 PURPOSE OF THE JOB
Serves as the main point of contact within SCM department of the INSETA. The Senior Specialist is expected to ensure compliance with all requirements, with internal and external Key Performance Indicators (KPls), and in accordance with INSETA Standard Operating Procedures (SOPs) and the PFMA.
 
Key Performance Areas - Outputs
  • As appropriate, recommend alternative sources to minimize problems
  • Issue orders and supplements in accordance with established policies and procedures
  • Negotiate agreements to obtain best terms and conditions for INSETA
  • Enforce terms and conditions of contracts and compliance with legal requirements and Company policy
  • Assist the Senior SCM Specialist in the day to day operational activities of the unit
  • Review questionable situations and interact with other groups to ensure customer satisfaction
  • Conduct in-depth evaluations of supplier performance and identify performance issues
  • Provide technical assistance to less experienced staff
  • Resolve non-conformance issues and claims in a timely manner to minimize Company exposure
  • Be able to represent the SCM division in some stakeholder engagements when required to do so
  • Provide guidance to business in the formulation of the organization procurement plan
  • Be available to assist business through training and workshops in order to improve the quality of interactions with SCM
  • Assist the SCM division in developing operation plans and budget for the unit
  • Provide input in the formulation of monthly and quarterly reports
  • Develop long-term continuous improvement programs in conjunction with suppliers, vendors
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: NQF Level 6 Qualification in Supply Chain Management, Public Sector Procurement, Logistics Management.
Preferred Qualification: NQF Level 7 Bachelors Degree  qualification in Supply Chain Management. Public Sector Procurement, Logistics Management.
 
Experience
Minimum Requirement: Minimum of 3 years’ experience in the supply chain management field
Preferred Requirement:  Between 1 to 2 years supervisory experience in the Public Sector SCM environment will be an added advantage.

PURPOSE OF THE JOB
Provides support services to the INSETA by ensuring that the Facilities are maintained and secured in line with the regulatory and legal requirements including that of the OHS requirements.
 
Key Performance Areas - Outputs
Provide Asset/ Facilities Management Support Services 40%
  • Responsible for the asset maintenance and general condition assessment of the assets and facilities occupied by INSETA.
  • Administer the facilities service provider contracts for security, leases, office rental and ensure compliance by the providers
  • Review all moveable company assets excluding IT hardware for condition and security and insurance purposes
  • Safeguarding of INSETA assets (buildings and movable assets)
  • Assist with assets disposal
  • Responsible for the secure storage and usage of consumables
  • Order replenishments and report monthly on usage and stock holding
  • Responsible to monitor and report on the supplier contract performance specifically relating to the facilities services
  • Ensure servicing of all applicable equipment such as photocopiers and other general office equipment
  • Provide administrative support to BSC/BEC/BAC/Disposal Committee and other Bid Committees
  • Coordinate meetings
  • Submit weekly report to the relevant Manager.
  • Allocate access rights to the building and terminated and resigned
  • Advise INSETA management on idle assets, scrapping and replace where applicable
 
Compliance and Reporting on OHS regulations and legal aspects 30%
  • Update and maintain the OHS register for incidents and accidents
  • Provide information related to OHS for safety audit purposes
  • Report on findings and implement mitigating actions
  • Review and assess escape routes for emergencies
  • Administer and arrange emergency drills in the INSETA building
  • Assess and implement service intervals for fire equipment
  • Monitor and assess the premises continually for OHS and environmental regulations
  • Review and replenish First Aid kit as per regulation
  • Compile incidents and accidents reports
  • Mitigate any hazards as identified
 
Administrative Support on Budget actuals vs planned 10%
  • Provide inputs to the budget process to Finance Department relating to facilities services and equipment
  • Monitor and report on variances against budget
  • Identify training needs
  • Prepare and submit payment requisitions for service and equipment providers
 
Stakeholder Management 10%
  • Engage pro-actively with all relevant stakeholders including service providers and senior management of INSETA
  • Interact with the applicable Security Companies and act as the primary contact for emergencies
  • Address and resolve Stakeholder queries and concerns internally and externally
  • Attend tender briefing sessions with potential service providers as required.
  • Administration of internal and external supplier database.
  • Communicate with internal- and external service providers to inform and advise of new developments or information distribution.
 
