PURPOSE OF JOB
To provide an efficient secretarial and office support service to the Executive Manager : Corporate Services  by controlling the diary and activities of the Corporate Services Office .
 
Key Performance Areas - Outputs
 
Administrative Support and Coordination to Corporate Services Office 50%
Diary Management
  • Plan and schedule the Corporate Services Office’s annual, quarterly, monthly, weekly and daily plans and tasks as required
  • Schedule and coordinate meetings in the Corporate Services Office ’s diaries as required
  • Identify meetings that the Executive Manager : Corporate Services  cannot attend and recommend alternative attendee as required
  • Manage that meetings are well coordinated and organised including all meeting logistics as required
  • Develop and update the departmental annual calendar with all key engagements and deliverable deadlines, implement reminders and coordinate that all calendar deliverables are received on time and to standard by the agreed dates
  • Coordinate leave applications for relevant staff members and submit to Executive Manager : Corporate Services  for approval.
  • Ensure smooth daily functioning and operations of the Executive Manager : Corporate Services’ office 
Secretarial
  • Collate all Operational reporting documents from the Corporate Services Team for submission to Executive Manager : Corporate Services
  • Draft meeting documentation including minutes, agenda’s, matters arising, resolutions and meeting invitations, submit for approval and distribute within agreed turnaround time
  • Ensure that minutes are approved and distributed within 5 days
  • Capture action items and email to Corporate Services within 2 days
  • Assist the Executive Manager: Corporate Services on administrative requirements within deadlines
  • Edits and quality assure all external written communications via the Executive Manager : Corporate Services Office
 
Stakeholder Management 25%
  • Engage and communicate directly with CEO, Executive Management, Management and  related stakeholders, on behalf of the Executive Manager : Corporate Services  as required
  • Represent Executive Manager : Corporate Services on first contact including responding to communication professionally
  • Build influential relationships with stakeholders to support effective and efficient processing of INSETA requirements as required
  • Resolve stakeholder queries and complaints in a manner that maintains the stakeholder relationships.
 
Travel Coordination 15%
  • Coordinate travel, accommodation and car hire for the Executive Manager : Corporate Services as well as  Corporate Services team as required and as per policy
  • Coordinate domestic and international travel as required
  • Coordinate the capture and maintenance of the Executive Manager : Corporate Services’ travel logbook
  • Reconcile travel spend with allocated budget monthly.
 
General Administration 10%
  • Provide any other administrative support as required
  • Ensure that all documentation is drafted accurately within turnaround time, filed securely and confidentiality is maintained on an ongoing basis
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: Grade 12 or equivalent plus NQF 6 Administration Management Qualification
Preferred Requirement: NQF 7 qualification in Business Management or Public Sector Management
 
Experience
Minimum Requirement: A minimum of 5 years relevant experience in supporting Executives in a PFMA environment
Preferred Requirement: Relevant experience in a Public Sector/Seta environment
 
REQUIRED KNOWLEDGE AND SKILLS
 
Knowledge
Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations
Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)
 
Skills
Minimum Requirement: Attention to detail, ability to work under pressure and meet deadline under challenging circumstances.
Intermediate proficiency in MS Office
Preferred Requirements: Advanced proficiency in MS Office and ability to interpret some financial and commercial information

PURPOSE OF THE JOB
Lead all Monitoring, Evaluation and Learning (MEL) activities. The M&E Senior Specialist is a senior member of the program technical team. Will be responsible for overseeing all daily work and routine data collection related to monitoring, evaluation, and reporting activities of the various projects, as well as overseeing the formative research, impact assessments, and ongoing learning activities. The M&E Senior Specialist will lead the MEL Unit, which will develop and manage efficient systems that monitor progress and impact and capture, analyze, and share evidence-based results and lessons learned.
 
Key Performance Areas - Outputs
  • Oversee the M&E specialist, M&E administrator on day to day operational activities and outputs
  • Collaborate with the Finance, Operations, and Compliance Unit to develop a system to track and report cost-related data for each program element to reinforce financial and budgetary strategies and allocations during planning periods
  • Provide coaching, training and development to the specialist and administrator and conduct regular performance management review in line with INSETA's performance management framework
  • Participate in audits and coordinate with internal stakeholder, the members of the M&E unit, senior management and auditors to ensure that audit relevant information is packaged timeously and to a professional standard
  • Provide strategic leadership and operational management of the various MEL components of the program and ensure the completion of all M&E activities;
  • Play and instrumental role in the development and packaging of the M&E unit budget
  • Develop and implement an MEL strategy (i.e. MEL Manual) outlining M&E systems for data collection, targeting and tracking custom and indicators, knowledge management, impact assessments, learning activities and reporting in compliance with the requirements provided in the Activity plans, strategic plan and INSETA \standards;
  • Plan and conduct routine assessments that track, analyze, and synthesize project data useful for program learning and adaptive management
  • Through regular review of monitoring data, organize and lead periodic learning days and annual learning summits to enable managers to identify successes and make decisions about adapting activities and approaches to achieve results.
  • Ensure compliance with all reporting requirements
  • Stand in for the Manager at specific engagements when required and requested
  • Present the budget to Executive as and when required
  • Prepare monthly and quarterly performance reports and ensure submission on time to the relevant organizational submission point
  • Utilize critical inputs, feedback, and assessments from external evaluation partners to inform changes in program approaches and scale-up when necessary
  • Ensures that all program within the INSETA delivery calendar are results-oriented and can be practically measured as such
  • Work closely with the other technical units to establish and manage a cloud-based MEL System and ensure data requirements are integrated into project management processes.
  • Collaborate closely with other technical units to analyze M&E findings, determine any needed adjustments, and identify and disseminate key learning messages/finding to internal and external stakeholders
  • Complete other duties as necessary and assigned by the Executive manager for Risk
  • Ensure that all expenditure for the unit is accounted for and that all PFMA regulations are adhered to
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: NQF Level 7 Degree or Advanced diploma or equivalent relevant qualification in Business administration or project management or public administration.
 
Experience
Minimum Requirement: Minimum of 5 years’ experience in a supervisory position in the related field.
Preferred Requirement:  5 years supervisory experience in the Public Sector environment.
