Job Title: Manager: Budget management and Compliance Verification - National Office (Centurion) [Ref: No-0255]

Remuneration: R1, 190,679 per annum
Overview
The main purpose of this position is to plan, direct and co-ordinate the operations of the Division: Budget Management and Compliance Verification; plan and maintain systems and procedures for operating efficiency; and manage staff for optimum performance. The successful incumbent will be accountable to the Chief Financial Officer.
Responsibilities/Duties
General Budget Management. These include but are not limited to:
- Ensuring the preparation and presentation of the budget of the Electoral Commission in line with its strategic goals and objectives,
- Ensuring the compilation of the Electoral Commission's chapter of estimates of national expenditure (ENE) as prescribed
- Ensuring medium-term budget planning for the Electoral Commission, an
- Ensuring that expenditure is in accordance with the approved budget and that budget implementation follows objectives and implementation plans.
Compliance Verification. These include but are not limited to:
- Ensuring that all financial activities carried out comply with the established laws and regulations, as well as standards of best practice,
- Ensuring that Finance staff receive all necessary compliance training to effectively perform their duties within the regulatory framework
- Ensuring organisational and employee compliance with statutory and legal requirements and regulations,
- Ensuring that employees who prepare financial transactions provide adequate explanations and documentation sufficient to support post authorisation review and audit.
Project management, In-Year Monitoring (IYM) and reporting. These include but are not limited to:
- Ensuring the creation of projects and networks for requisitions in the financial system, an
- Ensuring the provision of real-time budget status as implementation continues within the financial year.
Requirements
A bachelor's degree or three year national diploma in finance or accounting; a minimum of 8 years' working experience in budget management and compliance verification; at least 6 years' experience at middle management level (equivalent to Deputy Manager or Deputy Director in the public service); proven experience in budget management and compliance verification; knowledge of legislation relating to budgeting and reporting processes in the Public Sector and experience in application of the legislation; competent knowledge and understanding of PFMA, Treasury Regulations and Instruction and reporting requirements; competent understanding of institutional governance systems and performance management; knowledge of compliance verification within the PFMA framework; proven leadership/management, people management, communication, problem solving, and interpersonal experience and skills; good financial administration and accounting skills and a valid driver's license. Exposure to a SAP environment would be an advantage.
