NATIONAL ENERGY REGULATOR (NERSA)
The National Energy Regulator (NERSA) is a regulatory authority established as a juristic person in terms of Section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, piped-gas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part-time and four are full-time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.
The Energy Regulator wishes to recruit personnel with appropriate competencies in the following areas:
Position: Senior Engineer: Network Access
Department: Electricity Infrastructure Planning (EIP)
Salary package: R922 918.00 – R1 194 873.00 per annum (CTC)
Reference: HR 22/20
Requirements: * A BSc (Eng.) Electrical Engineering Degree or equivalent and Registration as a Professional Engineer will be advantageous * Minimum of Six (6) years’ experience in the Electricity Supply Industry (ESI) * Knowledge of and experience in transmission and/or the distribution environment.

Purpose: Reporting to the Head of Department: Electricity Infrastructure Planning (EIP), the incumbent will promote sustainable development and operation of the electricity supply infrastructure in South Africa, the use of diverse supply- and demand side resources and facilitate investment in the industry.
Key responsibilities: The successful incumbent will: * Formulate, coordinate and/or assist with the development of regulatory policies, Grid Codes, standards, procedures and guidelines for efficient development and operation of the Electricity Supply Industry (ESI) * Timely provide assistance to the Minister for purposes of developing and monitoring the implementation of the of the Integrated Resource Plan (IRP) * Assist Government with the development of power procurement programs * Advise government on the most appropriate process to ensure that future generation capacity is available to meet the demand * Facilitate the conclusion of an agreement to buy and sell power (PPA) between a generator and a purchaser of electricity * Formulate regulatory methodologies and processes for the evaluation, approval and monitoring of major capital investments in the Electricity Supply Industry (ESI) to ensure adherence to NERSA and government objectives and policies for capital investment in the Electricity Supply Industry (ESI) * Conduct evaluation of transmission and distribution expansion plans * Development of regulatory methodologies for demand-side management, energy efficiency and renewable energy resources * Evaluate applications for power generation licences from technical, financial and economical viewpoint as well as compliance with NERSA standards and regulations.
Position: Senior Engineer: Generation /Transmission
Department: Electricity Infrastructure Planning (EIP)
Salary package: R922 918.00 – R1 194 873.00 per annum (CTC)

Requirements: * A BSc (Eng.) Electrical Engineering Degree or equivalent and Registration as a Professional Engineer will be advantageous * Minimum of Six (6) years relevant experience in generation/transmission expansion planning, technical, financial and economical evaluation of large infrastructure projects * Knowledge of the Electricity Supply Industry (ESI), Public Finance and Management Act (PFMA) and Treasury Regulations Methods and models for power generation and transmission expansion planning (Plexos, Disilent).

Key responsibilities: The successful incumbent will: * Develop regulatory methodologies for evaluation of investments in power generation/transmission to ensure achievements of objectives of NERSA and Government Objectives in the Electricity Supply Industry (ESI) * Assist with the development and implementation of the Integrated Resource Plan (IRP) as a foundation for licensing of new power stations * Provide technical assistance in development of regulatory rules and electricity prices evaluation * Timely provide assistance with developing and monitoring the implementation of medium term adequacy assessment of the country's system to ensure reliability of the electricity system in the medium term * Advise the department on the most appropriate process to ensure that future generation capacity is available to meet the demand * Assisting with the development of generator dispatch rules to ensure the accessibility of new generators into the country's electricity transmission network Evaluate applications for power generation licences from technical, financial and economical viewpoint as well as compliance with NERSA standards and regulations * Continuous monitoring of generation plants in terms of plant performance and continued compliance to ensure efficiencies in operation.

Position: Licensing Engineer
Department: Gas Licensing, Compliance and Dispute Resolution (GLC)
Salary package: R629 575.00 – R792 321.00 per annum (CTC)

Requirements: * A Bachelor’s Degree in Chemical Engineering * Minimum four (4) year’s working experience as an Engineer in a related chemical, oil and gas environment.
The candidate must be competent in the following: * Modelling and spreadsheets * High level of Computer Skills * Communication Skills (written and verbal) * Report Writing Skills * Interpersonal Skills * Analytical Skills * Time Management * Planning and Organisational Skills * Writing Skills * Presentation Skills.
Key responsibilities: Reporting to the Head of Department, Gas Licensing Compliance and Dispute Resolution the incumbent will be expected to administer and implement the relevant and applicable gas legislation and the Sasol Agreement by processing licence applications; developing and managing appropriate systems and processes for the efficient and effective regulation of the piped gas industry, the successful candidate will: * Administer the Gas Act, the associated rules and regulations, and the Regulatory Agreement regarding licensing * Conduct technical, economic, financial and legal evaluations of the piped gas industry licence applications and produce reports to aid decisions of the Energy Regulator * Assist in developing, benchmarking and reviewing the piped-gas industry licence conditions * Assist in developing the licensing part of the piped gas industry regulatory rules * Assist in gathering industry information and maintaining a database for the piped gas industry * Liaise and provide assistance to stakeholders on regulatory matters, and maintain proper records * Liaise with other statutory bodies to gather Geographic Information System data for licensing piped gas activities * Manage, maintain and implement the piped gas Geographic Information System * Provide support to the HOD and conduct ad hoc activities assigned by the HOD.
