • Advise EXCO and the Board on effective remuneration, recognition and reward strategies, report on market trends, to ensure consistency in the application of remuneration practices across SANRAL.

POSITION OBJECTIVE:
The facilities management is charged with the responsibility of planning, provision of facilities and taking care of the day-to-day maintenance, upgrades of facilities and management of systems. Facilities management is required to support all SANRAL office locations and/or points of business; ensure supply of physical infrastructure of the business; ensure required standards are maintained; and ensure that the working environment is safe and without risk.
 
MINIMUM REQUIREMENTS:
  • Post Graduate Degree (NQF 8) in Facilities/ Property Management or in the Built Environment, Engineering Commercial, Legal or equivalent.
  • 10 years minimum facilities or property management experience
  • Plus 5 managerial or 3 years min leadership experience

KEY RESPONSIBILITIES:
Facilities Strategy development and implementation:
Develop and implement a Facilities Management Strategy and Plan.
  • Oversee the maintenance and management of all SANRAL facilities and assets, ensuring that they meet the minimum standards for a place of employment according to the OHSA, National Treasury and other relevant regulations.
  • Manage and implement facility planning to ensure maximization of the value and return of SANRAL assets and property portfolio.
  • Provide an effective and efficient real estate management service across all offices including 9 provincial offices.
  • Ensure that all facilities services are added to procurement plan.
  • Identify potential disruptions to core business operations and develop recovery plans.
  • Participate in business continuity planning.
  • Develop and implement the Facilities Operations and Logistical Services Plan.
  • Develop policies and procedures to ensure effective and efficient facilities operations and logistical services.
  • Ensure compliance with relevant statutory legislation and requirements (i.e., Health & Safety, SASRI Act, B-BBEE, etc).
  • Develop and implement contingency plans regarding what needs to be done if certain situations occur, such as equipment breaking down unexpectedly.
  • Plan future requirements regarding SANRAL facilities and liaise with decision-makers to determine the best upgrade paths for equipment and infrastructure.
  • Develop maintenance plans for replacements and repairs. Plan for any necessary replacements and repairs, scheduling necessary maintenance to minimize disruption to business operations and its employees.
  • Facilities contract management and administration:
  • Manage contracts with vendors. Oversee the contract management portfolio and implement clear guidelines and specifications for execution in all SANRAL offices across 9 provinces.
  • Develop and performance manage vendor contracts. Work very closely with vendors to ensure that the maintenance and repairs are performed to the right standard, quality and budget.
  • Develop proforma procurement documentation for each service to be rendered e.g. cleaning, pest control, hygiene, HVAC, lifts, electrical, gardening & irrigation, waste recycling for all SANRAL facilities i.e. offices, toll plaza’s, weighbridges, etc.
  • Coordinate acquisition, management and disposal of plant, equipment and land.
  • Ensure management of asset register and report to Finance on asset losses.
  • Ensure tender documentation are prepared for contracting facility services.
  • Manage contractor and vendor relationships.
  • Oversee management of agreements continuously to improve relationships with stakeholders and maintain service standards.
  • Manage and review service contracts regularly to ensure facility management needs are being met and Service Level Agreements are adhered to.
  • Ensure attendance of queries and challenges from service providers with regards to SLA’s.
  • Ensure contracts and required facility documentation are stored and maintained in SANRAL’s record management system.
  • Ensure capturing of required employment data for service providers.
  • Ensuring that the facility is operating as it should daily. Responsible for daily inspections and communicate directly with decision-makers to ensure that the business is running smoothly every day.
 
Space Planning, Accommodation and Resource Utilization:
  • Plan the allocation of office space utilisation and monitor the compliance pertaining to Occupational Health and Safety Standards and applicable legislations.
  • Monitor Office Space Planning continuously and optimally exploit available space to meet the needs of internal stakeholders.
  • Analyse the property portfolio and influence the internal environment through the appropriate accommodation management and utilization.
  • Perform research on best practices in accommodation and space planning processes to keep abreast with international practices.
  • Manage all Facilities related matters for Head Office, CoC, 9 Provincial offices including negotiations with Landlords and signing of lease agreements.
  • Ensure that SANRAL facilities meet health and safety regulations and are compliant with legislation.
  • Enhance the utilisation of facilities resources through continuous maintenance and, interaction with end-users and service providers.
  • Ensure procurement of facilities management systems are identified and procured to improve efficiencies.
