NATIONAL CREDIT REGULATOR (NCR)
 
The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. 
 
The NCR invites applications from suitable candidates for the following positions:
 


SUPERVISOR EDUCATION AND COMMUNICATIONS (ERRATUM)
Paterson Grade: D-Lower
Salary ranges from R405 200 – R769 900 maximum
Requirements:
The successful candidate must hold a relevant National Diploma/Degree in Communications, Marketing, Public Relations, Public Administration or equivalent with at least 5 years working experience of which 2 years should be at a supervisory (middle management) level. Experience within the financial and/or credit and public sector environment will be an added advantage.
 
Duties:
 Contribute to the development of the NCR’s strategic objectives in relation to the education and communication mandate.
 Implement the NCR’s strategic objectives and the operational performance plan of the education and communications department.
 Contribute to the development of the Education and Communications Strategy and ensure implementation.
 Provide oversight and guidance on the entire operations of the department.
 Delegate duties to team members and give direction on execution.
 Maintain and monitor implementation of departmental policies and procedures as well as applicable timelines.
 Develop standard operational procedures aligned to the applicable policies that support the operations of the department.
 Monitor performance of the department and team members against the set targets and proactively advise on areas of improvement.
 People and departmental performance management.
 Budget and risk management.
 Provide relevant reports as and when required.
 Develop and maintain effective stakeholder relations to contribute to the effective operation of the department and organisation.
 Monitor and evaluate performance of the various service providers contracted to the department.
 Conduct media interviews.

COMPLAINTS OFFICER X2
Paterson Grade: C-Lower
Salary Ranges from: R159 100 – R302 200 maximum
 
Requirements:
▪ The successful candidate must have a degree in commerce, finance and or legal and at least 2 years’ experience within a commercial/ credit environment.
▪ Certificate in Debt counselling will be an added advantage.
 
Duties:
▪ Effectively evaluate complaints relating to allegations of non-compliance with the National Credit Act.
▪ Implementing an in-house complaints handling process in accordance with the departmental policies and procedures.
▪ Evaluating complaints, provide and maintain a high level of quality work.
▪ Report Writing.
▪ Establish and maintain good relations with internal and external key stakeholders.
▪ Participating in team activities aimed at improving customer satisfaction and business performance.
 
Knowledge:

CASHBOOK CLERK
Paterson Grade: B Upper
Salary Ranges from R103 300 – R185 900 maximum
 
Requirements:
The candidate must have a relevant 3-year tertiary qualification in Finance with at least 2 years’ relevant experience.
 
Duties:
• The overall maintenance of the cashbook and suspense account.
• Clearing of suspense account.
• Capturing of deposits and payments to correct accounts.
• Performing weekly and monthly bank reconciliations.
• Process invoices, credit note and debit notes relating to applications, new registrants, window decals, additional branches and replacement certificates
• Creating debtors’ accounts and overall maintenance of the debtor account
• Reporting on cashbook weekly and monthly reconciliations of the suspense account
• Confirmation of payments received for new registrations, additional branches, window decals and replacement certificates.
• Ensure adherence to relevant statutory requirements, policies and procedures.
• Identify and implement mitigating controls as per the operational risk register.
• Filing
• Be able to attend to any ad hoc tasks that may be requested relating to accounts receivable.
• Attend to internal and external audit requests.
 
Knowledge:
• PFMA and Treasury Regulations.
• Knowledge of financial processes.
• Knowledge of accounts payable and accounts receivable business processes.
• Knowledge of financial computer systems.
• Knowledge of bank reconciliations.
• Knowledge of Great Plains will be an added advantage.
 
Skills:
