 MICT SETA seeks to employ a suitably qualified and competent Senior Manager: Monitoring and Evaluation, responsible for monitoring and evaluating MICT SETA programmes and initiatives and measuring the quality, relevance and impact thereof ensuring alignment to legislative requirements and the mandate of the MICT SETA. 
 
The successful incumbent will be based at MICT SETA Head Office, in Midrand and will report to the Chief Executive Officer. 
This is a permanent position aligned to the Government Gazette No. 375 dated 7 March 2019. 
 
 
MINIMUM REQUIREMENTS: 
 Bachelor’s Degree in Information Management / Business Management or Equivalent
 Minimum of 8 years working experience in monitoring, evaluation and reporting, with at least 3 years at management level. 
 Knowledge of the Skills Development Act and National Skills Development Strategy 
 Knowledge of Department of Higher Education & Training (DHET), National Treasury, Auditor General Performance Audit and SETA processes 
 Project Management 
 Knowledge monitoring and evaluation methodologies and techniques 
 Data management 
 The successful applicant shall be subject to personal vetting which will include background checks 
 
KEY PERFORMANCE AREAS: 
Monitoring and Evaluation
 Participate and contribute in the development of the strategic and annual performance plans. 
 Design and implement monitoring and evaluation framework and tools to enable accurate monitoring and evaluation of organisational programmes. 
 Develop monitoring and evaluation plans for the entire organisation in line with the relevant frameworks and best practice. 
 Develop and review monitoring, evaluation and reporting policies and procedures. 
 Build M&E capacity and knowledge within the organisation. 
 
 
Oversight on the effectiveness and impact of Programmes 
 Provide strategic and governance oversight and direction for the SETA as a whole and that desired performance outcomes and impact are achieved. 
 Coordinate and analyse organisation-wide monitoring and evaluation reviews to assess progress against predetermined objectives and other organisational standards. 
 Facilitate the implementation of remedial action as and when required. 
 
Management of Performance Information and Monitoring 
 Collate organisational performance information results, indicators, baselines and targets to keep track of the changes and progress attained. 
 Evaluate, test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework. 
 Manage implementation of projects within own area of responsibility. 
 
Reporting 
 Design and facilitate the implementation of monitoring and evaluation reports. 
 Audit performance information report in accordance with the performance management and reporting framework. 
 Prepare the annual performance information report and performance reporting in line with statutory reporting principles, i.e. DHET, Auditor General, National Treasury Regulations. 
 Prepare monthly and quarterly performance reports of the qualitative and quantitative achievements of each Programme. 
 Provide management reports so that internal and external stakeholders are informed of performance progress as per organisational requirements. 
 
Leadership 
 Develop and manage the operational plans of the business unit and ensure implementation and monitoring thereof. 
 Create a culture within M&E that is alert to opportunities to optimise efficiencies across people, process and programmes. 
 Manage key performance areas of directly reporting staff members to ensure achievement of the agreed objectives. 
 Review the performance of management information systems to aid in identification of changes and areas of improvement.
