Overview
The main purpose of this position is to assist the Chief Electoral Officer (Accounting Officer) to discharge the duties prescribed in Chapter 5 of the Public Finance and Management Act (1 of 1999) and to provide comprehensive financial support and advisory services to the Electoral Commission.
The successful incumbent will be accountable to the Chief Electoral Officer and assist the Accounting Officer with discharging his / her duties in terms of the Public Finance and Management Act (1 of 1999). The incumbent will oversee the financial administration, budgets and compliance and supply chain management units.
Responsibilities/Duties
The incumbent will oversee the financial administration, budgets and compliance and supply chain management units.
The successful incumbent should perform, inter alia, the following:
Financial and Supply Chain Management. These include but are not limited to:
- Develop and maintain compliance controls.
- Implement internal control mechanisms, including anti-corruption and fraud prevention measures
- Direct the finance function and accounting control, including determination of the chart of accounts
- Maintain efficient expenditure management control systems and procedures, including payroll processes
- Review and implement financial management and supply chain management policies and procedures; and provide input to all other organisational policies to the extent that it has financial implications
- Implement an effective Supply Chain Management System, whilst ensuring compliance with relevant legislation
- Implement approved and signed delegations of authority, related to finance functions
- Direct the asset management functions whilst ensuring compliance with relevant legislation.
- Manage the external audit process
- Liaise with the relevant role-players in the financial environment regarding financial matters, including external stakeholders
- Collaborate in the development of training programmes and/or providing training on financial matter
Strategic planning and budgeting. These include but are not limited to:
- Conduct annual strategic planning of finance according to the Medium Term Expenditure Framework (MTEF) for the Commission and delivery on strategic objectives for finance.
- Review and coordinate the organisation wide budget planning and preparation process.
- Recommend allocations of funding in line with the identified 5 year strategic priorities
- Prepare and motivate for additional funding requests to Treasury where relevant.
- Prepare, quality assure and submit the MTEF (medium term expenditure framework), ENE (estimates of national expenditure) and quarterly Treasury reports.
Management Accounting and Reporting. These include but are not limited to
- Provide timely and relevant financial management reports to all internal and external stakeholders
- Quality assure relevant and timely management information and/or advice.
- Respond to the needs of internal stakeholders
- Quality assure the Annual Financial Statements in accordance with Generally Recognised Accounting Practice (GRAP) and annual report
- Quality assure quarterly performance reports.
- Prepare key financial reports for submission to EXCO, Commission sub committees and Commission.
- Provide sound financial management advice to the accounting officer and senior line managers in terms of their financial management responsibility and delegated authority.
Requirements
A post graduate qualification in accounting and registration as a Chartered Accountant; a minimum of 8 years' experience at senior management level dealing with finance and supply chain management; experience in and knowledge of GRAP; extensive knowledge and understanding of the Public Financial Management Act (PFMA), Treasury Regulations and other relevant legislation; proven leadership/management, people management, communication, problem solving, and interpersonal experience and skills; excellent financial administration and accounting skills and a valid driver's license. Exposure to a SAP environment would be an advantage.
