Overview
The main purpose of this position is to ensure the formulation and execution of operational strategy to give the provincial electoral office the direction and proper operational controls, administrative, operating budgets and reporting procedures, and systems for operational efficiency. The Manager will manage all electoral projects and programmes as directed by the Provincial Electoral Officer (PEO) and will report to the PEO.

Responsibilities/Duties
Duties
Implementation of the provincial electoral operations plan and projects; oversee the provincial outreach, regional electoral offices and corporate support services projects and activities and ensure liaison with relevant stakeholders; implementation and maintenance of the voter registration process; co-ordination of all logistics projects; managing the delimitation and voting station identification and infrastructure projects; coordination and implementation of electoral processes, election results and by-elections;
overseeing the operations and management of the provincial warehouse(s); compliance with and management of the operational budget in line with PFMA and Treasury Regulations; ensure correct performance measures and indicators for effective performance outcomes; ensure operational precision and the facilitation of daily operations in line with the operational plans and targeted objectives; manage the principal risks of the provincial electoral office's operations (business plans, projects and staffing) and people and team management.

Requirements
Matric/N3, a tertiary qualification, with at least 8 years relevant working experience of which a minimum of at least 6 years must be at middle management level (equivalent to Deputy Manager or Deputy Director in the public service). Experience in election management will be an advantage.  Knowledge and understanding of the electoral legislative framework and electoral processes and electoral dynamics in the province; knowledge and understanding of the demographics and geography of the province; effective communications skills and stakeholders liaison and negotiation skills and experience; people management experience; political and conflict resolution skills; interpersonal and organizational ability, conflict management skills; computer skills with good project management skills; knowledge and understanding of the PFMA and treasury regulations; willingness to travel extensively and a valid driver's license is compulsory. Proficiency in the dominant languages spoken in the province will be an advantage.
