GOVERNANCE AND COMPLIANCE MANAGER (Level of Manager) Fixed term contract for period of 6 months at the National Office [Centurion - Tshwane]

Overview
The purpose of this position so to provide technical direction on all aspects relating to Governance and Compliance within the Electoral Commission's mandate, in line with the Electoral Commission's Risk Management Framework.  The position will report to the Senior Manager: Legal Services.
 
 
Responsibilities/Duties
Develop a compliance framework for the Electoral Commission, relating to Finance (including SCM), Labour Relations, mandatory legislation, relevant by laws, etc. ● Develop, implement and monitor all Compliance Control Plans for the Electoral Commission Programmes and Projects ● Develop and oversee control systems to prevent or deal with violations of legal guidelines and internal policies ● Ensure that the Electoral Commission proactively engage and comment on all legislation that might impact on its business ● Ensure compilation and compliance with the Electoral Commission's Regulatory Framework and monitor implementation ● Evaluate the efficiency of controls and improve them continuously ● Revise procedures, reports etc. periodically to identify hidden risks or non-conformity issues ● Establish and manage an Electoral Commission Legal and Compliance Forum with champions from each relevant area 
● Enforce regulations in all aspects and levels of business as well as provide guidance on compliance matters ● Draft and/or modify relevant policies ● Collaborate with stakeholders and the HR department to monitor enforcement of standards and regulations ● Assess the organisation's future ventures to identify possible compliance risks ● Review the work of colleagues when necessary to identify compliance issues and provide advice or training ● Keep abreast of regulatory developments within or outside of the organisation as well as evolving best practices in compliance control ● Prepare reports for senior management and external regulatory bodies as appropriate.
 
Requirements
A  degree in law, finance, business administration or related field or a three-year National Diploma in the same areas, with a minimum of 8 years' working experience of which 6 years' experience must have been at management level (equivalent of Deputy Manager or Deputy Director in the public service) ● Certified compliance professional will be an advantage ● Must be well-versed in legal guidelines and corporate governance best practices ● Must have high ethical standards and work diligently to complete their duties keeping in mind the objectives of the business ● Must be comfortable saying "no" when necessary and be result-oriented in order to preserve the organisation's integrity by making sure it stays on a lawful and ethical course ● Proven experience as compliance manager ● In-depth knowledge of the industry's standards and regulations ● Excellent knowledge of reporting procedures and record keeping ● A business acumen partnered with a dedication to legality ● Methodical and diligent with outstanding planning abilities ● An analytical mind able to "see" the complexities of procedures and regulations ● Excellent communication skills.
