The Council seeks to make the following appointment.
CHIEF FINANCIAL OFFICER (FIVE YEAR FIXED TERM CONTRACT): Ref. CFO/11/2023
The incumbent will report to: Chief Executive Officer
Purpose:
Reporting to the CEO, you will provide strategic leadership in financial and supply chain management in ensuring financial sustainability of MHSC to achieve its mandate through, amongst others, financial compliance, financial management and reporting and asset management.

Purpose:
Reporting to the CEO, you will provide strategic leadership in financial and supply chain management in ensuring financial sustainability of MHSC to achieve its mandate through, amongst others, financial compliance, financial management and reporting and asset management.
Minimum requirements:
- Postgraduate Degree in Finance / Accounting.
- Certified Chartered Accountant (CA(SA)).
- Four (4 years) of experience within a CFO role.
- At least 10 years’ senior management experience within Finance.
Added advantage:
- MBA/MBL/ master’s in finance /accounting.
- Professional membership with relevant institutions.
Key performance areas:
The successful candidate will be responsible for, but not limited to the following:
- Develop and workshop procurement practice guide.
- Pilot the SCM guide as developed through the process mapping project.
- Conduct monthly reconciliations of control accounts and clearance of suspense accounts.
- Define financial strategy aligned to MHSC strategy.
- Define revenue generation streams.
- Define systems and procedures that will ensure compliance.
- Ensure MHSC compliance with financial reporting and controls requirements.
- Promote and ensure compliance with best practice Financial Management and Accounting standards, regulatory requirements, governance practices and audit requirements in all accounts, ledgers, and reporting systems and ensure the implementation of the prescripts of the PFMA.
- Provide financial leadership in determining strategic business direction, acquisition, financing and longer-term strategies vital to the future performance of the MHSC.
- Develop relevant policies (accounting, practice notes, etc)
- Implement relevant accounting standards and adherence to the PFMA and Tax laws MHSC mandate.
- Measure and report on “Return in Investment” (ROI) in line with resources allocation and
- Protect and preserve the critical assets of the organisation, through developing an Asset Management Strategy, Policy and Plan
- Ensure the timely update and maintenance of the asset register.
- Ensure effective SCM in compliance with legislative framework.
- Ensure adequate assessment and mitigation of risk and compliance with applicable Supply Chain Management (SCM) regulatory and/or other legal requirements.
- Ensure vigorous adherence to procurement plan.
- Facilitate sustainable stakeholder relations, participation and partnerships
- Manage relations with banks, mining industry, academic institutions and other stakeholders research service provider within the investment community
- Ensure accurate, timely MANEX and CAPEX reports are available to all Cost Centre Managers.
- Develop and evolve the finance operating model in the Finance Business Unit as the MHSC business model continues to change while remaining efficient and effective
- Develop and performance manage human capital within the Finance Business Unit.
- Develop talent management in the Finance Business Unit disciplines as the MHSC business model continues to change while remaining efficient and effective
- Identify gaps in competencies and knowledge of financial literacy and discipline in the MHSC and recommend suitable capacitation training
- Provide guidance and mentorship to MHSC staff on budget management and financial discipline.

INFORMATION COMMUNICATION TECHNOLOGY MANAGER: PERMANENT (Ref: ICTM/11/2023)
REMUNERATION PACKAGE: R 1 096 057, 71
POSITION LEVEL 18
The incumbent will report to: Chief Executive Officer
Purpose:
The incumbent will be responsible for ICT Governance, Management of all ICT related services, operations and ICT equipment, ensuring availability and optimization of ICT services and infrastructure and ICT business continuity.
Minimum requirements:
- Degree or NQF Level 7 qualification in Information Technology, Computer Science or Information Systems.
- MCP,and/or ITIL,and/or COBIT,and/or TOGAF,and/or PRINCE2 and/or PMBOK and/or CGEIT and/or CISSP and/or CRISC.
- 8-10 years of relevant ICT experience of which five (5) years must be at a Management Level.
Added Advantage:
Honours Degree in Information Technology, Computer Science or Information Systems.
The successful candidate will be responsible for, but not limited to the following:
- Manage Information Technology Governance Framework
- Manage resources by optimising knowledge and ICT infrastructure
- Prepare ICT reports for the board/Council and relevant committee of Council
- Ensure the safeguarding of ICT assets
- Manage and maintain disaster recovery measures and to ensure business continuity of Council operations
- Align ICT objectives to MHSC strategic objectives and initiatives to ensure sustainability, effectiveness, and efficiency of Council operations
- Develop and maintain up to date ICT policies in accordance with legislative and ICT governance requirements
- Manage ICT Service Level Agreements and contracts
- Ensure effective and efficient ICT risk management
- Ensure smooth running of all ICT systems
- Prepare divisional budget and monitor spending appropriately

NOTICE AND INVITATION TO SERVE ON THE HUMAN RESOURCES REMUNERATION AND ADVISORY COMMITTEE (HRRAC) OF THE MINE HEALTH AND SAFETY COUNCIL (MHSC)
REF: HRRAC/11/23
The MHSC hereby invites applications from suitable qualified persons wishing to serve on its Human Resources Remuneration and Advisory Committee.
Requirements:
- Minimum post graduate qualification in the field of Human Resources/Occupational Development/ Labour or related fields;
- Legal background will be an added advantage;
- Appropriate experience and / or knowledge of the Public service and Public entities will be a strong recommendation; and
- Previous experience as a member of a Human Resources Committee or a Human Resources Executive in the public sector, private sector and / or public entity.
- Registration with a Professional Body is a high recommendation.
Remuneration
Committee members will be remunerated in accordance with the rates determined by the Mine Health and Safety Council from time to time. Travelling on official duty will be reimbursed at rates determined by the Mine Health and Safety Council.
Term of Office
The term of office will be three (3) years which is renewable depending on performance.
Selection Procedure
Short-listed candidates will be invited for interviews to be conducted by a panel appointed by the Council. The final appointments will be made by the Council based on the recommendation of the interview panel.