General Administration and Support 5%
  • Ensure that access and security of filing facilities are reviewed and updated periodically
  • Ensure that filing systems are updated and maintained
  • Provide information from records and databases as required by stakeholders.
 
People Management 5%
  • Assess and supervise housekeeper performance
  • Deal with disciplinary and grievance aspects relating to the direct reports
  • Ensure that individual training and developmental plans are implemented
            
REQUIRED QUALIFICATIONS AND EXPERIENCE
            
Qualifications
Minimum Requirement: Grade 12 or equivalent plus NQF level 6 Qualification in Accounting / Asset Management/ Facilities Management
Preferred Requirement: NQF 7 Bachelors Degre in Accounting / Asset Management/ Facilities Management
 
Experience
Minimum Requirement: A minimum of 2 years relevant experience in Asset, Facilities or Financial management in the Public Sector PFMA environment
Preferred Requirement: between 2- and 5-years’ experience in Asset, Facilities or Financial management and OHS compliance in the Public Sector/Seta environment.
                                     
REQUIRED KNOWLEDGE AND SKILLS
Knowledge
Minimum Requirement: Knowledge and understanding of the PFMA and NT regulations.
Understanding of the overall Asset Management lifecycle, Knowledge and understanding of the Asset Management Framework
Preferred Requirement: Knowledge and understanding of the appropriate legislative and regulatory frameworks. (PPPFA, BBBEE etc.)
 
Skills

PURPOSE OF THE JOB
Responsible for supporting the administration of performance reporting within the OPRD unit on all performance achievement Discretionary Grants Projects to ensure adherence to all regulations and statutory requirements.
Assist with the Reporting on the performance achievement as compared to the APP.

Project Monitoring and Evaluation 30%
  • Implement and schedule employers visits according to the areas/regions as allocated in support of the M&E Operational plan.
  • Utilise the monitoring and evaluation tools in line with defined specifications and indicators for the specific projects
  • Schedule project visits and conduct monitoring and evaluation activities in line with policy and procedure
  • Develop and present feedback on findings as required
  • Engage with learners, employers, mentors and other role players to ensure compliance with policies and regulations
  • Identify compliance gaps within the various programmes
  • Update and maintain the M&E register on the centralised M&E drive
  • Update and flag any new risks for attention by Project owners
 
Reporting and Compliance 40%
  • Validate performance evidence submitted as per the TIDs
  • Retrieve and submit relevant documents required by Internal Auditors
  • Review evidence received in response to RFIs (External Audit)
  • Review indexing on performance submitted
  • Capture performance targets and achievements on eqprs (DPME system)
  • Support the compilation of monthly consolidated M&E reports based on the M&E visits.
  • Assist in identifying gaps in performance information identified during validation.
 
Stakeholder Engagement and Team Support 15%
  • Assist with the Investigation of any concerns raised by stakeholders and learners.
  • Support the team in resolving the concerns as required
  • Identify risks and opportunities for recommended improvement and provide feedback as required
  • Support the team to deliver on its objectives on an ongoing basis
  • Compile monitoring reports for each visit conducted
 
General Administration 15%
  • Provide administrative support to the M&E Department
  • Arrange travel, accommodation and car hire for M&E Department personnel as per policy.
  • Schedule site visits for DG function
  • File documents for DG function
  • Report under INSETA Monitoring and Evaluation activities internally and externally after each monitoring visit.
  • Contribute to the M&E quarterly monitoring reports
  • Update the M&E register after each visit
 
REQUIRED QUALIFICATIONS AND EXPERIENCE
 
Qualifications
Minimum Requirement: Grade 12 or equivalent NQF 5 level Qualification in Public Administration or related field
Preferred Requirement: NQF 6 Qualification in Auditing/ Public Admin and Project Management qualification.
 
Experience
Minimum Requirement: 1-2 Years of Monitoring and Evaluation or related administrative experience.
Preferred Requirement: The above experience in the Seta/Public Sector environment.
 
REQUIRED KNOWLEDGE AND SKILLS
Knowledge
Minimum Requirement: Knowledge of sector regulation compliance, SDA, and SDLA
Understanding of SETA Constitution
Preferred Requirement: Regulation Compliance
Understanding/knowledge of relevant South African legislation including PFMA
