NATIONAL ENERGY REGULATOR (NERSA)
The National Energy Regulator of South Africa (NERSA) is a regulatory authority established as a juristic person in terms of section 3 of the National Energy Regulator Act, 2004 (Act No. 40 of 2004). NERSA’s mandate is to regulate the electricity, pipedgas and petroleum pipeline industries in terms of the Electricity Regulation Act, 2006 (Act No. 4 of 2006), Gas Act, 2001 (Act No. 48 of 2001) and Petroleum Pipelines Act, 2003 (Act No. 60 of 2003). The structure of the Energy Regulator consists of nine members, five of whom are part time and four are full time, including the Chief Executive Officer (CEO). The Energy Regulator is supported by a secretariat under the direction of the CEO.
NERSA wishes to recruit personnel with appropriate competencies in the following areas:
PROGRAMME MANAGER
Division: Petroleum Pipelines Regulation
Package: R959 834.00 – R1 242 668.00 per annum (CTC)
Reference: HR 12/22
Requirements: * A Bachelor’s Degree in Engineering, Business, Project Management or a related field * Relevant Project Management Certifications such as PMBOK, Project Management Professional (PMP) Certification or Certified Associate in Project Management (CAPM) will be an advantage * Minimum Five (5) years working experience in Project Management * Experience in the energy industry (experience in the regulatory environment and the petroleum sector would be an added advantage) * Experience in Microsoft Office such as MS Project, Excel, etc * Knowledge of the regulatory environment, the energy sector and the petroleum sector * Experience in programme / project management * Strong familiarity with project management software tools, methodologies, resource mobilization and best practices.

Purpose: Reporting to the Executive Manager: Petroleum Pipelines Regulation, the incumbent will be responsible for planning, coordinating, and implementing projects within the decided-upon budget, timelines, and scope in the Petroleum Pipelines Regulation (PPR) Division of NERSA.
Key responsibilities: the successful incumbent will:- * Solicit and harvest ideas to initiate projects * Determine and define project scope and objectives * Predict resources needed to reach objectives and manage resources in an effective and efficient manner * Prepare budget based on scope of work and resource requirements * Track project costs in order to meet budget * Develop and manage a detailed project schedule and work plan * Provide project updates on a consistent basis to various stakeholders about strategy, adjustments, and progress * Manage contracts with vendors and suppliers by assigning tasks and communicating expected deliverables * Utilize industry best practices, techniques, and standards throughout entire project execution * Monitor progress and make adjustments as needed * Measure project performance to identify areas for improvement.

ADMINISTRATOR
Department: Electricity Licensing, Compliance and Dispute Resolution
Package: R228 578.00 – R308 783.00 per annum (CTC)
Reference: HR 13/22
Requirements: * Administrative or Secretarial Diploma Minimum * Three (3) years working experience in an office environment.
The candidate must be competent in the following: * Good (written and verbal) Communication Skills * Time management Skills * Minute-taking Skills * Computer Literacy.
Purpose: Reporting to the Head of Department, Electricity Licensing, Compliance and Dispute Resolution (ELC) the incumbent will responsible for providing administrative support to the Head of Department: ELC and the ELC Department Staff.
Key responsibilities: the successful incumbent will be:- * Planning and execution of the entire process that will lead to compliance by licensees * Recording the receipt of licences and track progress on their processing * Assisting with the collection of information on Electricity Industry * Arranging and coordinating internal and external meetings of the department * Providing information to assist internal and external clients on Electricity matters * Administering of requisitions books and following up to ensure that invoices are processed * Arranging travel and related arrangements for staff in the department * Following up on submissions and letters sent to Chief Executive Officer (CEO), Full Time Regulator Member (FTRM) and Executive Manager (EM) for either approval or comment * Administering of leave and providing information related to the Department * Assisting with the general administrative duties as and when requested.
