DISTRICT DIRECTOR: COMMUNITY SAFETY MANANAGEMENT
Salary Package: R 826 053 Per Annum (Level 12).
All-inclusive remunerative package; the remunerative package includes a basic salary (70% of package), State contribution to Government Employees Pension Fund = (13% of Basic Salary) and a flexible portion which can be structured according to the individual’s personal needs.

MINIMUM REQUIREMENTS: Appropriate recognized Bachelor’s degree/National Diploma in Social Sciences, Criminology, Public Administration, and a Post graduate qualification would be an added advantage. Three (3) to five (5) years’ experience at junior management level. Practical experience in Social Crime prevention programmes and Oversight functions. Knowledge of the policy environment regarding crime prevention, Civilian Secretariat for Police Service Act, SAPS Act, Independent Police Investigative Directorate Act, Public Finance Management Act, White Paper on Safety and Security, Provincial Safety Strategy and the relevant prescripts.
Ability to compile a budget and monitor spending patterns and report on expenditure. Knowledge and implementation of the Department’s constitutional mandate and the relevant policies, legislation and its relationship with the Civilian Secretariat for Police Service and other stakeholders is required. Understanding of socio-economic development issues within the province and the district is critical. Experience in human resource management and knowledge of relevant legislations and prescripts. Be a good communicator with internal and external stakeholders. Be able to build sound relationships with local & district municipalities. Contribute towards upliftment of macro & micro development and growth through crime prevention. Computer Literacy. Valid driver’s license.

KPA’s:Manage and promote relations between Communities and Police. Act as Catalyst when representing the department at relevant forums with respect to crime prevention. Conduct and monitor an oversight function over relevant structures of the South African Police Service particular on service delivery. Gather information pertaining to policing and crime in the district. Organise capacity building for CPFs at police stations. . Implement monitoring tool at police stations. Monitor service delivery complaints against SAPS. Coordinate and assess the implementation of Provincial Safety Strategy at identified police stations. . Conduct crime prevention campaigns. Represent the department in IGR meetings and in Local Criminal Justice System. Manage Human Resources within the district. Manage allocated budget of the district in adherence to PFMA, Treasury Regulations an all relevant financial regulations.
ASSISTANT DIRECTOR: INFORMATION SECURITY
Salary Package: R 334 545 Per Annum (Level 09)

MINIMUM REQUIREMENTS: A qualification at NQF level 6 in Information and Communication Technology / Computer Science. At least 3-5 years’ relevant experience of which 3 years must be at a supervisory level in System Administration, Network Security.
SKILLS AND COMPETENCIES: Problem Solving, Information Security Policies, Process Improvement, On-Call Network Troubleshooting, Firewall Administration, Network Protocols, Routers, Hubs, and Switches. Experience in Government Systems will be an added advantage. A valid driver’s license is essential. Ability to supervise and manage staff. Good interpersonal skills, verbal and written communication skills.

ADMIN CLERK: FINANCIAL MANAGEMENT: SALARIES AND PAYROLL
Salary Package: R163 563 Per Annum (Level 05).

MINIMUM REQUIREMENTS: Three year Degree / Diploma in Financial Management or Accounting or relevant qualification with relevant experience in payroll, pay slip and salaries management. 0–2 years relevant experience in payroll, pay slip and salaries management.
SKILLS AND COMPETENCIES: Basic knowledge of financial functions, practices as well as the ability to capture date, operate computer and collate financial statics. Basic knowledge and insight of the Public Service financial legislations, procedures and Treasury regulations (PFMA, DORA, PAS, PSR, PPPFA, Financial Manual). Knowledge of basic financial operating systems (PERSAL, BAS LOGIS etc.)
KPA’s:Distribution of payrolls, pay slips and IRP5”s. Capture salary deductions. Clear all PERSAL exceptions. Submit tax reconciliation (monthly, bi-annually and annually). Perform BAS/PERSAL reconciliation. File all documents. Capturing of S&T claims, overtime, allowances and deductions. Attending all salary related queries.
HUMAN RESOURCE CLERK
Salary Package: R 163 563 Per Annum (Level 05).

MINIMUM REQUIREMENTS: Three year Degree/National Diploma in Records Management/ Human Resources Management/ Public Management, Management of Training or equivalent. 0 – 2 years relevant in Human Resources experience.
SKILLS AND COMPETENCIES: Knowledge of Human Resources and understanding of records management. A fair understanding of Public Service Regulations, Public Service Regulations, Public Service Act and all legislations governing Human Resources in South Africa. Computer literacy.
KPA’s:Maintain Human Resources Filling System as per the directives of the Archives and Management Prescripts. Maintain Human Resources file plan in line with NMIR. Sort and Prepare documents for disposal processes in line with the relevant prescript. Perform Administrative duties.
MESSENGER / DRIVER
Salary Package: R136 800 Per Annum (Level 04).

MINIMUM REQUIREMENTS: Grade 12 certificate with Valid Code 8 or 10 driver’s license with PDP. 0 – 2 years’ experience in this field.
SKILLS AND COMPETENCIES: Ability to read and write. Must possess good interpersonal skills and sound human relations. Must be able to communicate easily with other employees / stakeholders. Knowledge of working in office set – up.
KPA’s:Collect and deliver mail from Post Office. Deliver mail and documents to other Departments. Deliver and collect correspondence to other officials of the Department. Deliver correspondence from and to the office of the MEC. Transport people for official purposes. Ensure that vehicle is in a good condition at all times and reports defects. Keep records of all trips and submit monthly logbook sheets to the Transport Officer.
GENERAL ASSISTANT/ CLEANER ll
Salary Package: R 96 549 Per Annum (Level 02).

MINIMUM REQUIREMENTS: Abet level 1 or Grade 8 or 9 (STD 6 or 7) or equivalent qualification. Knowledge of cleaning offices, corridors and bathrooms. Knowledge of utilizing cleaning material, equipment and its usage. Knowledge of Occupational Health and Safety Act. Ability to perform routine work tasks, operate cleaning machines and work with hygienic products. Ability to work under supervision, independently, in a team and under pressure. Communication skills and interpersonal relations.
DUTIES: Clean offices and corridors, boardrooms and rest rooms using cleaning machine(s) and other necessary available detergents. Prepare tea and other refreshments when requested to do so. Clean the kitchen. Keep and maintain cleaning materials and equipment. Clean machines and equipment after use. Request cleaning material. Report broken cleaning machines and equipment. Assist with other duties as and when requested.
