The National Library of South Africa wishes to make the following appointment at its Pretoria Campus:
CHIEF FINANCIAL OFFICER
(5 Year Fixed Term Contract)

Salary Scale: R 1 251 183.00 all inclusive
The objectives of the National Library of South Africa (NLSA) are to contribute to socio-economic, cultural, educational, scientific and innovative development by collecting, recording, preserving and making available the national documentary heritage and promoting an awareness and appreciation thereof, by fostering information literacy, and by facilitating access to the world’s information resources. The NLSA employs approximately 200 employees.
We are inviting applications from suitably qualified persons for appointment on a five-year performance based fixed term contract. The successful candidate will report to the Chief Executive Officer.
The Chief Financial Officer (CFO) will ensure that effective financial controls are in place; play an active role in risk management; account for financial success; asset management; and compliance with all financial regulations.
KEY REQUIREMENTS
• B. Com Hons Degree or equivalent qualification
• A SAICA CA registration, RGA or ACCA is required
• At least 5 to 10 years of management experience in Financial Management
• Sound experience in preparing Annual Financial Statements and implementing the Public Financial Statements
• Thorough knowledge of the Public Finance Management Act, Treasury Regulations and Supply Chain Management Regulations
• Experience in working with both internal and external auditors
• Ability to analyse financial information
• Knowledge of PFMA, GRAP, IFRS, GAAP, Income Tax Act and other statutory requirements
• Knowledge of good governance
• Policy development experience
• Experience in the preparation and management of the annual budget for an organisation
• Experience in the preparation and presentation of reports to those charged with governance
• High level people management, conflict management and dynamic problem solving skills
• Advanced computer literacy in financial packages (knowledge of SAP will be an added advantage)
• Excellent verbal and written communication skills
• Valid driver’s license
KEY RESPONSIBILITIES
• Provide strategic leadership to the Finance Programme
• Co-ordinate and prepare strategic financial plans i.e. budgets and forecasts
• Provide revenue management of the NLSA
• Develop and consolidate the three year and annual budgets that support the overall NLSA strategic plan and annual business plan
• Compile reports and financial statements for the Finance and Audits Committees and the Board
• Ensure that approved budgets are adhered to
• Plan, organise and control all of the activities of the Finance Programme, including Supply Chain Management (SCM)
• Co-ordinate and prepare all aspects of the annual operating budget, capital budget and the Medium-Term Expenditure Framework (MTEF)
• Ensure financial management reporting and compliance with deadlines
• Develop and implement financial policies for the NLSA
• Ensure compliance with PFMA, Treasury Regulations, GAAP and GRAP
• Establish and maintain appropriate internal controls
• Ensure that the NLSA complies with audit requirements through correct application of accounting standards and policies
• Put in place strategies, controls and processes that will drive the NLSA towards achieving a clean audit
• Conduct financial analysis of current and future plans of the NLSA to ensure sustainability
• Ensure that there is adequate funding available for the NLSA to optimally implement core business operations
• Manage the assets of the NLSA
• Drive business intelligence for reporting and data interpretations
• Proactively introduce improvement opportunities in line with best practices to optimise business success
