VACANCY
 
DIRECTOR: CORPORATE SERVICES
The incumbent will be the Head of Corporate Services and reporting to the Municipal Manager. The appointment will be a five year fixed term employment contract, and will be made in terms of section 54A and 56 of the Local Government: Municipal Systems Act No. 32 of 2000, and will be subject to the signing of an annual performance agreement and disclosure of business and financial interests. The Council will conduct security vetting on shortlisted candidates.
 
SALARY: All-inclusive total remuneration package will be in terms of Government Gazette No. 42023, Notice 1224 of 08 November 2019 for Upper Limits of total Remuneration Packages payable to Municipal Managers and Managers directly accountable to Municipal Managers (i.e. Minimum: R 781 460; Midpoint: R 868 290; and Maximum: R 955 118, since Mpofana is a Category 1 Municipality)
 

REQUIREMENTS
• Applicants must be in possession of an appropriate Bachelor's Degree in Public Administration/ Management Services/Law or equivalent;
• A relevant postgraduate qualification will be an added advantage,
• A minimum of 5 relevant years’ experience at middle management level, preferably within local government environment;
• Candidates should undergo competency based assessments;
• Computer Literacy in MS Office packages;
• A valid *EB" driver's license;
• Certificate in Municipal Finance Management (MFMP) or Certificate Programme in Management Development (CPMD) or be registered with a recognised tertiary institution, as required in terms of Government Gazette No.29967 Notice R493 of 15 June 2007, as required by MFMA; and
• A person who does not meet minimum competency levels in unit standards will be given an opportunity to attain the minimum competency levels within 18 months from the date of appointment.
 
Knowledge, skills and Competencies
• Good knowledge and understanding of all relevant government legislation and policies, including relevant regulations etc;
• Good knowledge and understanding of institutional governance systems and performance management;
• Good knowledge of corporate support services, including: Human Capital Management; Legal Services; Facilities Management; Information Communication Technology and Council support;
• Good knowledge of supply chain management regulations and Preferential Procurement Policy; good governance; Labour Relations Act and other related prescripts
• A good track record in employee relations management and understanding of all local government collective agreements;
• Track record in the preparation, implementation and management of strategic plans, policies, procedures, business plans and budgets
• Proven ability in the preparation and implementation of internal controls and systems to ensure sound governance;
• Excellent analytical, organizational and interpersonal skills;
• Excellent written and verbal communication skills;
• Ability to work under pressure and adhere to tight deadline;
• Must have good verbal and communication skills; and
• Must be goal driven, a team player, a problem solver and innovator.
 
Key Performance Areas:
• Assuming, performing and discharging all obligations delegated by Council and /or the Municipal Manager,
• Providing strategic leadership, managing the human capital and administration of the municipality;
• Management of employee relations in order to ensure a cordial employee relations environment;
• Management of legal services in endeavours to minimize the municipality's exposure to legal risks;
• Managing the Departments budget, human capital and assets;
• Managing all the facilities and fleet of the municipality;
• Managing the records of the Municipality and information technology;
• Provide strategic support to the Municipal Manager;
• Managing the Corporate Services Department including human resources, and ensuring that a high level of customer service is achieved and maintained, consistent with the principles of Batho Pele.

REQUIREMENTS
• Applicants must be in possession of B.Sc. Civil Engineering/B. Tech Civil plus Pr Eng or Pr Tech Engineering;
• Registration as a Professional Engineer with the Engineering Council is a pre-requisite;
• A relevant postgraduate qualification will be an added advantage,
• A minimum of 5 years relevant experience at middle management level or as project/programme manager, preferably within local government environment;
• Extensive practical experience in Engineering, Municipal Infrastructure such as roads, bridges etc;
• Knowledge of Municipal Infrastructure fund programmes and reporting thereof; Proven ability to manage and implement extensive infrastructural development programmes across a vast rural area;
• Candidates should undergo competency based assessments;
• Computer Literacy in MS Office packages;
• A valid "EB" driver's license;
• Certificate in Municipal Finance Management (MFMP) or Certificate Programme in Management Development (CPMD) or be registered with a recognised tertiary institution, as required in terms ofGovernment Gazette No. 29967 Notice R493 of 15 June 2007, as required by MFMA; and

• Identify and define the immediate, short and long-term plans associated with the Technical Services Department.
• Direct and control performance of personnel within the Technical Services Department.

• Manage the formulation of specific contract and tender documents and control contractual obligations.
• Direct and control the professional, technical and operational outcomes associated with the functions related to Technical Services.
• Disseminate functional and operational information on the immediate, short-and long-term and current development, problems and constraints.
• Ensuring that information, advice and opinions on relevant matter is made available and/or communicated through the various mediums and accurately interpreted through the provision of adequate and clear explanations.
• Ensuring that critical performance indicators are identified and specific measures established to enable and guide the department to plan, manage and /or prioritise outcomes accordingly.

The Council will conduct security vetting and verification of qualifications on shortlisted candidates.

• Must have proven successful institutional transformation within the public or private sector;

KEY PERFOMANCE AREAS:
• Assuming, performing and discharging all obligations delegated by Council and /or the Municipal Manager;
• Managing the Economic Development and Community Services Department; and ensuring that a high level of customer service consistent with the Batho Pele principles is achieved and maintained;
• Managing the Department's budget, human and asset capital and assets;
• Provide strategic support to the Municipal Manager;
• Produce and / or facilitate the creation and implementation of productive LED strategies;
• Managing all economic development initiatives for the Municipality and ensuring sustainable economic development and tourism;
• Managing all social development initiatives and community services, and also ensure sustainable development within jurisdiction of the Municipality;
• Overseeing traffic and safety law enforcement;
• Managing the establishment of youth and enterprise development initiatives;
• Providing strategic leadership, managing the human resources, physical resources and managing administration of the department;
• Overseeing the efficient running of the department; and
• Managing the provision of effective library services.
