Purpose
Overall responsibility for Legal Aid SA’s Property Portfolio which includes both rented and owned property. Reporting to the Property Portfolio Manager, the incumbent is accountable for playing a critical role in proactively managing the property portfolio of Legal Aid SA. Reviewing Board and Management governance instruments relating to property management. Developing of property reporting Instruments, information gathering systems and tracking systems to assist with the proactive management of the property portfolio, property-related risks and opportunities and the avoidance of both irregular and fruitless and wasteful expenditure emanating from property transactions. Responsible for co-ordinating the procurement and negotiating of procurement and refurbishment of both rented and owned accommodation. Ensuring that norms and standards for both rented and purchased property, and property infrastructure maintenance are implemented across Legal Aid SA. Devising and implementation of strategies and tracking reports to avoid the incurring of fruitless, wasteful and irregular expenditure. Leading a team within the Property Management Unit to achieve the key outputs and accountabilities of the Unit and ensuring that the team is developed, led and managed in accordance with Legal Aid SA Human Resources policies.
KEY OUTPUTS
- Assist in drafting reports to the Bid Adjudication Committee or Management for leasing of office accommodation.
- Manage acquisition, refurbishment and lease information to align with what has been agreed upon by landlords and Legal Aid SA.
- Ensure building compliance with building regulations; that landlords adhere to their end of the bargain on maintenance issues.
- Manage record keeping of all property database, contracts and related information.
- Manage internal and external queries on office accommodation and ensure timeous response to the client’s satisfaction.
- Report on a monthly/quarterly basis both verbal and written to all committees and to Management as and when required.
- Liaising with landlords for leased property, service providers and contractors.
- Attending to all operations and maintenance issues for the property portfolio.
COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED
- Two (2) to three (3) years’ experience in property management environment within a national organisation.
- Experience that would assist the incumbent in driving a service excellence mindset and building relationships nationally.
- In-depth knowledge of the property management discipline and how to leverage it within a national environment:
- Working knowledge of PFMA regulatory framework, National Treasury Regulations, Legal Aid SA Act, building regulatory requirements, Occupational Health and Safety requirements and other relevant Statutes.
- Working knowledge of the King IV Code of Corporate Governance.
- Functional ability in utilisation of electronic systems and technologies.
- Ability to multitask.

POSITION PURPOSE

- Matters search and attending to telephone queries.
- Consulting walk-in clients.
- Support function to High Court Practitioners (copies/administration/binding of documents/office filing).
- Filing of Heads of Argument.

KEY OUTPUTS

COMPETENCIES (SKILLS, KNOWLEDGE & ATTRIBUTES) REQUIRED
- Admitted Attorney/Advocate (the latter must have completed pupilage successfully at an institution recognised by Legal Aid SA).
- LLB or B Proc degree.
- At least five years’ post-admission civil experience.
- Right of appearance in the High Court.
- Excellent verbal and written communication.
- Strong analytical ability and excellent communication skills.

- A valid driver’s licence is an advantage.

POSITION PURPOSE
To provide administrative and secretarial support to the Civil Unit in accordance with Legal Aid SA policies, procedures and standards.
KEY OUTPUTS
- Carry out the Civil Unit’s administrative function effectively.
- Provide efficient secretarial support to the Civil Unit.
- Obtain, source, type, proofread, make copies and distribute according to instructions received.
- Co-ordinate and monitor all Civil Unit administrative matters.
- Participate and provide support to implement an effective filing and diary system to ensure that the Civil Unit addresses matters on behalf of clients and manages availability of the Practitioner.
- Assist Legal Practitioners with all ancillary matters to the preparation and presentation of cases.
- Develop and maintain a system to ensure that receipt of documents emanating from other units and/or offices is acknowledged.
- Develop a system to ensure that documents received from opponent attorneys are received and distributed to the relevant practitioner, timeously.
- Develop a system to record sensitive documents and to ensure same day distribution of these documents.
- Gather required information and arrange for consultative interviews.
- Assist with the completion of routine forms for Legal Practitioners and ensure that they are submitted for approval.
- Maintain and update meeting schedules.
- Maintain record keeping and filing system.
- Ensure that reports and documentation are timeously sent/delivered to the relevant people.
- Ensure that physical assets are reconciled to each individual office list at the office on a monthly basis.
- Maintenance and issuing of stationery in accordance with relevant Legal Aid SA procedures.
- Maintain attendance registers in accordance with the Legal Aid SA HR Policy.
- Maintain a register of mail items and court documents sent by Docex and track their delivery.
- Maintain a register of documents sent to the High Court Unit, Strategic Litigation Unit and Senior Litigator.
- Maintain list with regular fax numbers and double check with customers to determine full instructions for handling of fax with full adherence to customer instructions.
- Always attach successful transmission report to sent faxes.
- Attend to photocopying and binding of documents as required.
- Attend to proper allocation of duplication/stationery costs as per Legal Aid SA policies/procedures.
- Assist with the accurate completion of practitioner Matter Activity Reports (MARs) and updating of any webpages designed to capture information for the Civil Unit.
- Keep handy the complete list of all relevant contact numbers for office personnel and major customers/role players at all times.
- Adhere to proper telephone etiquette, accurate taking and conveying of messages at all times.
COMPETENCIES (SKILLS, KNOWLEDGE AND ATTRIBUTES) REQUIRED
- A recognised Grade 12 certificate.
- Minimum one (1) year relevant admin and secretarial experience within a legal environment.
- Understanding and application of basic computer software packages.
- Good written and verbal communication skills.
- Attention to detail.

- Admitted attorney or advocate, the latter must have completed pupilage successfully at an institution recognised by Legal Aid SA.

- At least twelve years’ post-qualification legal experience, with a minimum of ten years’ post-admission experience of which four years should be court experience.
- Excellent leadership and people management skills.
- Must demonstrate an ability to manage a varied practice.
- Demonstrate an ability to train Candidate Attorneys as Professional Assistants.
- Strong analytical ability and excellent communication skills.
- Must possess a valid driver’s licence.
