Prime Focus:
The incumbent will be responsible for developing, implementing and delivering a best practice Supply Chain Management Service and Strategy in line with the relevant statutory requirements. He/she will be required to provide governance advice and guidance to the merSETA in relation to efficient Contract Management and Supply Chain business practices and processes.
Duties include:
• To lead the development and implementation of the merSETA’S Supply Chain framework, policies and strategies to support tendering, contracts management, spend analytics and supplier performance management
• Efficient and effective implementation of procurement provisions of the PFMA and Preferential Procurement Policy Framework Act (PPPFA)
• Ensure a professional service excellence center for utilisation by all divisions in merSETA with sound business processes in all areas of the Supply Chain Management unit
• Providing guidance to stakeholders on the interpretation of SCM procedures, application and communication sequences associated with the Supply Chain Management cycle
• Ensure that an effective SCM performance management system is developed and implemented in accordance with departmental policies and procedures and applicable legislative requirements, that measures the performance of; suppliers, the SCM unit, and the department
• Exercise audit control, including assisting with formulating responses to audit findings, engaging with AGSA on SCM matters during audit
• Ensure effective SCM committees are established with clearly defined roles, functioning in accordance with applicable legislative requirements
• Provide timely and relevant supply chain information reported to relevant stakeholders in compliance with departmental policies and procedures and applicable legislative requirements
• Align SCM departmental requirements to budgetary provisions to establish and comment on costs versus allocations
• Develop a suitable contract database and protocol for ongoing supplier management including the creation, rationalisation and management of a supplier list
• Establishing and managing future demand and capacity planning including the development to supplier risk management
• Provide an update on all legislative and regulatory developments and advise the business accordingly
Qualities, experience, knowledge and skills required:
• NQF Level 7 qualification in Logistics /Supply Chain /Commerce/Business / Procurement or Related field
• NQF Level 8 qualification in the related field will be an added advantage
• 8 years or more supply chain experience including 3 years management experience
• Experience in a public institution is essential
• Experience must include developing and establishing SCM systems, business processes, procedures and practices within a multi project environment

Primary purpose: HR Administration – the incumbent will be responsible for delivering best in class, simplified, personalized employee experience through superior service and operational excellence. This includes, but is not limited to responding to employee queries, processing large volumes of HR transactions and providing various documentation required by the employees.
Duties include:
• Advise and coach line managers and staff on the interpretation, application, and implementation of HR policies/procedures/processes/ systems
• Coordinate the appointment process in liaison with the Technical Lead: HR Administration
• Prepare job adverts, shortlist candidates and conduct interviews
• Manage the onboarding and induction processes and ensure processes are implemented according to existing merSETA policies and procedures
• Managing, maintaining, and updating HR records, which includes maintaining personnel records, managing HR documents (e.g., employment records and onboarding guides) and updating internal databases
• Arrange travel accommodations and process expense forms
• Assisting with the termination of employment processes for staff and ensuring all the necessary updates are made

Qualities, experience, knowledge and skills required:
• NQF Level 6 qualification in Human Resources/Social Sciences/Organisational Development/Psychology/Labour Law/Employment Relations/Business Management/Administration
• 3 years experience in Human Resources Operations with a special focus on HR Administration Support
• Experience in processing a high volume of transactions using standard operating procedures for recruitment, payroll input submission, employee personal data changes, training and development, retirement etc is essential

Technical Specialist: Facilities, Assets and Travel (C3) Salary Level (Min. to Mid): R422 300 – R505 800 pa
FIXED TERM CONTRACT ALIGNED TO THE SETA LICENCE TERM
Head Office
Purpose: To ensure the maintenance of merSETA, head office and regional offices premises including hard services and soft services. The incumbent will be required to manage the lifecycle for all ICT assets (hardware, software, intellectual property, warranties etc.) including security, inventory, compliance, usage, and disposal process as well as oversee travel desk requests.
Duties: The duties include but are not limited to the following:
1. Supervision of general office workers and ensuring that the office buildings are serviced daily.
2. Liaison with security services to ensure that premises and all assets are guarded and secured, emergencies are immediately attended to.
3. Ensure that all the merSETA buildings comply with the Occupational Health and Safety Act.
4. Prepare monthly reconciliation with supporting schedules of the asset registers for relevant stakeholders and resolve uncleared items.
5. Plan and execute asset verifications, investigate and report on variances, make necessary recommendations to resolve discrepancies and update the asset register
6. Attend to all the Auditors ‘audit requirements relating to assets verification and the disposal thereof.
7. Oversee the maintenance and repair of all company vehicles, including scheduling regular maintenance and coordinating repairs as needed and the maintenance of a log book.
8. Reconcile the fuel expenditure on a monthly basis for all petrol card holders and authorise the maintenance expenditure with the service provider
9. Reconcile insurance holders monthly policy reports and assist employees with insurance claims.
10. Facilitate and manage the implementation of Facility contracts in line with SCM policies and procedures.
Experience, knowledge and skills required:
