NATIONAL CREDIT REGULATOR (NCR)
 
The National Credit Regulator (NCR) was established as the regulator under the National Credit Act 34 of 2005 (the Act) and is responsible for the regulation of the South African credit industry. It is tasked with carrying out education, research, policy development, registration of industry participants, i.e. credit providers, credit bureaux, alternative dispute resolution agents, payment distribution agents and debt counsellors, investigation of complaints, and enforcement of the Act.
 
The Act requires the NCR to promote the development of an accessible credit market, particularly to address the needs of historically disadvantaged persons, low income persons, and remote, isolated or low density communities. 
 
The NCR invites applications from suitable candidates for the following positions:

ICT SENIOR: PROJECTS
Paterson Grade: D-Upper
Salary ranges from R 646 500 – R 1 228 400 Maximum
 
Requirements:
 The successful candidate must hold a Bachelor Degree or National Diploma, with a minimum of Ten (10) years ICT experience with at least four (4) years leadership experience in managing IT Infrastructure and data teams.
 Knowledge of the financial services sector.
 PMP / PRINCE II Certification is essential.
 Certification in Governance of Enterprise IT (CGEIT), COBIT, ITIL
 
Duties:
 Provide leadership, coordination and management of the PMO processes and functions for the NCR
 Manage the programme scope, define deliverables, obtain consensus, manage stakeholder
expectations and participate in Bid Specification and Bid Evaluation Committees as and when required
 Represent the ICT at all relevant committees and podiums
 Drive ICT Service Management strategies and policies and participate in the review process
 Implementation of project specific systems
 Manage implementation of Change control performance
 Manage the release and deployment of ICT solutions into the organisation
 Manage ICT service level agreements
 Budget planning, allocation and monitoring of expenditure in accordance with objectives and in line with Public Finance Management Act, Treasury Regulations and relevant policies
 Manage, coordinate and oversee projects of the Applications Maintenance; Applications Testing; Applications Development and Applications Release to ensure that ICT Applications team function effectively and efficiently
 Performance management of the assigned team to ensure objectives are achieved
 
Knowledge:
 Knowledge of ICT management frameworks, architecture and strategy
 Knowledge and understanding of the System Development Life Cycle ( SDLC)
 Knowledge of legislation impacting on, and influencing the functioning of the organisation and ICT (e.g. POPI, Cyber Security)
 Project Management
 COBIT, ITIL, PRINCE2 frameworks knowledge.
 Database design and implementation of Microsoft environment
 Expect understanding of application integration techniques in Microsoft Windows environment
 Public Finance Management Act and related procurement processes
 
Skills:
 Development of functional and design specifications.
 Development of detailed User Acceptance specifications of applications.
 System Development.
 Conflict resolution and negotiation skills.
 Strong interpersonal and professional ethics.
 Research, interpretation and presentation skills.
 Risk planning and management.

SENIOR COMPLAINTS OFFICER
Patterson Grade: C Upper
Salary Ranges from R253 900 – R482 400
 
Requirements:
The successful candidate must hold a relevant three (3) year degree in legal or commerce, with a minimum of 3 years working experience in financial, legal, credit or regulatory environment.
Debt counselling certificate will be an added advantage.
 
Duties:
 Handle complex general and debt counselling complaints in accordance with the National Credit Act
 In line with the NCA, advise on enforcement action to be taken when necessary
 Effective Complaints handling process implementation
 Monitoring of complaints and making sure the team adheres to internal policies and procedures
 Provision of continuous support to supervisor and Manager
 Populate and update complaints management systems
 Monitoring of trends in the credit industry and providing recommendations on interventions to be undertaken by the complaints department
 The candidate will also be responsible for staff and functional management, compilation of reports and relationship/ stakeholder management
 Providing continuous support and training to internal and external stakeholders on the Act and related legislation
 The successful candidate may be expected to perform the aforementioned duties under extreme pressure and may be required- to work overtime depending on the workload
 
Knowledge:
 Good knowledge of the National Credit Act
 Understanding of the South African Credit Market
 Complaints resolution processes
 General understanding of Debt Counselling processes

JUNIOR INSPECTOR - INVESTIGATION AND ENFORCEMENT
Paterson Grade: C-Lower
Salary ranges from R159 100 – R302 300 maximum
 
Requirements:
Education
 The successful candidate must hold a 3-year legal degree, investigations related degree or an equivalent qualification.
Additional
 A valid code B driver’s license, 3 - 5 years’ experience is essential
 
Duties:
 Conducting investigations and monitoring of compliance with the National Credit Act.
 Drafting investigation mandates.
 Conducting research and collating information.
 Interviewing witnesses.
 Providing information in order to obtain search warrants.
 Attending to affidavits in support of warrants.
 Assessing evidence.
 Drafting investigation reports.
 Keeping up to date with the latest relevant decisions of tribunals and courts.
 Continuous improvement.
 Appearances before a Court or Tribunal upon being subpoenaed.
 
Technical skills:
 Excellent report writing ability.
 Evaluative and problem solving skills.
 Ability to apply law to facts.
 Good Computer skills.
 Understanding of the South African consumer credit market.
Personal competencies:
 Presentable, professional and confident.
 Must be able to work in a team oriented environment.
