GUIDELINES TO APPLICANTS

2. Response Email addresses of the relevant HR representative and or Region is supplied at the end of each regional adverts. To create, process and expedite all orders for internal customers as per approved requisitions on the Oracle ERP system in accordance with procurement policy. 
 
Key Job Responsibilities 
■Ensure all requisitions are being converted into purchase orders timeously according to the standard procurement procedure ■Measure supplier performance by following up [in writing or telephonically] on overdue orders on a weekly and monthly basis and generate reports for the procurement supervisor ■Have supplier data packs completed by new suppliers and have information captured on Oracle by Procurement [Data Management] ■Address constraints and delays by proactively communicating the procurement requirements with the internal and external customers ■In regions where needed, to place request for quotes (RFQs), contractors or source quotations for equipment below the cut off amount as per specification from end-users and to award such RFQ / quote to the lowest bidder/tenderer and/or to conclude a contract as per NHLS functionality evaluation and processes ■Perform general procurement administration, e.g. ensuring that all documents are printed and filed for record and audit purposes, etc. ■Clean up of the system by closing open orders in accordance to procedure ■Compile monthly and quarterly reports ■Report non-conforming suppliers to Corporate Procurement to enable them to blacklist companies as and when required in accordance with the National Treasury Regulations. 
 
Minimum Requirements and Key Competencies

To analyse NGS HIV drug resistance data and apply molecular epidemiology and bioinformatics techniques to describe and characterize HIV Drug Resistance in a study population. 
 
Key Job Responsibilities 
■Analyze and report data, in particular, related to bioinformatics analysis of HIV drug resistance and mutational analysis ■Perform basic and advanced analysis and interpretation on data produced from Next-Generation Sequencing systems ■QC (phylogenetic analysis) ■Develop appropriate tools and pipelines and improve existing tools in order to optimize and enhance the provision of HIV drug resistance surveillance services ■Work closely with researchers and collaborators to generate/provide data analysis reports, project reports and perform custom analysis as requested ■Contribute to the formal teaching and assessment of post-graduates to ensure that their knowledge and understanding of bioinformatics is met ■Responsible for overseeing and monitoring software tools and data resources ■Establish strong collaborative links with experts in the area of bioinformatics. 
 
Minimum requirements and Key Competencies

To promote, build expertise and provide high-level bioinformatics solutions to all NICD users involve in both surveillance and research activities
 
Key Job Responsibilities 
■Engage with NICD users and assist with next-generation sequencing (NGS) data analysis ■Perform basic and advanced analysis and interpretation on data produced from next generation sequencing systems (e.g. Illumina, PacBio or Ion torrent platforms) as well as develop, improve, modify, and operate data analysis pipelines ■Conduct and initiate research in the area of NGS data analysis ■Work closely with researchers and collaborators to generate/provide data analysis reports, project reports and perform custom analysis as requested ■Participate in training employees or staff with bioinformatics skills and build confidence amongst users to analyze and understand their own data resulting in improved and effective research outcomes ■Perform a total Data Quality Management of the facility which involves the implementation and monitoring of systems to ensure accurate and reliable results ■Monitor and manage bioinformatics requests or projects to ensure objectives are achieved in terms of turnaround times, cost control, quality and service ■Responsible for overseeing and monitoring of software tools and data resources to ensure smooth operation of the sequencing facility ■Develop and implement costing model for Bioinformatics solutions ■Maintain hardware and software infrastructure ■Establish strong collaborative links with experts in the area of bioinformatics.

To manage state-of-the-art High performance computing cluster (HPC) in support of the research and surveillance activities conducted at the NICD, providing computing hardware, software and networking expertise to the various research and surveillance projects at the NICD 
 
Key Job Responsibilities 
■Responsible for support, maintenance, enhancement, and expansion of the Linux-based (ubuntu, redhat and Debian OS) HPC cluster consisting of multiple cores ■Monitor user's access and usage of the system to ensure applications security around allocated functions for example segregation of functions ■Back-up servers, associated operating systems and software and ensure that these run on schedule ■Define users, responsibilities and passwords in line with business processes and Information Security policies ■Conduct user training on several applications to ensure users understand and can achieve optimal systems utilization ■ Monitor Workflow processes and resubmit those completed in error to ensure the smooth running of the system ■Third Party application in terms of Administration, troubleshooting and support, responsible for systems set - up for different modules/applications. 
 
Minimum requirements and Key Competencies 
■National Diploma or Bachelor’s degree in information technology or related field (e.g. computer systems engineering, computer science) ■Two (2) years’ experience in LINUX system administration ■Knowledge of Linux systems, kernels, and architectures of HPC systems, networks and large-scale storage systems ■Knowledge of software management and compilation under Linux OSs and their optimization for HPC environments. ■ Fluency in two or more programming languages and environments used in research computing such as Bash, Python, C/C++, R, Java, Tensorflow, PyTorch, Jupyter Notebooks, Rstudio Server, and Matlab ■ Experience configuring and fine-tuning job schedulers and resource managers (Slurm, PBS, etc.) ■Ability to work under pressure with minimal supervision ■Ability to optimize processes to achieve maximum efficiencies ■Time management skills ■Report writing skills ■Computer literacy ■Planning and organizing ■Interpersonal skills ■Management and administrative skills.

To use data warehousing and business intelligence skills to technically assist the corporate data warehouse in delivering value to stakeholders through the optimised processing of data into data marts that will support analytics and BI Reporting. 
 
Key Job Responsibilities 
■Develop and maintain new and existing data marts and ETL processes which enable the acquisition of source system into CDW ■Ensure integrity of data from the source systems into the respective marts in the CDW to ensure accuracy of the reporting from CDW ■Develop new functionality in order to support the broader stakeholder business intelligence ■Assist in the development and maintenance of business intelligence back end processes in order to provide the foundation for data transformation and data cleansing ■Assist with data aggregation in order to optimize performance and improve end user experience ■Support the collection, integration and transformation of large volumes of data with data structures ranging from simple to highly complex in order to process the laboratory information ■Utilize methods in the data integration environment that maximise speed flexibility and effectiveness when building, deploying and updating data warehouse objects ■Liaise with users, analysts and support staff in order to maximise the efficiencies of the CDW team ■Collaborate or actively test new development to ensure accuracy of information ■Mentor junior members of the team.

Key Job Responsibilities 
■Receive queries and ensure that they are resolved timeously ■Work as part of a team based at the Centre for Respiratory Diseases and Meningitis to facilitate sound administration on assigned projects ■Comply with reasonable request from the line manager ■Assist with travel arrangements for the centre ■Facilitate proper reporting-management and report writing ■Responsible for ensuring that all new staff in the Centre will be received and inducted into the Centre provided with the resources required to fulfil their position (e.g. computer, office space, pin codes and pass cards) ■Keep and maintain efficient administrative support to the Centre to ensure maximum efficiency and smooth running of the centre including review and approval of office/laboratory supply acquisitions ■Handle general incoming and outgoing correspondence, (telephone, email, fax etc.) including taking any necessary action and maintaining accurate records ■Develop and maintain relationships with key stakeholders within NICD NHLS, the study sites, and other relevant organisations in order to improve administrative processes, communications and information flows ■Responsible for organizing local and international meetings and workshops from conception through to completion, including liaison with international coordinators/ budget holders, suppliers and venue; also including liaison with participants and organising travel and accommodation ■Perform routine administrative (minute taking, filling, faxing, follow up on outstanding issues etc.) duties for the centre to ensure that the centre operates smoothly ■Receive and distribute courier parcels to ensure that the courier deliveries are efficiently distributed within the division ■Prepare operational reports and schedules, formatting and compiling monthly/ project reports to ensure efficiency and to collate documents and make sure they get handed in on time.

To perform laboratory testing to diagnose disorders and diseases, and detect pathogens. 
To be concerned with basic and applied research in line with the strategic objectives of the centre and NICD, in order to improve knowledge and provide conceptual thinking and understanding of health-related issues. 
 
Key Job Responsibilities 
■Perform appropriate laboratory tests in order to optimize and enhance the provision of diagnostic and surveillance services ■Assist in troubleshooting related to laboratory testing in order to solve problems timeously and to avoid unnecessary delays in provision of test results ■Contribute to total quality management of the laboratory to ensure accurate and reliable results ■Conduct relevant research (basic and applied) that promotes departmental interests in order to gain new knowledge and improve understanding in line with the NICD’s goal of becoming a world-class public health institute and research organization. 
 
Minimum requirements and key competencies
