The National Library of South Africa wishes to make the following appointment at its Pretoria Campus: 
 
MANAGER: FINANCE 
Reference Number: 01/09/2021 
Salary scale: R 644 148.00 - R 752 021.00 Total Cost-to-Company 
 
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific, and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. 
 
The NLSA invites applications from suitably qualified persons for appointment on a permanent basis, as Manager: Finance. The successful individual will be based at the Pretoria Campus but will work across both the Pretoria and Cape Town Campuses. The successful candidate will report to the Director: Finance and Supply Chain Management.

KEY AREAS OF RESPONSIBILITY: 
 
Effective Budget and Financial management. 
• Review the preparation of the annual budget 
• Preparation of MTEF template 
• Monitor monthly, quarterly and annual spending 
• Cash flow management 
• Assist with preparation of the Strategic Plan and Annual Performance Plan (APP) for the Finance Section and participate in strategic planning sessions 
• Review the General Ledger accounts, checking that all monthly payments are allocated correctly 
• Approve all creditors, debtors, payroll and general journals before they are updated 
• Review payments and payroll for approval 
• Approve all recons (namely cashbook, payroll, investment accounts, debtors, creditors, assets) to be approved 
• Monitor users of the finance system 
• Release operator for the internet banking system 
• Interbank transfers and liaise with banks regarding bank related queries 
 
 
Financial reporting 
• Prepare consolidated Management Reports 
• Preparation of National Treasury’s quarterly reporting template 
• Assist with the preparation of motivations for budget re-allocation to correct budget variance 
• Prepare quarterly reports for NLSA and Conditional Grants for approval by the CFO 
• Preparation of Annual Financial Statements in National Treasury’s AFS template 
 
Asset management 
• Approve asset reconciliation 
• Useful life and residual value assessments and reviews 
• Ensure depreciation is correctly calculated / applied 
 
Audit Process Management 
• Assist with preparation for Audits by Internal and External Auditors 
• Prepare a schedule of account balances for audit purposes (working paper file) 
• Attend and resolve audit queries raised by Auditors 
 
Review and Development of Policies 
• Assist with revision of financial policies and procedures 
 
Team Supervision and Management 
• Ensure employee development and training 
• Promote employee discipline through instituting disciplinary or other corrective actions where necessary 
 
Risk Management 
• Ensure that all finance staff are aware of risks identified as per the Risk Registers 
• Ensure that there are processes in place to mitigate / reduce risks identified as per Risk Register 
• Ensure that risks identified has a risk owner 
• Ensure that there are controls in place to curtail the incorrect classification of expenditure item 
 
MINIMUM EDUCATION QUALIFICATIONS AND EXPERIENCE 
• BCom Degree in Accounting or related field (NQF 7) 
• Post graduate degree or CA(SA) will be an added advantage 
• Signed off SAICA articles 
• Five years of experience in public sector financial management 
• Three years of supervisory experience 
• Knowledge of the PFMA; Treasury Regulations; GRAP, Supply Chain Management Framework; and the PPPFA 
• Experience working with both Internal and External Auditors 
• Working experience with SAP, CaseWare or any other accounting system
