Qualifications
 Grade 12 certificate plus Bachelor’s degree or diploma in Purchasing Management/Logistic or Commerce or related fields with ideally a degree or diploma including specific courses in Commercial Law to include Law of contracts and at least on overview of Administrative Law 
 At least 3 years’ experience in a tender and contracts environment as well as 1 years’ experience in SAP MM and 1 years SAP contracts Module experience 
 
Key Performance Areas 
 Requisition of quotations 
 Report contracts and purchase above R100,000 TO National Treasury 
 Compare three quotes to determine lowest rates to reduce JCPZ expenses 
 Negotiate reduced rates 
 Implement SOP 
 Ensure day-to-day activities comply with finance and policy standards and requirements – ensure inter departmental compliance and compliance with MFMA, PPJA, SCM regulations, JCPZ’s SCM policy 
 Monitor compliance and procurement practice throughout JCPZ 
 Compile and distribute procurement compliance reports 
 Preparation of departmental needs and requirements for tenders 
 Prepare RFT’s RFP’s and RFL’s 
 Review contract and tender templates 
 Liaise with Marketing to advertise tenders timeously 
 Checking compliance of tender application at pre evaluation of tender hearings 
 Evaluate and analyze tenders 
 Reviews tender templates to reflect changing business requirements 
 Management of order cancellations 
 Advise the various JCPZ departments as to the correct processes to follow with regard to acquiring quotes or using certain vendors 
 Update and maintain supplier base for maximum delivery to customers 
 Contactors used by JCPZ will need to be registered on the JCPZ contractor database 
 Manage supplier performance and terminations 
 Conduct supplier assessments and site visits 
 Advise users on the most appropriate contracts management processes compile contracts / applicable 
 Manage, coordinate and administer supplier contracts module 
 Provide contract information and communicate with users manage risks associated with contracts 
 Collate reports on supplier’s performance 
 Oversee and administer all contract files 
 Advice the various JCPZ departments as to the correct processes to follow with regard to acquiring quotes or using certain vendors 
 Handling of queries 
 Knowledge sharing with the general public on tender and procurement processes 
 Information sharing to all departments to ensure compliance 
 Continuously evaluate and implement tender templates to reflect business changes 
 Evaluate and revise tender processes 
 By communication with other MOE’s and discussing processes knowledge is shared to enhance processes 
 Inter-MOE coordinated procurement processes 
 Ensure that own development plan is in place to develop towards current and future roles within the business
